陽(yáng)春市食品生產(chǎn)加工小作坊質(zhì)量安全的政府監(jiān)管研究

【摘要】:自黨十一屆三中全會(huì)提出推行改革開(kāi)放政策后,我國(guó)經(jīng)濟(jì)體制由計(jì)劃經(jīng)濟(jì)轉(zhuǎn)向社會(huì)主義市場(chǎng)經(jīng)濟(jì)。經(jīng)濟(jì)發(fā)展迅速,各種經(jīng)濟(jì)成分表現(xiàn)踴躍,其中食品生產(chǎn)加工小作坊因其規(guī)模小,經(jīng)營(yíng)靈活,貼近人民群眾的生活需求的特點(diǎn)得以蓬勃發(fā)展。但隨著經(jīng)濟(jì)的持續(xù)高速發(fā)展,工業(yè)化的進(jìn)程加快,人民的生活水平提高,對(duì)于食品質(zhì)量安全要求也越來(lái)越高。近年來(lái),政府高度重視食品安全,不斷出臺(tái)加強(qiáng)食品監(jiān)管的相關(guān)政策法規(guī)。食品生產(chǎn)加工小作坊又因其普遍存在“小、亂、臟、差”的問(wèn)題,成為了食品安全的隱患。同時(shí)因?yàn)槭称飞a(chǎn)加工小作坊涉及面廣、產(chǎn)品類(lèi)別多,分布區(qū)域廣、且有些具有一定的歷史文化和地域特色,一定程度上滿(mǎn)足社會(huì)的需求,從而一直是食品安全監(jiān)管的難點(diǎn)和瓶頸。陽(yáng)春市食品生產(chǎn)加工小作坊及其質(zhì)量安全監(jiān)管同樣遇到相應(yīng)的問(wèn)題,而且陽(yáng)春市作為粵西欠發(fā)達(dá)地區(qū),又具有自己的特點(diǎn)。陽(yáng)春市食品生產(chǎn)加工單位(含食品生產(chǎn)加工小作坊)累計(jì)達(dá)到316家,其中取得食品生產(chǎn)許可證的企業(yè)有92家,食品生產(chǎn)加工小作坊為224家。小作坊的數(shù)量占食品生產(chǎn)加工單位總數(shù)的70.89%。以陽(yáng)春為案例進(jìn)行研究具有現(xiàn)實(shí)意義。 本課題的研究采用文獻(xiàn)搜集、調(diào)查研究、一般分析和具體分析、比對(duì)分析等方法全面、深入地分析陽(yáng)春市食品生產(chǎn)加工小作坊質(zhì)量安全的政府監(jiān)管問(wèn)題。 本課題擬分五章進(jìn)行論述,,首先,對(duì)食品生產(chǎn)加工小作坊、質(zhì)量安全、政府監(jiān)管等基本概念和基本理論進(jìn)行分析和闡述,然后,在對(duì)陽(yáng)春市食品生產(chǎn)加工小作坊及其政府監(jiān)管現(xiàn)狀分析的基礎(chǔ)上,借鑒國(guó)內(nèi)外食品生產(chǎn)加工小作坊質(zhì)量安全和食品安全監(jiān)管方面的經(jīng)驗(yàn),提出完善陽(yáng)春市食品生產(chǎn)加工小作坊質(zhì)量安全的政府監(jiān)管的對(duì)策建議。 本課題創(chuàng)新點(diǎn):(1)本課題以發(fā)達(dá)地區(qū)中的欠發(fā)達(dá)區(qū)域——廣東省山區(qū)縣級(jí)市陽(yáng)春市為研究對(duì)象,對(duì)其食品生產(chǎn)加工小作坊質(zhì)量安全的政府監(jiān)管的對(duì)策進(jìn)行研究探討,這是一種新的嘗試。(2)結(jié)合本人的質(zhì)量監(jiān)督工作實(shí)踐,嘗試得出更具可行性和有效性的對(duì)策建議。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee put forward the policy of reform and opening up, China's economic system has changed from a planned economy to a socialist market economy. The economy is developing rapidly and all kinds of economic components are showing enthusiastically. Among them, the small workshop of food production and processing has developed vigorously because of its small scale, flexible management and close to the living needs of the people. However, with the sustained and rapid development of economy, the process of industrialization has been accelerated, the living standard of people has been improved, and the requirements for food quality and safety have become higher and higher. In recent years, the government has attached great importance to food safety and issued policies and regulations to strengthen food supervision. Food production and processing workshop because of its general existence of "small, messy, dirty, poor" problem, has become a hidden danger of food safety. At the same time, because small workshops for food production and processing involve a wide range of areas, have a wide range of product categories and are widely distributed, and some have certain historical, cultural and regional characteristics, to a certain extent, they meet the needs of society. As a result, it has been the difficulty and bottleneck of food safety supervision. Yangchun food processing workshop and its quality and safety supervision also meet with the corresponding problems, and Yangchun City, as a less developed area in western Guangdong, has its own characteristics. Yangchun City food production and processing units (including food production and processing small workshops) has reached 316, including 92 enterprises to obtain food production permits, food production and processing of 224 small workshops. The number of small workshops accounted for 70.89% of the total number of food production and processing units. Taking Yangchun as a case study has practical significance. The research of this subject adopts the methods of literature collection, investigation, general analysis and concrete analysis, comparative analysis and so on. It thoroughly analyzes the quality and safety of small food production and processing workshops in Yangchun City. This subject is divided into five chapters. Firstly, the basic concepts and theories of food production and processing workshop, quality and safety, government supervision and so on are analyzed and expounded. Based on the analysis of the current situation of food production and processing workshop and its government supervision in Yangchun City, the experience of quality safety and food safety supervision of small food production and processing workshop at home and abroad is used for reference. The countermeasures and suggestions of improving the quality and safety of food production and processing workshop in Yangchun City are put forward. The innovation of this subject is as follows: (1) this paper takes Yangchun City, a county-level city in mountainous area of Guangdong Province, as the research object, and probes into the countermeasures of government supervision on the quality and safety of its food production and processing workshop. This is a new attempt. (2) combined with my practice of quality supervision, I try to draw more feasible and effective countermeasures and suggestions.
