【摘要】：東北老工業(yè)基地的歷史由來已久，作為新中國工業(yè)的搖籃，為建成獨立、完整的工業(yè)體系和國民經濟體系，為國家的現代化建設作出了歷史性的重大貢獻。1990年以來，隨著實行了幾十年的計劃經濟向市場經濟轉變的要求，體制性和結構性矛盾日趨顯現，企業(yè)設備和技術老化，競爭力下降，就業(yè)矛盾突出，經濟發(fā)展步伐相對仍較緩慢，與沿海發(fā)達地區(qū)的差距在擴大：改革開放初期，遼寧省GDP是廣東省的2倍，而2010年廣東省GDP是遼寧省的2倍；1980年黑龍江省的GDP與東部6省市的平均值相當，現在為其二分之一，人均GDP僅是上海的四分之一。如何解決這些問題成為了國家、地區(qū)政府和社會各界所關注的焦點。 本文研究的目的是從產業(yè)集群的角度分析振興東北老工業(yè)基地的方法和措施。首先對產業(yè)集群理論進行了探討，包括產業(yè)集群的定義、分類、特點及其優(yōu)勢，明確了發(fā)展集群經濟對提高區(qū)域產業(yè)競爭力的重要意義。然后對東北老工業(yè)基地的產業(yè)集群發(fā)展歷史和現狀進行分析，分為從外部角度分析和內部角度總結出產業(yè)集群發(fā)展的特征。之后通過上一章的闡述，總結出產業(yè)集群發(fā)展的可行性、必要性和存在的潛在產業(yè)集群。接下來分別通過理論分析和實證分析，，闡明東北老工業(yè)基地實施產業(yè)集群的優(yōu)勢、劣勢、機會和威脅，又用數據分析來論證以上優(yōu)勢，包括區(qū)位商分析、工業(yè)區(qū)域配置系數分析、比較勞動生產率分析、地區(qū)產業(yè)梯度系數分析和行業(yè)集中度分析，進一步強化本文的觀點。在以上分析的基礎上，提出東北老工業(yè)基地產業(yè)集群發(fā)展路徑，最后提出了建設東北老工業(yè)基地產業(yè)集群的對策建議和在發(fā)展過程中需要注意的問題。 筆者認為雖然東北老工業(yè)基地出現了經濟體制轉變的不適應性，工業(yè)產值、整體競爭力和影響力不斷被新興工業(yè)基地超過，區(qū)內國有企業(yè)的市場被其他工業(yè)區(qū)引進的外資企業(yè)搶占，但發(fā)展了幾十年的東北老工業(yè)基地所積累下的基礎不是新興工業(yè)基地能夠在短時間內迅速擁有的，文化環(huán)境、人才和技術是東北老工業(yè)基地所擁有的不可比擬的財富，東北地區(qū)政府可以通過產業(yè)集群策略，選定一些具有比較優(yōu)勢的主導產業(yè)，重建企業(yè)之間的聯系，深化國有企業(yè)改革，發(fā)揮地方政府的推動作用，培育出具有區(qū)域競爭優(yōu)勢的產業(yè)群，從而最終實現黨中央、國務院提出的“振興東北老工業(yè)基地”的戰(zhàn)略構想。
[Abstract]:The northeast old industrial base has a long history. As the cradle of New China's industry, it has made a historic and significant contribution to the establishment of an independent and complete industrial system and the national economic system, as well as to the modernization of the country. With the requirements of the transition from a planned economy to a market economy that have been implemented for several decades, the institutional and structural contradictions are becoming increasingly apparent, the enterprise equipment and technology are aging, the competitiveness is declining, the contradiction of employment is prominent, and the pace of economic development is still relatively slow. The gap with the developed coastal regions is widening: in the early years of reform and opening up, GDP in Liaoning Province was twice that of Guangdong Province, while in 2010 the GDP in Guangdong Province was twice that in Liaoning Province. In 1980, the average GDP in Heilongjiang Province was about the same as in the six eastern provinces and cities. Per capita GDP is only 1/4 of Shanghai's. How to solve these problems has become the focus of national, regional governments and social circles. The purpose of this paper is to analyze the methods and measures of revitalizing the old industrial base in Northeast China from the point of view of industrial cluster. Firstly, the paper discusses the theory of industrial cluster, including the definition, classification, characteristics and advantages of industrial cluster, and clarifies the significance of developing cluster economy to improve the regional industrial competitiveness. Then it analyzes the history and present situation of the industrial cluster development of the old industrial base in Northeast China, and summarizes the characteristics of the industrial cluster development from the external and internal angles. After that, the paper summarizes the feasibility, necessity and potential of industrial cluster development. Then, through theoretical analysis and empirical analysis, this paper clarifies the advantages, disadvantages, opportunities and threats of implementing industrial clusters in old industrial bases in Northeast China, and uses data analysis to demonstrate the above advantages, including location quotient analysis. The industrial allocation coefficient analysis, the comparative labor productivity analysis, the regional industrial gradient coefficient analysis and the industry concentration analysis further strengthen the viewpoint of this paper. On the basis of the above analysis, this paper puts forward the development path of the industrial cluster of the northeast old industrial base, and finally puts forward the countermeasures and suggestions for the construction of the industrial cluster of the northeast old industrial base and the problems needing attention in the process of development. The author believes that although the old industrial base in Northeast China has been inadaptable to the transformation of the economic system, the industrial output value, overall competitiveness and influence have been constantly exceeded by the emerging industrial bases. The market of state-owned enterprises in the region has been preempted by foreign-funded enterprises imported from other industrial zones, but the foundation accumulated by the old industrial base in Northeast China, which has been developed for decades, is not something that the new industrial base can quickly possess in a short period of time, and a cultural environment. Talent and technology are the unparalleled wealth of the old industrial base in Northeast China. The northeast government can select some leading industries with comparative advantages through the strategy of industrial cluster, rebuild the relationship between enterprises, and deepen the reform of state-owned enterprises. Give play to the role of the local government, cultivate the regional competitive advantage of the industrial clusters, so as to finally achieve the Party Central Committee, the State Council put forward the "revitalization of the old industrial base in Northeast China" strategic concept.
