【摘要】：壓縮天然氣(CNG)目前是一種發(fā)展比較成熟的新型替代能源,國內關于天然氣的應用技術已經發(fā)展的十分廣泛,而且國家也大力支持車輛使用天然氣作為新型汽車燃料。隨著社會經濟的快速發(fā)展,車輛的使用越來越多,而石油價格的上升,使得很多企業(yè)都考慮轉換氣罐來減低車輛費用,可是加氣站的缺乏,使得加氣車輛每次都需要排很長的隊伍才能加到氣,不僅浪費了時間還影響了交通。正是在這樣的背景下,山東奧德燃氣鄭旺CNG加氣站提出建設新的加氣站。可是加氣站在建設過程中,存在很多的風險,如何控制管理加氣站建設過程中的安全風險,實現(xiàn)城市社會公共安全顯得越來越重要。本文以山東奧德燃氣鄭旺CNG加氣站為背景,結合風險管理理論知識,對鄭旺CNG加氣站在建設過程中的各種風險的識別、評估和控制進行了詳細的分析和研究。首先根據(jù)項目風險管理運行的原理,對山東奧德燃氣鄭旺CNG加氣站項目進行了具體的分析；其次通過風險識別揭示風險的來源,構建了奧德燃氣鄭旺CNG加氣站項目的風險評價指標模型,運用層次分析法確定各風險評價指標的權值,并對風險程度進行了排序；再次通過模糊綜合評判法確定項目的風險等級,得出奧德燃氣加氣站項目風險的綜合值為中度,可以通過加強風險監(jiān)控,減輕風險發(fā)生的概率。最后,提出了項目建設過程中的風險控制措施,從而提高項目建設的安全保障性。
[Abstract]:Compressed natural gas (CNG) is a new type of alternative energy with mature development. The application technology of natural gas has been developed widely in China, and the country also strongly supports vehicles to use natural gas as a new type of vehicle fuel. With the rapid development of social economy, more and more vehicles are used, and the increase of oil price makes many enterprises consider switching gas tanks to reduce the cost of vehicles, but the shortage of filling stations. It takes a long line each time to add air, which not only wastes time but also affects traffic. It is in this context that Shandong Ode Gas Zheng Wang CNG Gas Station proposed the construction of a new filling station. However, there are a lot of risks in the process of gas station construction. How to control the safety risk in the process of gas station construction and realize the public safety of urban society is becoming more and more important. In this paper, based on the background of Shandong Ode Gas Zheng Wang CNG filling Station and the theoretical knowledge of risk management, the identification, evaluation and control of various risks in the construction process of Zheng Wang CNG filling Station are analyzed and studied in detail. First of all, according to the principle of project risk management, the project of Shandong Ode Gas Zheng Wang CNG filling Station is analyzed concretely, and the source of risk is revealed through risk identification. The risk evaluation index model of CNG gas filling station project is constructed, and the weight of each risk evaluation index is determined by analytic hierarchy process (AHP), and the degree of risk is ranked. Thirdly, the risk grade of the project is determined by the fuzzy comprehensive evaluation method, and the comprehensive value of the project risk of the Oder gas filling station is found to be moderate. The probability of risk occurrence can be reduced by strengthening the risk monitoring. Finally, the risk control measures in the process of project construction are put forward to improve the safety and security of the project construction.
