【摘要】：隨著世界經(jīng)濟(jì)的高速發(fā)展,各國(guó)在能源方面的需求也越來(lái)越大。緬甸國(guó)內(nèi)具有豐富的石油、天然氣、水電和礦產(chǎn)等資源,又占據(jù)重要的戰(zhàn)略地理位置,因此在能源合作方面,緬甸受到包括中國(guó)、美國(guó)、加拿大、印度和東盟等國(guó)家和地區(qū)的廣泛關(guān)注。對(duì)于緬甸而言,受美國(guó)經(jīng)濟(jì)制裁和國(guó)內(nèi)資本、技術(shù)等的限制,與外國(guó)公司開展能源合作開發(fā)是必然選擇；對(duì)中國(guó)而言,經(jīng)濟(jì)規(guī)模的膨脹導(dǎo)致油氣能源消費(fèi)劇增,中國(guó)的油氣能源嚴(yán)重依賴進(jìn)口,與周邊國(guó)家開展能源合作勢(shì)在必行。在此背景下,緬中能源合作項(xiàng)目不斷取得重大進(jìn)展。 目前已經(jīng)建成投產(chǎn)的緬中油氣管道等項(xiàng)目已經(jīng)給兩國(guó)帶來(lái)了收益,但是也遭遇了不少阻力。因?yàn)榫捴心茉春献鞑粌H是兩國(guó)之間的純粹的貿(mào)易合作和投資問(wèn)題,它還涉及到能源安全、經(jīng)濟(jì)發(fā)展、環(huán)境保護(hù)等重大政治和經(jīng)濟(jì)利益。緬中能源合作是緬甸和中國(guó)兩國(guó)之間以及與第三方勢(shì)力博弈的結(jié)果,如果處理不當(dāng)將會(huì)對(duì)未來(lái)的緬中油氣合作帶來(lái)不利影響。具體來(lái)講,緬中能源合作一方面受到緬甸國(guó)內(nèi)的“民地武”等不安全因素的影響,致使進(jìn)行中的項(xiàng)目有被擱置的危險(xiǎn)；另一方面也受到美國(guó)、印度和東盟等外部因素的影響。因此,要想使緬中兩國(guó)從能源合作中獲得的經(jīng)濟(jì)、政治等收益,就需要兩國(guó)政府和公司在合作過(guò)程中考慮上述因素的影響,在緬中能源合作過(guò)程中不但要與當(dāng)?shù)卣愫藐P(guān)系,更要關(guān)注當(dāng)?shù)孛癖姷睦嬖V求,尊重其風(fēng)俗習(xí)慣,以便緬中能源合作項(xiàng)目在當(dāng)?shù)啬軌虻靡皂樌M(jìn)行；緬中兩國(guó)在處理外部因素的影響時(shí),應(yīng)當(dāng)遵守國(guó)際原則,盡量做到公平競(jìng)爭(zhēng),以大局為重。 總之,緬中能源合作對(duì)緬甸與中國(guó)兩國(guó)的政治、經(jīng)濟(jì)和社會(huì)發(fā)展都是有利的。但今后緬中能源合作能夠發(fā)展到何種層次,在一定程度上依賴于緬中兩國(guó)政府正確規(guī)避風(fēng)險(xiǎn)、化不利因素為有利因素,以及共同協(xié)調(diào)、化解合作中存在的問(wèn)題和制約因素。
[Abstract]:With the rapid development of the world economy, the energy demand of various countries is increasing. Myanmar is rich in oil, natural gas, hydropower and mineral resources, and occupies an important strategic geographical position. Therefore, in energy cooperation, Myanmar is under the influence of China, the United States, and Canada. India and ASEAN and other countries and regions of widespread concern. For Myanmar, due to US economic sanctions and restrictions on domestic capital and technology, it is inevitable to develop energy cooperation with foreign companies. For China, the expansion of its economy has led to a sharp increase in oil and gas energy consumption. China's oil and gas energy is heavily dependent on imports, and energy cooperation with neighboring countries is imperative. In this context, Myanmar-China energy cooperation projects continue to make significant progress. Projects such as the Myanmar-China oil and gas pipeline, which have been built and put into production, have brought benefits to the two countries, but have also encountered considerable resistance. Because energy cooperation between Myanmar and China is not only a purely trade and investment issue between the two countries, but also involves major political and economic interests such as energy security, economic development, environmental protection, and so on. The energy cooperation between Myanmar and China is the result of the game between Myanmar and China and with the third party forces. If not handled properly, it will have a negative impact on the future oil and gas cooperation between Myanmar and China. Specifically, on the one hand, the energy cooperation between Myanmar and China is affected by insecurity factors such as "civilian and earth weapons" in Myanmar, which results in the ongoing projects being put on hold; on the other hand, they are also affected by external factors such as the United States, India and ASEAN. Therefore, in order to obtain economic, political and other benefits from energy cooperation between Myanmar and China, it is necessary for the governments and companies of the two countries to take into account the influence of the above-mentioned factors in the process of cooperation. In the process of energy cooperation between Myanmar and China, not only do they have good relations with the local governments, It is even more important to pay attention to the interests of the local people and respect their customs and habits so that the energy cooperation projects between Myanmar and China can be carried out smoothly in the region. In dealing with the influence of external factors, the two countries should abide by international principles. Try to be fair and take the overall situation as important as possible. In short, energy cooperation between Myanmar and China is beneficial to the political, economic and social development of Myanmar and China. However, the level of energy cooperation between Myanmar and China in the future depends to a certain extent on the Myanmar and Chinese governments to correctly avoid risks, turn unfavorable factors into favorable factors, and jointly coordinate to resolve the existing problems and constraints in cooperation.
