基于非徑向方向距離函數(shù)的我國火電行業(yè)生態(tài)效率研究

【摘要】:電力行業(yè)是我國重要的能源工業(yè),是國民經(jīng)濟的基礎(chǔ)。在我國電源結(jié)構(gòu)中,火力發(fā)電是電力產(chǎn)業(yè)的主要構(gòu)成,無論是裝機容量還是發(fā)電量,火電所占的比例都超過了七成。目前火電行業(yè)正面臨著虧損的危機,經(jīng)營壓力持續(xù)上升,而且火電能源消耗大、浪費嚴重且發(fā)電過程中會對環(huán)境造成污染,這些都與現(xiàn)階段中國建設(shè)“資源節(jié)約型、環(huán)境友好型”社會的要求相悖。由于生態(tài)效率概念綜合地考慮了經(jīng)濟與環(huán)境雙重因素,因此,本文首先基于非徑向方向性距離函數(shù)構(gòu)建了火電行業(yè)生態(tài)效率評價模型,使用我國28個省市2007-2011年的面板數(shù)據(jù),測度了火電行業(yè)的生態(tài)效率狀況,然后在此基礎(chǔ)上考慮區(qū)域技術(shù)差異基于共同前沿模型對火電行業(yè)的區(qū)域生態(tài)效率水平進行評估和比較,實證研究結(jié)果表明: 第一,,我國火電行業(yè)的生態(tài)效率整體水平不高,從不同方向向量計算結(jié)果的平均值可知,生態(tài)效率至少有33.4%的提升潛力,證明在火電發(fā)展歷程中,由于沒有充分利用資源和先進的技術(shù),火電行業(yè)的生態(tài)效率沒有得到明顯的改善。 第二,各區(qū)域火電行業(yè)生態(tài)效率水平的差異比較明顯,經(jīng)濟發(fā)達的地區(qū)往往高于欠發(fā)達的地區(qū),在共同前沿下,四個地區(qū)由高到低是:東部-中部-西部-東北;而在區(qū)域前沿下卻呈現(xiàn)出東北-中部-西部-東部的另一種完全不同的發(fā)展格局。測算結(jié)果表明東部地區(qū)處于全國的最優(yōu)技術(shù)水平上,而東北地區(qū)與全國最優(yōu)水平差距最大,并且有進一步拉大的趨勢。 第三,在三組方向向量中,通過比較發(fā)現(xiàn),在第三組向量下,即維持經(jīng)濟水平不變降低生態(tài)壓力,所得的效率值除了東北地區(qū)外普遍低于前兩組,表明火電行業(yè)的迅速發(fā)展是建立在有損生態(tài)環(huán)境的基礎(chǔ)上。因此整個火電行業(yè)通過降低污染和能耗來提高生態(tài)效率有較大的空間,所以在火電行業(yè)進行環(huán)境規(guī)制是可行的。
[Abstract]:The electric power industry is the important energy industry of our country, is the foundation of the national economy.In the power supply structure of our country, thermal power generation is the main component of electric power industry, whether it is installed capacity or electricity generation, the proportion of thermal power is more than 70%.At present, the thermal power industry is facing a crisis of loss, the operating pressure continues to rise, and thermal power consumption is large, wasteful and will pollute the environment during the power generation process. These are all "resource-conserving" types of construction in China at this stage.The demands of an environmental-friendly society run counter to each other.Because the concept of ecological efficiency synthetically considers the dual factors of economy and environment, firstly, based on the non-radial directional distance function, the evaluation model of ecological efficiency of thermal power industry is constructed, and the panel data of 28 provinces and cities in China from 2007 to 2011 are used.This paper measures the ecological efficiency of thermal power industry, and then evaluates and compares the regional ecological efficiency level of thermal power industry based on the common frontier model considering the regional technical differences. The empirical results show that:First, the overall level of ecological efficiency of thermal power industry in China is not high. From the average of the results of vector calculation in different directions, we can see that ecological efficiency has at least 33.4% potential for improvement, which proves that in the course of thermal power development,Because of insufficient utilization of resources and advanced technology, the ecological efficiency of thermal power industry has not been significantly improved.Secondly, the difference of ecological efficiency level of thermal power industry in different regions is obvious. The economically developed areas are often higher than the underdeveloped areas. Under the common frontier, the four regions are from high to low: eastern-central-west-northeast;However, there is a completely different development pattern between northeast-central-west-east under the regional frontier.The results show that the eastern region is at the national optimal technical level, while the Northeast region has the biggest gap with the national optimal level, and has a trend of further expansion.Third, in the three groups of direction vectors, it is found by comparison that under the third group vector, that is, keeping the economic level unchanged and reducing the ecological pressure, the efficiency value obtained is generally lower than that of the former two groups except in the Northeast region.It shows that the rapid development of thermal power industry is based on damaging the ecological environment.Therefore, the whole thermal power industry by reducing pollution and energy consumption to improve the ecological efficiency has a larger space, so it is feasible to regulate the environment in the thermal power industry.
