【摘要】：隨著世界經(jīng)濟(jì)快速發(fā)展,環(huán)境問題、能源問題日益突出,低碳環(huán)保、節(jié)能已經(jīng)成為一種共識(shí)。與國(guó)外先進(jìn)節(jié)能水平相比,我國(guó)的節(jié)能服務(wù)水平還較低,目前的節(jié)能服務(wù)水平和產(chǎn)業(yè)規(guī)模難以滿足市場(chǎng)需求,體系還不夠完善。我國(guó)政府大力鼓舞節(jié)能減排,國(guó)家發(fā)改委及相關(guān)部門均頒布了促進(jìn)節(jié)能減排工程的相關(guān)政策,國(guó)務(wù)院也提出了4項(xiàng)相關(guān)節(jié)能減排政策。電力節(jié)能正是由此而大力興起,目前產(chǎn)業(yè)節(jié)能水平還處在初級(jí)階段,在投融資支持、法律規(guī)范、政策落實(shí)等方面還存在許多問題亟待解決。合同能源管理是一種能實(shí)現(xiàn)節(jié)能商業(yè)化和市場(chǎng)化的有效方式,能有效解決供電企業(yè)節(jié)能改造中所面臨的缺乏節(jié)能設(shè)備、資金困難等問題。本文對(duì)合同能源管理機(jī)制進(jìn)行了系統(tǒng)的論述,采用層次分析法合同能源管理的融資模式進(jìn)行研究,明確了電力節(jié)能服務(wù)的內(nèi)涵及其相關(guān)理論,分析了供電企業(yè)實(shí)施合同能源管理的必要性和可行性分析,并對(duì)廣東江門供電企業(yè)為例進(jìn)行評(píng)價(jià)。 本文第一章介紹了本研究的選題背景及意義,國(guó)內(nèi)外研究動(dòng)態(tài)。第二章講述了合同能源管理的相關(guān)理論,界定合同能源管理的概念、特點(diǎn)、合同模式,探討了合同能源管理項(xiàng)目的流程及主要步驟,并給出了實(shí)際案例。第三章在分析理論和實(shí)際的基礎(chǔ)上對(duì)供電企業(yè)實(shí)施合同能源管理的融資模式進(jìn)行選擇,使用層次結(jié)構(gòu)模型進(jìn)行一致性檢驗(yàn),并對(duì)保證節(jié)能量結(jié)構(gòu)和共享節(jié)能量結(jié)構(gòu)之間進(jìn)行選擇。第四章則分析了節(jié)能服務(wù)評(píng)價(jià)模型,探討了指標(biāo)體系的選取及其原則,并介紹了層次分析法和模糊綜合評(píng)價(jià)法這兩種評(píng)價(jià)方法。第五章闡述了合同能源管理在供電企業(yè)的實(shí)踐應(yīng)用,對(duì)其進(jìn)行可行性和必要性分析,并以江門供電局為例進(jìn)行合同能源管理模式綜合評(píng)價(jià),及提出了對(duì)未來(lái)供電企業(yè)采用合同能源管理的幾點(diǎn)建議。
[Abstract]:With the rapid development of the world economy, environmental problems and energy problems have become increasingly prominent. Low-carbon environmental protection, energy-saving has become a consensus. Compared with foreign advanced energy-saving level, the level of energy-saving services in China is still low. The current energy saving service level and industrial scale are difficult to meet the market demand, and the system is not perfect. Our government vigorously encourages energy conservation and emission reduction. The National Development and Reform Commission and relevant departments have promulgated relevant policies to promote energy conservation and emission reduction projects. The State Council has also put forward four related policies on energy saving and emission reduction. This is precisely the reason for the vigorous rise of energy conservation in electric power. At present, the level of energy conservation in the industry is still in the primary stage, supporting investment and financing, and regulating laws and regulations. Contract energy management is an effective way to realize the commercialization and marketization of energy saving, and it can effectively solve the lack of energy-saving equipment in the energy-saving transformation of power supply enterprises. This paper systematically discusses the mechanism of contract energy management, studies the financing mode of contract energy management by AHP, and clarifies the connotation and related theory of electric energy saving service. This paper analyzes the necessity and feasibility of implementing contract energy management in power supply enterprises, and evaluates Jiangmen power supply enterprise in Guangdong province. The first chapter introduces the background and significance of this research, the research trends at home and abroad. The second chapter describes the theory of contract energy management, defines the concept of contract energy management, characteristics, contract model, This paper discusses the process and main steps of the contract energy management project, and gives a practical case. Chapter three, on the basis of analyzing the theory and practice, selects the financing mode of implementing the contract energy management in the power supply enterprise. In chapter 4, the evaluation model of energy-saving service is analyzed, and the selection of index system and its principle are discussed. The paper also introduces two evaluation methods, the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method. The fifth chapter expounds the practical application of contract energy management in power supply enterprises, and analyzes its feasibility and necessity. Taking Jiangmen Power supply Bureau as an example, the comprehensive evaluation of contract energy management mode is carried out, and some suggestions on the use of contract energy management for future power supply enterprises are put forward.
