【摘要】：隨著能源利用與開(kāi)發(fā)技術(shù)的不斷創(chuàng)新和進(jìn)步,太陽(yáng)能、風(fēng)能和核能等新型清潔高效能源即將成為人類(lèi)社會(huì)的主流能源,其中太陽(yáng)能在分布、技術(shù)上的優(yōu)勢(shì)使其前景和市場(chǎng)更加廣闊。以歐美為代表的發(fā)達(dá)國(guó)家都制定了相應(yīng)的新能源戰(zhàn)略計(jì)劃,大力推進(jìn)光伏等新能源的科研應(yīng)用,使得光伏產(chǎn)業(yè)快速發(fā)展。但受到美國(guó)次貸危機(jī)和歐債危機(jī)影響,歐美等國(guó)紛紛減少對(duì)本國(guó)光伏產(chǎn)業(yè)的補(bǔ)貼,世界光伏市場(chǎng)隨之萎縮,美國(guó)已先后有三家光伏企業(yè)宣布破產(chǎn),而反觀(guān)中國(guó),金融危機(jī)后在新興產(chǎn)業(yè)振興規(guī)劃的推動(dòng)下,光伏產(chǎn)業(yè)等新能源產(chǎn)業(yè)出現(xiàn)了爆發(fā)式增長(zhǎng),市場(chǎng)份額逐漸超越歐美,這讓一直以清潔能源技術(shù)作為重振美國(guó)經(jīng)濟(jì)關(guān)鍵的奧巴馬政府受到巨大壓力。2011年10月19日Solarfforld公司聯(lián)合其他6家生產(chǎn)商,對(duì)中國(guó)75家光伏企業(yè)出口的太陽(yáng)能電池(板)提出“雙反”申訴。本文以反傾銷(xiāo)為切入,分析中國(guó)光伏產(chǎn)業(yè)發(fā)展問(wèn)題及出口困境的原因,探討應(yīng)對(duì)策略,并對(duì)中國(guó)光伏產(chǎn)業(yè)今后發(fā)展提出建議。本文首先介紹了我國(guó)光伏產(chǎn)業(yè)的發(fā)展現(xiàn)狀,從光伏產(chǎn)業(yè)生命周期和產(chǎn)業(yè)鏈的各個(gè)環(huán)節(jié)進(jìn)行分析,并找出中國(guó)光伏產(chǎn)業(yè)所顯現(xiàn)出的弊端和不足；其次是分析我國(guó)光伏產(chǎn)品出口困境的原因。最后針對(duì)我國(guó)光伏產(chǎn)業(yè)存在的弊端以及出口困境的原因,從政府、產(chǎn)業(yè)、企業(yè)層面分別提出相應(yīng)的措施,以應(yīng)對(duì)這場(chǎng)中國(guó)光伏企業(yè)的危機(jī),
[Abstract]:With the continuous innovation and progress of energy utilization and development technology, new clean and efficient energy, such as solar, wind and nuclear energy, will soon become the mainstream energy of human society, among which solar energy is distributed. Technical advantages make its prospects and markets wider. The developed countries represented by Europe and the United States have formulated the corresponding new energy strategic plans, vigorously promoted the research and application of photovoltaic and other new energy sources, and made the photovoltaic industry develop rapidly. However, affected by the subprime mortgage crisis in the United States and the European debt crisis, Europe and the United States and other countries have reduced their subsidies to their own photovoltaic industry, and the world photovoltaic market has shrunk. Three photovoltaic enterprises in the United States have successively declared bankruptcy, while in contrast to China, After the financial crisis, driven by the plan for the revitalization of new industries, the photovoltaic industry and other new energy industries have witnessed explosive growth, with market share gradually surpassing that of Europe and the United States. This has put a lot of pressure on the Obama administration, which has been using clean energy technology as the key to reviving the U.S. economy. On October 19, 2011, Solarfforld joined six other manufacturers. China's 75 photovoltaic companies to export solar cells (panels) filed a "double counter" complaint. Based on antidumping, this paper analyzes the problems of the development of China's photovoltaic industry and the reasons for its export predicament, probes into the countermeasures, and puts forward some suggestions for the future development of China's photovoltaic industry. Firstly, this paper introduces the development status of photovoltaic industry in China, analyzes the life cycle of photovoltaic industry and every link of industry chain, and finds out the disadvantages and shortcomings of photovoltaic industry in China. Secondly, it analyzes the reasons of the export dilemma of photovoltaic products in China. Finally, aiming at the disadvantages of China's photovoltaic industry and the reasons for the export predicament, the corresponding measures are put forward from the government, industry and enterprise level to deal with the crisis of the Chinese photovoltaic enterprises.
