【摘要】：在歐美經(jīng)濟(jì)發(fā)展不振,世界經(jīng)濟(jì)萎靡的大環(huán)境下,中國(guó)經(jīng)濟(jì)仍穩(wěn)健發(fā)展。國(guó)家“十二五”規(guī)劃把新材料等高新行業(yè)列為發(fā)展重點(diǎn),各個(gè)領(lǐng)域更加注重安全、環(huán)保、節(jié)能和減排。工業(yè)的高速發(fā)展和金屬等自然資源的稀缺,“以塑代鋼”是發(fā)展的必經(jīng)之路,但塑料等有機(jī)材料阻燃防火性能缺失是一大障礙;而電子電氣的廣泛應(yīng)用,也使阻燃劑及阻燃材料的應(yīng)用被提高到一個(gè)新的高度。在這方面歐美發(fā)達(dá)國(guó)家已經(jīng)走在前列,以塑料為例,歐美的阻燃塑料占所有塑料的40%,而這個(gè)比例在中國(guó)只有不到1%。因此,我國(guó)阻燃材料市場(chǎng)將快速發(fā)展的趨勢(shì)顯而易見。中國(guó)在阻燃防火領(lǐng)域的研究起步較晚,底子薄,基礎(chǔ)弱,研發(fā)能力有限,但發(fā)展比較迅速。企業(yè)和民眾對(duì)于防火安全的意識(shí)還比較薄弱,但總體上處于上升階段。中國(guó)企業(yè)在阻燃防火材料的應(yīng)用和研究領(lǐng)域與歐美發(fā)達(dá)國(guó)家有較大的差距。同時(shí),在阻燃防火領(lǐng)域的標(biāo)準(zhǔn)法規(guī)的制定也比歐美國(guó)家落后。目前,有些產(chǎn)品即使在國(guó)內(nèi)使用,也多數(shù)使用歐美的標(biāo)準(zhǔn)予以評(píng)判。目前在使用歐美標(biāo)準(zhǔn)測(cè)試的市場(chǎng)總量大約為1億元,由于這幾年國(guó)家加大對(duì)基礎(chǔ)建設(shè)(如鐵路交通、公共設(shè)施等)的投資,并且關(guān)注阻燃材料的性能,阻燃測(cè)試的市場(chǎng)以每年大于20%的速度增長(zhǎng)。目前國(guó)內(nèi)能較好執(zhí)行歐美標(biāo)準(zhǔn)測(cè)試的實(shí)驗(yàn)室只有瑞士通標(biāo)公司(SGS),德國(guó)技術(shù)監(jiān)督局(TUV)和天祥檢測(cè)(Intertek)等少數(shù)幾家測(cè)試機(jī)構(gòu),占據(jù)大約40%以上的市場(chǎng)份額。在中國(guó),由于工業(yè)發(fā)展的相對(duì)滯后,除了少數(shù)大型阻燃劑生產(chǎn)企業(yè)和部分高校研究所,對(duì)于阻燃材料研究的機(jī)構(gòu)較少,但大多采用中國(guó)標(biāo)準(zhǔn)。而專業(yè)的檢測(cè)認(rèn)證機(jī)構(gòu)如SGS,TUV和Intertek,很少提供研發(fā)和技術(shù)改善以及調(diào)研咨詢服務(wù)�；诖�,我們希望融資1000萬元,能夠創(chuàng)立一家集咨詢培訓(xùn)、研究開發(fā)、技術(shù)改善和貿(mào)易指引為一體的專業(yè)專門的阻燃材料研究測(cè)試機(jī)構(gòu)——阻燃材料研究測(cè)試中心。主要服務(wù)是為我國(guó)企業(yè)客戶提供阻燃防火檢測(cè),幫助它們了解自己產(chǎn)品的防火性能,同時(shí)規(guī)避貿(mào)易技術(shù)壁壘,順利在目的市場(chǎng)銷售;提供產(chǎn)品研究開發(fā)和工藝改進(jìn),為企業(yè)提供阻燃防火解決方案,幫助它們提高產(chǎn)品阻燃防火性能和產(chǎn)品質(zhì)量;提供培訓(xùn)咨詢和貿(mào)易指引服務(wù),幫助企業(yè)了解世界的防火安全標(biāo)準(zhǔn)規(guī)范,有效審視自己的產(chǎn)品并獲悉國(guó)際行業(yè)的最新動(dòng)態(tài)。我們的目標(biāo)是,整合本地和國(guó)際資源,打造值得信賴的品牌技術(shù)服務(wù)機(jī)構(gòu),引導(dǎo)民眾和企業(yè)提高防火安全意識(shí),真正做到對(duì)防火安全的預(yù)防和保護(hù)。本商業(yè)計(jì)劃書對(duì)擬建立的阻燃材料研發(fā)測(cè)試中心的營(yíng)銷策略與模式、營(yíng)運(yùn)計(jì)劃與盈利模式、成功要點(diǎn)、財(cái)務(wù)計(jì)劃、經(jīng)營(yíng)風(fēng)險(xiǎn)等方面進(jìn)行全面分析,最后得出結(jié)論是,目前在我國(guó)組建一個(gè)專業(yè)的阻燃防火材料研究測(cè)試中心是適合時(shí)機(jī)和可行的。
