【摘要】:作為重要的新能源產(chǎn)業(yè),太陽能近年來取得了飛速發(fā)展。安徽省將光伏產(chǎn)業(yè)作為全省重點發(fā)展的戰(zhàn)略性新興產(chǎn)業(yè)之一,近年來取得了明顯的社會和經(jīng)濟效益,但是,2012年以來,受歐美等國“雙反”以及國內(nèi)光伏發(fā)電立項、補貼、并網(wǎng)等政策機制方面的制約,全國光伏產(chǎn)業(yè)發(fā)展緩慢。本文以安徽省屋頂光伏發(fā)電為重點,研究阻礙其發(fā)展的瓶頸,從國際經(jīng)驗、安徽省現(xiàn)狀及其經(jīng)濟層面、管理層面展開分析,提出分布式光伏發(fā)電經(jīng)濟激勵及體制機制的政策建議,主要分為以下四個方面:(1)研究安徽光伏發(fā)電裝機現(xiàn)狀和“十二五”發(fā)展規(guī)劃,分析了安徽光伏發(fā)電的發(fā)電量消納方式及光伏發(fā)電的商業(yè)模式。(2)通過對德國、日本、英國、美國的光伏市場概況、實行的經(jīng)濟激勵政策、稅收減免政策、上網(wǎng)電價政策及相關(guān)政策執(zhí)行情況的研究,結(jié)合對我國目前實行的光伏發(fā)電經(jīng)濟激勵政策現(xiàn)狀和所存在問題的分析,提出了我國光伏發(fā)電經(jīng)濟激勵政策建議。(3)針對安徽住宅和非住宅屋頂光伏發(fā)電,通過對其收益及成本的分析,測算采用度電補貼和投資補貼兩種方式下合理的補貼水平。(4)通過對不同電量消納方式下安徽非住宅屋頂并網(wǎng)光伏發(fā)電和住宅用戶屋頂并網(wǎng)光伏發(fā)電的地方補貼水平測算,比較分析各類光伏發(fā)電補貼的經(jīng)濟與社會效益,政府補貼費用的金額和來源,并提出光伏發(fā)電發(fā)展方向與策略建議。結(jié)合安徽光伏發(fā)電政策價格研究結(jié)果,今后準備對上海光伏發(fā)電經(jīng)濟補貼及政策方向開展研究。
[Abstract]:As an important new energy industry, solar energy has made rapid development in recent years. Anhui Province regards the photovoltaic industry as one of the key strategic emerging industries in the province. In recent years, it has achieved obvious social and economic benefits. However, since 2012, it has been subsidized by the European and American countries and other countries, as well as by the establishment of domestic photovoltaic power generation projects. The national photovoltaic industry develops slowly because of the restriction of policy mechanism such as grid connection. This paper focuses on the roof photovoltaic power generation in Anhui Province, studies the bottleneck that hinders its development, analyzes the international experience, the current situation of Anhui Province and its economic level, and the management level. Put forward the policy suggestion of economic incentive and system mechanism of distributed photovoltaic power generation, mainly divided into the following four aspects: 1) study the current situation of photovoltaic power generation and installation in Anhui Province and the 12th Five-Year Plan. This paper analyzes the electricity consumption mode of photovoltaic generation in Anhui Province and the business model of photovoltaic power generation. Based on the general situation of photovoltaic market in Germany, Japan, Britain and the United States, the economic incentive policy and tax relief policy are implemented. Based on the research on the implementation of Internet price policy and related policies, this paper analyzes the current situation and existing problems of the economic incentive policy of photovoltaic power generation in China. The economic incentive policy suggestion of photovoltaic power generation in China is put forward. Aiming at Anhui residential and non-residential photovoltaic power generation, the income and cost of photovoltaic power generation are analyzed. Calculate the reasonable subsidy level under the two ways of degree electricity subsidy and investment subsidy.) calculate the local subsidy level of non-residential photovoltaic power generation and residential user roof grid-connected photovoltaic power generation under different electricity consumption modes. This paper compares and analyzes the economic and social benefits of various kinds of photovoltaic power generation subsidies, the amount and source of government subsidy expenses, and puts forward the development direction and strategy of photovoltaic power generation. Based on the results of price research on photovoltaic power policy in Anhui Province, this paper intends to study the economic subsidy and policy direction of photovoltaic power generation in Shanghai in the future.
