【摘要】：電煤供應(yīng)鏈在保證電力供應(yīng)穩(wěn)定和促進(jìn)國家經(jīng)濟(jì)發(fā)展方面具有十分重要的作用,因此,開展電煤供應(yīng)鏈風(fēng)險(xiǎn)分析與管控研究不僅僅有利于維系其自身的安全運(yùn)營,還是保證電力正常供應(yīng)和我國經(jīng)濟(jì)平穩(wěn)發(fā)展的重要舉措。 本文以電煤供應(yīng)鏈作為研究對象,從風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估和風(fēng)險(xiǎn)防控三個(gè)方面對其進(jìn)行深入探討。首先,在深入研究供應(yīng)鏈風(fēng)險(xiǎn)管理的基礎(chǔ)上,界定了電煤供應(yīng)鏈系統(tǒng)及其存在的主要問題,對電煤供應(yīng)鏈的風(fēng)險(xiǎn)識(shí)別與分析問題進(jìn)行了詳細(xì)闡述,同時(shí),綜合運(yùn)用電煤供應(yīng)鏈風(fēng)險(xiǎn)識(shí)別原則與方法,詳細(xì)分析了電煤供應(yīng)鏈中的風(fēng)險(xiǎn)因素。其次,在電煤供應(yīng)鏈風(fēng)險(xiǎn)識(shí)別的基礎(chǔ)上,構(gòu)建了相應(yīng)的風(fēng)險(xiǎn)評(píng)估指標(biāo)體系,將AHP法、風(fēng)險(xiǎn)矩陣法和Borda序值法有效結(jié)合起來,提出了基于AHP法和風(fēng)險(xiǎn)矩陣法的電煤供應(yīng)鏈風(fēng)險(xiǎn)評(píng)估方法,同時(shí),在風(fēng)險(xiǎn)因素重要性排序的過程中引入Borda序值法,消除了風(fēng)險(xiǎn)結(jié)的不良影響,該方法不僅有效實(shí)現(xiàn)了定性與定量相結(jié)合的電煤供應(yīng)鏈風(fēng)險(xiǎn)評(píng)估,而且簡單易行。再次,結(jié)合電煤供應(yīng)鏈風(fēng)險(xiǎn)識(shí)別與評(píng)估結(jié)果,提出了針對性的電煤供應(yīng)鏈風(fēng)險(xiǎn)管控措施和風(fēng)險(xiǎn)管控體系構(gòu)建建議。最后,將本文提出的模型與方法應(yīng)用于A集團(tuán)電煤供應(yīng)鏈,分析評(píng)估其現(xiàn)存的風(fēng)險(xiǎn)因素及其等級(jí),并提出科學(xué)有效的防范措施。
[Abstract]:Thermal coal supply chain plays an important role in ensuring the stability of power supply and promoting national economic development. Therefore, it is not only beneficial to maintain its own safe operation but also to carry out risk analysis and management research of power coal supply chain. It is also an important measure to ensure the normal supply of electricity and the steady development of our economy. In this paper, the coal supply chain is taken as the research object, which is discussed from three aspects of risk identification, risk assessment and risk prevention and control. First, on the basis of in-depth study of supply chain risk management, This paper defines the power coal supply chain system and its main problems, expounds the risk identification and analysis of the power coal supply chain in detail, at the same time, synthetically applies the principle and method of the power coal supply chain risk identification. The risk factors in power coal supply chain are analyzed in detail. Secondly, based on the risk identification of power coal supply chain, the corresponding risk evaluation index system is constructed. The AHP method, the risk matrix method and the Borda sequence value method are effectively combined together. Based on AHP method and risk matrix method, the paper puts forward the method of risk assessment in coal supply chain. At the same time, the Borda order value method is introduced in the process of ranking the importance of risk factors, which eliminates the adverse effect of risk knot. This method not only effectively realizes the qualitative and quantitative coal supply chain risk assessment, but also is simple and practical. Thirdly, combined with the power coal supply chain risk identification and evaluation results, Finally, the model and method proposed in this paper are applied to the power coal supply chain of A Group, and the existing risk factors and their grades are analyzed and evaluated. And put forward scientific and effective preventive measures.
