【摘要】：山東省正處于“海上山東”戰(zhàn)略建設(shè)的關(guān)鍵時期，海洋生物醫(yī)藥業(yè)作為新興海洋高新技術(shù)產(chǎn)業(yè)，其發(fā)展?fàn)顩r的好壞直接關(guān)系著山東省海洋產(chǎn)業(yè)的優(yōu)化升級和海洋經(jīng)濟(jì)是否得以可持續(xù)發(fā)展。因此，基于山東省海洋生物醫(yī)藥業(yè)自身的特點和發(fā)展趨勢，借鑒國內(nèi)外此類產(chǎn)業(yè)的發(fā)展經(jīng)驗，研究探討構(gòu)建符合山東省實際的海洋生物醫(yī)藥業(yè)可持續(xù)發(fā)展模式對于山東省的海洋戰(zhàn)略布局與海洋經(jīng)濟(jì)的發(fā)展具有重要的現(xiàn)實意義。 本文首先從山東省海洋生物醫(yī)藥業(yè)可持續(xù)發(fā)展理念入手，以可持續(xù)發(fā)展理論、生態(tài)經(jīng)濟(jì)理論、產(chǎn)業(yè)組織理論和協(xié)同創(chuàng)新理論等分析為基礎(chǔ)，，結(jié)合國內(nèi)外海洋生物醫(yī)藥業(yè)發(fā)展的經(jīng)驗教訓(xùn)，認(rèn)為山東省海洋生物醫(yī)藥業(yè)的可持續(xù)發(fā)展應(yīng)該是產(chǎn)業(yè)研發(fā)與制度模式的創(chuàng)新與海洋藥用生物資源保護(hù)并重的發(fā)展，是人與自然和諧理念的體現(xiàn)。隨后，本文通過對山東省海洋生物醫(yī)藥業(yè)進(jìn)行實證分析，歸納總結(jié)出目前山東省海洋生物醫(yī)藥業(yè)存在著諸如海洋生態(tài)資源破壞嚴(yán)重、海洋藥物研究起步晚、科技分散、產(chǎn)業(yè)化水平低、海洋藥物需求能力不足等一系列問題，嚴(yán)重制約著該產(chǎn)業(yè)的進(jìn)一步發(fā)展。在剖析這些問題的基礎(chǔ)上，本文以山東省海洋生物醫(yī)藥業(yè)可持續(xù)發(fā)展理念為核心，探索構(gòu)建山東省海洋生物醫(yī)藥業(yè)可持續(xù)發(fā)展體系，即政產(chǎn)學(xué)研協(xié)同創(chuàng)新體系，其具體實施載體為新型海洋生物產(chǎn)業(yè)園區(qū)發(fā)展模式。最后基于對保障該模式的有效實施的要求，本文從政府層面的宏觀統(tǒng)籌、園區(qū)層面的體制創(chuàng)新、藥用資源層面的生態(tài)保護(hù)三方面提出政策建議。 本文的創(chuàng)新之處主要體現(xiàn)在研究角度的創(chuàng)新，針對目前對于海洋生物醫(yī)藥的研究主要集中于海洋生物醫(yī)藥本身的研發(fā)和現(xiàn)狀分析，本選題立足于現(xiàn)有研究基礎(chǔ)，在山東省建設(shè)藍(lán)色經(jīng)濟(jì)區(qū)、大力發(fā)展海洋新興高技術(shù)產(chǎn)業(yè)的背景條件下，通過實證分析山東省海洋生物醫(yī)藥產(chǎn)業(yè)的發(fā)展?fàn)顩r，以期構(gòu)建符合本省實際情況的可持續(xù)發(fā)展模式。
[Abstract]:Shandong province is in the key period of the strategic construction of "sea Shandong". As a new marine high-tech industry, the marine bio medicine industry is directly related to the optimization and upgrading of the marine industry in Shandong province and the sustainable development of the marine economy. Therefore, the characteristics of the marine bio medicine industry in Shandong province are based on its own characteristics. It is of great practical significance for the marine strategic layout of Shandong and the development of the marine economy to study and discuss the sustainable development model of marine bio pharmaceutical industry in accordance with the actual situation of Shandong province.
Based on the sustainable development theory, the theory of sustainable development, the theory of ecological economy, the theory of industrial organization and the theory of synergistic innovation, this paper, based on the theory of sustainable development, the theory of industrial organization and the theory of synergistic innovation, combines the experiences and lessons of the development of marine biological and pharmaceutical industry both at home and abroad, and thinks that the sustainable development of the marine bio pharmaceutical industry in Shandong province should be produced. The development of industrial R & D and institutional innovation and the protection of marine medicinal biological resources is the embodiment of the concept of harmony between human and nature. After that, this paper makes an empirical analysis of the marine bio medicine industry in Shandong Province, and concludes that there are serious marine ecological resources in the marine bio medicine industry in Shandong province. A series of problems, such as late start, decentralization of science and technology, low level of industrialization and insufficient ability of marine drug demand, have seriously restricted the further development of the industry. Based on the analysis of these problems, this paper focuses on the sustainable development of marine bio pharmaceutical industry in Shandong Province, focusing on the concept of sustainable development of marine bio pharmaceutical industry in Shandong province. The exhibition system, that is, the cooperative innovation system of government, school, research and research, its specific implementation carrier is a new development model of the new marine bio Industrial Park. Finally, based on the requirements for ensuring the effective implementation of this model, this paper puts forward three policy suggestions from the macro overall planning of the government level, the system innovation at the level of the park and the ecological protection at the medical resource level.
The innovation of this article is mainly reflected in the innovation of the research angle. Aiming at the current research on marine biology and medicine, the research is mainly focused on the research and development of the marine biology and medicine itself. This topic is based on the existing research foundation, in the construction of the Blue Economic Zone in Shandong Province, and under the background of developing the new high technology industry of the ocean, Through the empirical analysis of the development of marine biological medicine industry in Shandong Province, we hope to build a sustainable development mode that is in line with the actual situation of our province.
