【摘要】：隨著市場競爭的日趨激烈,企業(yè)經營活動中的不確定性因素不斷增加,企業(yè)陷入金融風險和財務危機的可能性越來越大,但是財務風險是在企業(yè)追求利潤過程中無法回避和消除的客觀存在,因此積極的評價企業(yè)財務風險、采取適當?shù)拇胧┓婪逗涂刂破髽I(yè)財務風險,是企業(yè)長期穩(wěn)定發(fā)展的基礎。 電力企業(yè)為我國國民經濟的支柱產業(yè),其經濟穩(wěn)定性對整個國家或地區(qū)的經濟發(fā)展與進步有重要的影響。隨著電力體制改革的不斷發(fā)展,電力企業(yè)逐步由壟斷向市場化發(fā)展,其財務風險也在不斷加大,2002年頒布《國務院關于印發(fā)電力體制改革方案的通知》,引入市場競爭機制,打破傳統(tǒng)的壟斷經營模式,使電力企業(yè)逐步走向市場化,并且2005年頒布《電力監(jiān)管條例》、《電力市場監(jiān)管辦法》等市場監(jiān)管方案,這使電力企業(yè)面臨來自市場競爭壓力和科學合理的管制政策帶來的雙重挑戰(zhàn),這無疑給電力企業(yè)帶來許多方面的財務風險。 電力企業(yè)的盈利水平與國家政策息息相關,具有較大的不可控性,電力企業(yè)的效益源頭即為電價政策,2007年頒布的《跨區(qū)域輸電價格審核暫行規(guī)定》、2010年頒布的《電價監(jiān)督檢查暫行規(guī)定》以及2012年頒布的關于調整電網電價的一系列通知,標志著電價改革的開始,隨著政府對電價的限制,將對電力企業(yè)的收益帶來巨大影響,對企業(yè)造成財務風險。 并且人民對節(jié)能環(huán)保愈加關注,為了防治火電廠大氣污染物排放造成的污染,促進技術進步和電力企業(yè)的可持續(xù)發(fā)展,環(huán)境保護部國家質量監(jiān)督檢查檢疫總局于2012年發(fā)布新的《火電廠大氣污染物排放標準》,在火電企業(yè)普遍虧損的情況下,為了達到如此嚴格的節(jié)能減排標準,勢必給企業(yè)增加了額外的負擔,增大陷入財務危機的可能性。 因此,科學合理的評價電力企業(yè)的財務風險,對電力企業(yè)持續(xù)穩(wěn)定發(fā)展具有重要意義。 本文研究主要包括五個部分：第一部分簡要概述了研究背景及意義,對國內外研究成果進行梳理、概述和總結；第二部分對財務風險及評價的相關概念進行界定和明確；第三部分對電力企業(yè)特點進行概括,分析電力企業(yè)財務風險影響因素,識別電力企業(yè)財務風險,著重介紹產業(yè)政策對電力企業(yè)財務風險的影響；第四部分對WN電力進行概述,結合電力企業(yè)的特點、依據(jù)財政部等機構聯(lián)合印發(fā)的《國有資本金績效評價指標體系》為基礎,選擇合適的風險評價指標,結合層次分析法的基本原理構建財務風險評價模型,對WN電力的財務風險進行評價；最后,根據(jù)實證的結果提出本文的主要結論,并提出相應建議及展望。 本文可能的創(chuàng)新點在于：(1)研究內容創(chuàng)新。由于電力企業(yè)的特殊性,其財務風險影響因素除了傳統(tǒng)的內部因素、外部因素,電力企業(yè)受產業(yè)政策的影響較大,如電力體制改革、環(huán)境保護政策、電價政策等,因此,本文在分析財務風險影響因素時,著重分析產業(yè)政策對財務風險的影響；本文在評價指標體系的選擇上,結合電力企業(yè)的特點、依據(jù)財政部等機構聯(lián)合印發(fā)的《國有資本金績效評價指標體系》,選擇合適的財務風險評價指標體系,并且在指標權重確定方面,考慮產業(yè)政策對財務風險所產生的影響。(2)實證方法創(chuàng)新。本文選擇WN電力2010年-2012年的財務報表數(shù)據(jù)進行分析,從公司特點入手,選擇合適的財務風險評價指標體系,運用層次分析法的基本原理構建財務風險評價模型,利用該模型對WN電力的財務風險進行評價。
[Abstract]:With the increasingly fierce market competition, uncertain factors in the business activities of enterprises is increasing, the possibility of enterprises in financial risk and financial crisis is more and more big, but the financial risk is in the pursuit of business and the elimination of the inevitable objectivity of profit, so the evaluation of enterprise financial risk actively, take appropriate measures to prevent and control the financial risks of enterprise, is the basis for long-term stable development of enterprises.
