【摘要】：殼牌石油公司是國(guó)際上最大的石油公司之一，殼牌在石油行業(yè)HSE管理方面積累了豐富的經(jīng)驗(yàn)，是全球公認(rèn)的最具可持續(xù)發(fā)展能力和道德感的領(lǐng)跑者。本文研究殼牌公司的HSE管理模式，并結(jié)合殼牌在四川頁(yè)巖氣項(xiàng)目HSE管理實(shí)踐分析，對(duì)比分析國(guó)內(nèi)外石油企業(yè)HSE管理存在的巨大差距，希望本課題能為中國(guó)石油企業(yè)開(kāi)發(fā)同類項(xiàng)目HSE管理有拋磚引玉的作用。 本文在對(duì)HSE管理體系相關(guān)理論進(jìn)行綜述的基礎(chǔ)上，分析了殼牌在四川頁(yè)巖氣項(xiàng)目HSE管理實(shí)施現(xiàn)狀，，找出殼牌在HSE管理方面的精髓，并對(duì)其進(jìn)行了深入剖析。從風(fēng)險(xiǎn)管理角度，采用經(jīng)驗(yàn)總結(jié)法和案例分析法，對(duì)比研究中國(guó)石油企業(yè)與殼牌的HSE管理中的事故預(yù)防與事故處理等問(wèn)題，并找出兩者的HSE管理差距。最終，從HSE的制度建設(shè)、技術(shù)保障、管理運(yùn)用三個(gè)層面，提出完善中國(guó)石油企業(yè)HSE管理水平的對(duì)策。 論文的研究不但可以為中國(guó)石油企業(yè)HSE管理提供理論指導(dǎo)，也可以給其他高風(fēng)險(xiǎn)行業(yè)HES管理提供參考。
[Abstract]:Shell is one of the largest oil companies in the world. Shell has accumulated rich experience in HSE management of oil industry and is the most recognized leader of sustainable development ability and moral sense in the world. In this paper, the HSE management model of Shell Company is studied, and the HSE management practice of Shell Shale Gas Project in Sichuan Province is analyzed, and the huge gap of HSE management in oil enterprises at home and abroad is compared and analyzed. It is hoped that HSE management will be helpful to the development of similar projects in Chinese petroleum enterprises. On the basis of summarizing the theory of HSE management system, this paper analyzes the present situation of Shell's HSE management in Sichuan shale gas project, finds out the essence of Shell's HSE management, and deeply analyzes it. From the point of view of risk management, the problems of accident prevention and accident management in HSE management between Chinese oil enterprises and Shell are studied by means of experience summary method and case analysis method, and the gap between HSE management and HSE management is found out. Finally, from three aspects of HSE system construction, technical guarantee and management application, the paper puts forward the countermeasures to perfect HSE management level of Chinese petroleum enterprises. The research in this paper can not only provide theoretical guidance for HSE management of Chinese petroleum enterprises, but also provide reference for HES management in other high-risk industries.
