成都市節(jié)能建筑市場體系分析研究

【摘要】:1973年能源危機(jī)爆發(fā)之際,西方發(fā)達(dá)國家率先將目光投向建筑節(jié)能。四十多年來,各國相繼開辟節(jié)能建筑市場,在新建建筑節(jié)能設(shè)計與施工、既有建筑節(jié)能改造、建筑節(jié)能法律法規(guī)和政策體系等方面做了大量工作,其在取得良好經(jīng)濟(jì)效益和社會效益的同時,為節(jié)約能源、改善環(huán)境做出了積極貢獻(xiàn)。由于多方面的原因,我國節(jié)能建筑市場機(jī)制尚不健全,國內(nèi)節(jié)能建筑市場的整體發(fā)展同西方發(fā)達(dá)國家相比仍存較大差距。 在我國西部大開發(fā)進(jìn)程中,四川省成都市曾在許多領(lǐng)域?yàn)閲一蛐袠I(yè)起到模范帶頭作用。成都市特殊的地理位置、氣候條件和民眾需求,與本地建筑節(jié)能意識、節(jié)能建筑市場發(fā)育狀況有著密切的關(guān)聯(lián)。為全面了解成都市節(jié)能建筑市場體系現(xiàn)狀,本文運(yùn)用項(xiàng)目管理成熟度模型和《孫子兵法》理論應(yīng)用作為研究思路和研究工具,采用調(diào)查問卷和實(shí)證研究相結(jié)合的方式有序展開。 本文從分析成都市節(jié)能建筑市場體系的組成要素、專業(yè)分工、市場機(jī)制等情況入手,將技術(shù)、資金、產(chǎn)品、服務(wù)四個子市場作為支撐本地節(jié)能建筑市場體系運(yùn)行的重要組成;通過探索市場體系內(nèi)部各子市場的結(jié)構(gòu)特征,明確市場內(nèi)各參與主體間權(quán)責(zé)利的關(guān)系,分析子市場和參與主體之間的互動效應(yīng),有效解決參與主體職能劃分、子市場經(jīng)濟(jì)關(guān)系融合等問題,創(chuàng)新性地設(shè)計出成都市節(jié)能建筑市場體系架構(gòu)。 同時,為進(jìn)一步研究掌握成都市節(jié)能建筑市場成熟情況,本文按照以下思路展開研究。首先分析成都市節(jié)能建筑市場體系中所涉及的具體內(nèi)容,運(yùn)用魚骨圖等方法確定成都市節(jié)能建筑市場成熟度評價體系內(nèi)的組成指標(biāo),并采用層次分析法(AHP)得出體系中各指標(biāo)權(quán)重;其次,結(jié)合項(xiàng)目管理成熟度模型的定義和應(yīng)用,建立起成都市節(jié)能建筑市場成熟度評價模型結(jié)構(gòu);再次,通過利用多因素模糊綜合評價法定量分析確定本地市場發(fā)育成熟情況,提高研究的可信度和說服力;最后,基于定性分析和戰(zhàn)略策略的設(shè)計需要,采用《孫子兵法》的相關(guān)理論分析成都市節(jié)能建筑市場的優(yōu)勢與不足,并提出促進(jìn)成都市節(jié)能建筑市場體系進(jìn)一步發(fā)育的對策與建議。 因此,設(shè)計出成都市節(jié)能建筑市場體系架構(gòu),建立起成都市節(jié)能建筑市場成熟度評價模型,將《孫子兵法》的理論應(yīng)用運(yùn)用到節(jié)能建筑市場的分析評價中,是本文的創(chuàng)新之處。
[Abstract]:When the energy crisis broke out in 1973, the western developed countries took the lead in turning their attention to building energy saving. For more than 40 years, various countries have opened up energy efficient building markets one after another. A great deal of work has been done in the field of energy-saving design and construction of new buildings, including building energy conservation transformation, building energy conservation laws, regulations and policy systems, etc. At the same time, it has made positive contribution to saving energy and improving environment. Because of various reasons, the market mechanism of energy-saving building in our country is not perfect, and the overall development of domestic energy-saving building market is still far from that of western developed countries. In the course of the western development of China, Chengdu, Sichuan Province has played a leading role in many fields for the country or industry. Chengdu's special geographical location, climate conditions and people's needs are closely related to the awareness of local building energy conservation and the development of energy-saving building market. In order to understand the present situation of energy efficient building market system in Chengdu, this paper uses the project management maturity model and the theory of Sun Tzu Art of War as the research thinking and research tool, and adopts the method of questionnaire and empirical research to develop orderly. This paper starts with the analysis of the components of the market system of energy-saving construction in Chengdu, specialized division of labor, market mechanism and so on, taking technology, funds, products and services as the important components to support the operation of the local energy-saving building market system. By exploring the structural characteristics of each sub-market within the market system, clarifying the relationship between the rights, responsibilities and interests among the participants in the market, analyzing the interactive effect between the sub-market and the participants, and effectively resolving the division of the main body's functions, Based on the integration of sub-market economy and other problems, the market system structure of energy saving building in Chengdu is designed innovatively. At the same time, in order to further study and grasp the mature situation of energy-saving building market in Chengdu, this paper carries out the research according to the following ideas. First of all, it analyzes the concrete contents involved in the market system of energy-efficient building in Chengdu, and uses the method of fish bone map to determine the composition index of the maturity evaluation system of the energy-saving building market in Chengdu. The weight of each index in the system is obtained by using AHP (Analytic hierarchy process). Secondly, combining with the definition and application of the project management maturity model, the maturity evaluation model structure of Chengdu energy-saving building market is established. Thirdly, In order to improve the reliability and persuasion of the research, the multi-factor fuzzy comprehensive evaluation method is used to quantitatively determine the mature situation of the local market. Finally, based on the qualitative analysis and the design needs of strategic strategies, This paper analyzes the advantages and disadvantages of the energy-saving building market in Chengdu by using the relevant theory of "Sun Tzu's Art of War", and puts forward some countermeasures and suggestions to promote the further development of the energy-saving building market system in Chengdu. Therefore, it is the innovation of this paper to design the market structure of energy-saving building in Chengdu, to establish the maturity evaluation model of energy-saving building market in Chengdu, and to apply the theory of "Sun Tzu Art of War" to the analysis and evaluation of energy-saving building market.
