【摘要】：中國的南海油氣資源儲量豐厚,享有"第二個波斯灣"的美譽。近年來,中國就南海油氣資源共同開發(fā)問題做出了不懈的努力,并取得了一定的成效。當(dāng)前南海油氣資源共同開發(fā)并沒有實質(zhì)性進(jìn)展,影響共同開發(fā)"區(qū)塊"選擇的障礙包括各國對專屬經(jīng)濟(jì)區(qū)和大陸架界限主張的沖突、爭議海域界定模糊、對"共同開發(fā)"理解各異、區(qū)域外大量國家或企業(yè)卷入等。提出"區(qū)塊"選擇應(yīng)當(dāng)遵循的原則,通過和平談判的方式明確爭議海域,促使石油公司參與"區(qū)塊"選擇,從低敏感領(lǐng)域合作著手,多方式確定"區(qū)塊",以此解決上述障礙。
[Abstract]:China's South China Sea oil and gas reserves rich, enjoy the "second Persian Gulf" reputation. In recent years, China has made unremitting efforts on the joint exploitation of oil and gas resources in the South China Sea. At present, there is no substantial progress in the joint exploitation of oil and gas resources in the South China Sea. The obstacles that affect the selection of "blocks" for joint development include the conflicts between countries over the exclusive economic zone and the limits of the continental shelf, and the ambiguous definition of the disputed sea areas. Different understanding of "joint development", a large number of countries or enterprises outside the region involved, and so on. The paper puts forward the principle of "block" selection, clarifies the disputed sea area by means of peaceful negotiation, urges oil companies to participate in "block" selection, and works out the "block" through cooperation in low sensitive fields, so as to resolve the above obstacles.
