【摘要】:由于受到國外頁巖氣等潔凈能源開采技術(shù)的成熟推廣,煤炭資源因其利用成本高、污染嚴重逐漸退出歐美等國家能源序列進而轉(zhuǎn)運至中國,且歐美等國煤炭開采機械化水平較高、生產(chǎn)成本較低對國內(nèi)煤炭市場沖擊較為嚴重;國內(nèi),隨著煤炭資源的不斷勘探發(fā)掘,地方政府過度追求短期經(jīng)濟效益,過度放任煤炭企業(yè)投建,及現(xiàn)有煤炭企業(yè)的超規(guī)模改擴建,造成國內(nèi)煤炭市場是內(nèi)憂外患,煤炭市場表現(xiàn)持續(xù)低迷,煤礦企業(yè)之間競爭越發(fā)激烈,不斷有管理不善及生產(chǎn)規(guī)模小、成本高的煤炭企業(yè)瀕臨破產(chǎn)關(guān)停。對于目前的煤炭企業(yè)經(jīng)營環(huán)境的不斷惡化,煤炭企業(yè)不斷想法設法降低成本,以尋求在目前低迷的市場中占有一席之地。因此煤炭企業(yè)成本管理越發(fā)顯得重要,在眾多成本中人力成本成為煤炭企業(yè)生產(chǎn)成本中較重要的一項,煤炭企業(yè)必須放棄勞動密集型生產(chǎn)模式,進入高機械化、高自動化的生產(chǎn)方式,降低員工數(shù)量、提高人力資源利用率,降低人力資源成本、提高企業(yè)核心競爭力。因此本文的研究具有很重要的理論與實踐意義。本文的研究分析及人力資源管理方案設計主要有三大塊構(gòu)成: 首先,對國內(nèi)外人力資源管理理論成果等進行概要對比分析,重點對國內(nèi)人力資源管理特點及其局限性進行了深刻的分析研究,為后續(xù)研究奠定了基礎(chǔ)。其次,對HT煤礦人力資源管理現(xiàn)狀分模板進行深入剖析,逐項分析,找出存在問題。最后,針對存在問題,為HT煤礦設計出了比較完善的人力資源管理方案。
[Abstract]:Due to the mature promotion of clean energy mining technology such as shale gas abroad, coal resources are gradually withdrawn from the energy sequence of Europe and the United States and transported to China because of its high utilization cost and serious pollution. In Europe, America and other countries, the coal mining mechanization level is relatively high, the production cost is low, and the impact on the domestic coal market is more serious. In China, with the continuous exploration of coal resources, local governments excessively pursue short-term economic benefits. Excessive laissez-faire investment and construction of coal enterprises, as well as the super-scale reconstruction and expansion of existing coal enterprises, have caused internal and external problems in the domestic coal market, the performance of the coal market has continued to be low, and competition among coal mining enterprises has become more and more intense. Continuous poor management and production scale, high-cost coal enterprises on the verge of bankruptcy. In response to the deteriorating business environment for coal companies, coal companies are constantly trying to cut costs in order to find a place in the current depressed market. Therefore, the cost management of coal enterprises is becoming more and more important. Among the numerous costs, the human cost has become a more important item in the production costs of coal enterprises. Coal enterprises must give up the labor-intensive production model and enter into high mechanization. High automatic production, reduce the number of employees, improve the utilization of human resources, reduce the cost of human resources, improve the core competitiveness of enterprises. Therefore, the study of this paper has very important theoretical and practical significance. The research and analysis of this paper and the scheme design of human resources management have three main parts: firstly, the theoretical achievements of human resources management at home and abroad are compared and analyzed briefly. The characteristics and limitations of human resource management in China are analyzed and studied deeply, which lays a foundation for further research. Secondly, the present situation of human resource management in HT coal mine is analyzed in depth, item by item, and the existing problems are found out. Finally, aiming at the existing problems, a more perfect human resource management scheme is designed for HT coal mine.
