【摘要】：建筑市場信用體系建設(shè)中信用評價(jià)的環(huán)節(jié)是當(dāng)前學(xué)術(shù)領(lǐng)域研究的重點(diǎn)。大部分研究的一般思路是針對建筑市場各方主體或注冊執(zhí)業(yè)人員進(jìn)行信用評價(jià)研究，將信用評價(jià)的結(jié)論形成評價(jià)對象的信用檔案，然后在行業(yè)主管部門的引導(dǎo)下促使市場將評價(jià)對象的信用檔案與招投標(biāo)、資質(zhì)監(jiān)管、市場稽查、評優(yōu)評獎(jiǎng)、日常監(jiān)管等相結(jié)合，，對于失信行為進(jìn)行教育、行政、經(jīng)濟(jì)、法律和輿論等綜合懲治，同時(shí)對誠信行為給予切實(shí)鼓勵(lì)，目的是最終形成誠信得益、失信受損的市場環(huán)境。 在對項(xiàng)目監(jiān)理機(jī)構(gòu)的信用行為進(jìn)行深入分析的基礎(chǔ)上，構(gòu)建了一套可以為政府主管部門所用以考評項(xiàng)目監(jiān)理機(jī)構(gòu)在工作過程中信用行為表現(xiàn)的評價(jià)指標(biāo)體系，同時(shí)可以為監(jiān)理工作質(zhì)量的評價(jià)工作提供借鑒。 首先介紹項(xiàng)目監(jiān)理機(jī)構(gòu)信用行為評價(jià)的內(nèi)涵及特點(diǎn)，然后對指標(biāo)的相關(guān)要素進(jìn)行分析，為指標(biāo)的篩選提供理論依據(jù)，繼而通過歸納文獻(xiàn)及專家調(diào)查方法，確定項(xiàng)目監(jiān)理機(jī)構(gòu)信用行為綜合評價(jià)指標(biāo)體系。又通過文獻(xiàn)歸納比選出簡捷、有效、適用的指標(biāo)賦權(quán)方法和評價(jià)方法以及信用評價(jià)等級的綜合評判標(biāo)準(zhǔn)，最終完成項(xiàng)目監(jiān)理機(jī)構(gòu)信用行為綜合評價(jià)模型的構(gòu)建。另外例舉出一個(gè)項(xiàng)目監(jiān)理機(jī)構(gòu)案例，通過運(yùn)用研究中的評價(jià)模型對該項(xiàng)目監(jiān)理機(jī)構(gòu)的信用行為進(jìn)行綜合評價(jià)，以驗(yàn)證模型的實(shí)用性。
[Abstract]:In the construction of credit system of construction market, credit evaluation is the focus of current academic research. The general idea of most studies is to study credit evaluation for all parties or registered practitioners in the construction market. The conclusion of the credit evaluation is formed into the credit file of the evaluation object, and then, under the guidance of the competent department of the industry, the market urges the market to combine the credit file of the evaluation object with bidding, qualification, market inspection, evaluation and evaluation of prizes, daily supervision, and so on. The education, administration, economy, law and public opinion should be punished comprehensively, and at the same time, the honest behavior should be encouraged in order to form the market environment of credit benefit and damage. Based on the deep analysis of the credit behavior of the project supervision organization, a set of evaluation index system which can be used by the government competent department to evaluate the credit behavior performance of the project supervision organization in the process of work is constructed. At the same time, it can provide reference for the quality evaluation of supervision work. This paper first introduces the connotation and characteristics of credit behavior evaluation of project supervision institutions, then analyzes the relevant elements of the indicators, provides theoretical basis for the selection of indicators, and then summarizes the literature and expert investigation methods. To determine the comprehensive evaluation index system of the credit behavior of the project supervision organization, and to select the simple, effective and applicable index weighting method and evaluation method, as well as the comprehensive evaluation standard of the credit evaluation grade through the literature induction ratio. Finally, the comprehensive evaluation model of the credit behavior of the project supervision institution is constructed. A case of the project supervision institution is given, and the credit behavior of the project supervision institution is evaluated comprehensively by using the evaluation model in the research. To verify the practicability of the model.
