【摘要】：鐵路在國民經(jīng)濟和社會生活中扮演著重要角色,作為一種重要的交通工具,它在國家的重要物資比如糧食、煤炭、化肥、搶險物資的運輸中發(fā)揮著不可替代的作用,在鐵路貨物運輸市場總是一車難求。作為現(xiàn)代一種安全、環(huán)保、經(jīng)濟的交通方式,它也受到社會各界和廣大人民群眾的青睞,每個節(jié)假日各個火車站總是出現(xiàn)排長龍、人擠人的火爆場面。作為重要的基礎(chǔ)設(shè)施,鐵路對國家和地方經(jīng)濟發(fā)展的拉動作用也特別突出,尤其在近年來高速鐵路大規(guī)模建設(shè)后,鐵路的發(fā)展迎來了歷史的新機遇。機車做為鐵路運輸牽引的動力保證,機車基礎(chǔ)維修是保證運用機車良好狀態(tài)的基本手段,由于機車的復(fù)雜性,機車的維修也存在著有極大的風險,一旦機車維修質(zhì)量達不到要求,就會造成列車晚點、停運甚至救援、脫軌等事故的發(fā)生,會造成重大經(jīng)濟損失、嚴重影響鐵路運輸?shù)男抛u。本文在對機車基礎(chǔ)維修的現(xiàn)狀、特點進行分析的基礎(chǔ)上,嘗試將項目風險管理理論應(yīng)用到機車基礎(chǔ)維修管理中,運用專家調(diào)查法、案例分析法對機車基礎(chǔ)維修進行風險識別、評價,從而構(gòu)建一個機車基礎(chǔ)維修風險評價體系,使機車基礎(chǔ)維修風險評價更加全面而且具有條理性和層次性,并制定有針對性的風險預(yù)防措施,以達到避免或降低機車基礎(chǔ)維修風險的影響,減少因機車維修不當造成的損失的目的。
[Abstract]:Railway plays an important role in the national economy and social life. As an important means of transportation, it plays an irreplaceable role in the transportation of important goods such as grain, coal, chemical fertilizer and emergency supplies.It is always hard to find a load in the railway freight market.As a modern transportation mode of safety, environmental protection and economy, it is also favored by all walks of life and the broad masses of the people.As an important infrastructure, railway plays an important role in the development of national and local economy, especially after the large-scale construction of high-speed railway in recent years, the development of railway has ushered in a new historical opportunity.Locomotive as the power guarantee of railway transportation traction, locomotive basic maintenance is the basic means to ensure the good condition of locomotive. Because of the complexity of locomotive, locomotive maintenance also has great risks.Once the quality of locomotive maintenance fails to meet the requirements, it will lead to train delay, suspension or even rescue, derailment and other accidents, which will cause significant economic losses and seriously affect the credibility of railway transportation.Based on the analysis of the present situation and characteristics of locomotive foundation maintenance, this paper tries to apply the project risk management theory to locomotive foundation maintenance management, and applies the method of expert investigation and case analysis to identify the risk of locomotive foundation maintenance.In order to construct a risk evaluation system for locomotive foundation maintenance, the evaluation of locomotive foundation maintenance risk can be more comprehensive, organized and hierarchical, and relevant risk prevention measures should be formulated.In order to avoid or reduce the impact of locomotive foundation maintenance risk and reduce the losses caused by improper locomotive maintenance.
