【摘要】：隨著電力體制改革的不斷深入,市級(jí)供電企業(yè)目前的電網(wǎng)建設(shè)項(xiàng)目管理體系已經(jīng)不能完全適應(yīng)行業(yè)發(fā)展的要求,而且針對(duì)目前競(jìng)爭(zhēng)日益激烈的市場(chǎng),建立起一套符合自身特點(diǎn)的電網(wǎng)建設(shè)管理制度體系、統(tǒng)籌出與之相適應(yīng)的操作章程顯得尤為重要,借此體系章程,在實(shí)際應(yīng)用中可進(jìn)一步加強(qiáng)電力工程項(xiàng)目的管理,提高電力企業(yè)的效益,增強(qiáng)企業(yè)的競(jìng)爭(zhēng)力。本論文對(duì)有關(guān)項(xiàng)目管理模式的理論進(jìn)行了詳細(xì)研究,并基于此研究,對(duì)項(xiàng)目管理的三個(gè)主要理論進(jìn)行了分析,其中包括進(jìn)度管理、成本管理及質(zhì)量管理三個(gè)方面,并在之后對(duì)SY市電網(wǎng)建設(shè)項(xiàng)目具體工程實(shí)例進(jìn)行了相關(guān)分析,有針對(duì)性地對(duì)SY市供電公司電網(wǎng)建設(shè)在進(jìn)度、成本、質(zhì)量三個(gè)方面存在的主要問(wèn)題與缺陷進(jìn)行相關(guān)改進(jìn),主要從人才管理、財(cái)物管理、流程管理及制度管理等方面提出新的管理優(yōu)化方案,并從職能管理部門設(shè)置方面簡(jiǎn)要分析提出實(shí)施管理優(yōu)化方案的保障措施。本文結(jié)合管理優(yōu)化方案的可行性方案,針對(duì)市級(jí)電網(wǎng)建設(shè)項(xiàng)目中存在的一些問(wèn)題提出了新的設(shè)計(jì)的構(gòu)想,展望了預(yù)期效果。未來(lái),隨著我國(guó)電力事業(yè)的不斷發(fā)展和電力體制改革的不斷深入,在我國(guó)有關(guān)電力工程建設(shè)的專業(yè)技術(shù)人才將會(huì)越來(lái)越多,隨著多年大規(guī)模電網(wǎng)工程項(xiàng)目實(shí)踐的積累,市級(jí)電網(wǎng)建設(shè)工程管理將更加科學(xué)、更加規(guī)范。
[Abstract]:With the deepening of electric power system reform, the current power grid construction project management system of municipal power supply enterprises has been unable to fully adapt to the requirements of industry development, and in view of the increasingly fierce competition in the market,It is very important to set up a system of power network construction and management system which accords with its own characteristics, and it is very important to coordinate the operation rules and regulations, which can be used to further strengthen the management of power engineering projects in the practical application.Improve the efficiency of electric power enterprises, enhance the competitiveness of enterprises.Based on this research, three main theories of project management are analyzed, including schedule management, cost management and quality management.After that, the paper analyzes the concrete engineering examples of sy power grid construction project, and improves the main problems and defects of sy power supply company in three aspects: progress, cost and quality.This paper mainly puts forward a new management optimization scheme from the aspects of talent management, property management, process management and system management, and briefly analyzes the guarantee measures for implementing the management optimization scheme from the aspect of the establishment of the functional management department.Based on the feasibility of the management optimization scheme, this paper puts forward a new design concept for some problems existing in the municipal power grid construction project, and looks forward to the expected results.In the future, with the continuous development of the electric power industry and the deepening of the electric power system reform, there will be more and more professional and technical personnel involved in the electric power engineering construction in our country, and with the accumulation of the practice of large-scale power grid engineering projects for many years,Municipal power grid construction project management will be more scientific, more standardized.
