【摘要】：隨著經(jīng)濟全球化迅速發(fā)展和貿(mào)易自由化進程不斷加快,傳統(tǒng)的關(guān)稅壁壘在國際上得到限制,但是新型的技術(shù)性貿(mào)易壁壘(TBT, Technical Barriers To Trade)卻在全球范圍內(nèi)愈演愈烈。由于受到國外各種靈活多變的技術(shù)性貿(mào)易壁壘的限制,我國具有傳統(tǒng)競爭優(yōu)勢的產(chǎn)品在國際市場的邊緣掙扎,這直接導(dǎo)致我國的出口貿(mào)易蒙受了巨大的損失。尤其是我國作為全球第一大照明燈具產(chǎn)品生產(chǎn)國和出口國,照明燈具的出口貿(mào)易近幾年來更是不斷遭遇來自發(fā)達國家和地區(qū)的技術(shù)壁壘,這無疑對我國的照明出口企業(yè)乃至整個照明行業(yè)的持續(xù)健康發(fā)展造成了諸多不利的影響。此外,由于我國目前缺乏應(yīng)對照明燈具出口TBT的預(yù)警機制,照明企業(yè)大多是處于被動狀態(tài),難以實現(xiàn)對技術(shù)壁壘的成功跨越。本文闡述了照明燈具產(chǎn)品TBT體系,并結(jié)合目前我國照明燈具出口的現(xiàn)狀,利用非關(guān)稅壁壘、信號機制等相關(guān)理論,闡明了TBT嚴重阻礙了我國照明燈具產(chǎn)品的出口,并指出TBT對我國照明燈具產(chǎn)品的出口市場范圍及國際競爭力產(chǎn)生了不利影響。提出重點從組織行為、系統(tǒng)組成與運行模式三個方面出發(fā),全面構(gòu)建照明燈具出口TBT預(yù)警機制,并建議啟動建立照明燈具產(chǎn)品信息系統(tǒng),專門針對照明燈具產(chǎn)品的TBT研究系統(tǒng)、境外協(xié)助跟蹤系統(tǒng)以及快速應(yīng)對系統(tǒng),對照明燈具產(chǎn)品TBT進行全方位監(jiān)測進而快速應(yīng)對。通過分析與照明燈具產(chǎn)品出口相關(guān)的預(yù)警指標,建立了專門針對照明燈具產(chǎn)品的TBT預(yù)警指標體系,并對預(yù)警指標作出了評價。本文的研究目的是希望通過對照明燈具產(chǎn)品出口TBT預(yù)警機制的分析來反映我國照明燈具出口的真實情況,進而為我國相關(guān)政府部門展開科學(xué)決策、照明企業(yè)實現(xiàn)穩(wěn)健的發(fā)展提供參考。
[Abstract]:With the rapid development of economic globalization and the accelerated process of trade liberalization, the traditional tariff barriers are restricted internationally, but the new technical barriers to trade (TBT, Technical Barriers to trade) are becoming more and more serious all over the world.Because of the restrictions of various flexible foreign technical barriers to trade, our products with traditional competitive advantage struggle on the edge of the international market, which directly leads to the huge loss of China's export trade.In particular, as the largest producer and exporter of lighting products in the world, China's export trade of lighting lamps has been constantly met with technical barriers from developed countries and regions in recent years.This undoubtedly causes many adverse effects on the sustainable and healthy development of lighting export enterprises and the whole lighting industry in China.In addition, due to the lack of early warning mechanism to deal with the export TBT of lighting lamps in China, lighting enterprises are mostly in a passive state, and it is difficult to achieve the successful leapfrogging of technical barriers.This paper expounds the TBT system of lighting products, and combines the current situation of the export of lighting lamps in our country, using the theories of non-tariff barrier and signal mechanism, expounds that TBT seriously hinders the export of lighting products in our country.It is pointed out that TBT has a negative impact on the export market scope and international competitiveness of China's lighting products.From three aspects of organization behavior, system composition and operation mode, the paper puts forward an overall construction of TBT warning mechanism for the export of lighting lamps, and suggests the establishment of an information system for lighting products, especially for the TBT research system of lighting products.Overseas assistance tracking system and rapid response system, lighting products TBT monitoring and rapid response.Based on the analysis of the early warning indexes related to the export of lighting products, the TBT early warning index system for lighting lamps and lanterns is established, and the early warning index is evaluated.The purpose of this paper is to analyze the TBT warning mechanism for the export of lighting products to reflect the true situation of the export of lighting lamps in China, and then to carry out scientific decision-making for the relevant government departments in China.Lighting enterprises to achieve robust development to provide reference.