The electric power enterprises as the pillar industry of our national economy, has an important influence on the economic stability and economic development and progress of the whole country or region. With the continuous development of power system reform, electric power enterprises gradually from monopoly to market development, the financial risks are also increasing, in 2002 promulgated the notice issued by the State Council for < > the electric power system reform, the introduction of market competition mechanism, breaking the traditional monopoly model, so that the power enterprises gradually move towards the market, and in 2005 promulgated the "Electricity Regulatory Ordinance > >, < electric power market supervision measures such as market regulation scheme, the power enterprises are facing the dual challenges from market competition and the scientific and reasonable control policy and this will undoubtedly bring many aspects of the financial risk to electric power enterprises.
The profit level of power enterprises is closely linked with the national policy, is not controllable large, efficiency of electric power enterprises is the source of price policy, the interim provisions promulgated 2007 "cross regional transmission price audit", 2010 promulgated the Interim Provisions on the "price supervision and inspection and issued in 2012 on the adjustment of grid electricity price in a series of circular mark to start with the price reform, with government restrictions on electricity, will bring great influence to the electric power enterprise income, caused by the financial risk of the enterprise.
And people pay more attention to energy saving and environmental protection, in order to cause the atmospheric pollutants emission of thermal power plant pollution control, technological progress and promote the sustainable development of electric power enterprises, the environmental protection department of the national quality supervision and inspection and Quarantine Bureau issued a "thermal power plant air pollutant emission standards for new" in 2012, widespread losses in thermal power enterprise, in order to meet the standards such a strict energy-saving emission reduction, enterprises is bound to an additional burden, increase the possibility of financial crisis.
Therefore, the scientific and rational evaluation of the financial risk of the electric power enterprises is of great significance for the continuous and stable development of the power enterprises.
This paper mainly includes five parts: the first part briefly introduces the research background and significance, the research results at home and abroad were reviewed, summarized and concluded the definition and clear; the second part related concepts of financial risk and evaluation; the third part summarizes the characteristics of power enterprises, analysis the influencing factors of financial risk in electricity enterprises, financial risk identification of power enterprises, focuses on the influence of industrial policy on the financial risk of power enterprises; the fourth part is the outline of WN power, combined with the characteristics of electric power enterprises, on the basis of "the evaluation index system of the state-owned capital performance jointly issued the Ministry of Finance and other institutions" as the basis, select the appropriate risk evaluation indicators, combined with the basic construction of financial risk evaluation model the principle of AHP method, the evaluation of WN power of the financial risk; finally, according to the empirical results this paper puts forward the main node On the other hand, some suggestions and prospects are put forward.
The innovation of this paper lies in: (1) the research content innovation. Because of the particularity of electric power enterprises, the financial risk factors in addition to the traditional influence of internal factors, external factors, electric power enterprises are influenced by the industrial policy, such as the electric power system reform, environmental protection policy, price policy, therefore, based on the analysis of financial factors the influence of risk, emphatically analyzes the influence of industrial policy on financial risk; the evaluation index system of choice, combined with the characteristics of electric power enterprises, on the basis of the state-owned capital performance evaluation index system of the Ministry of Finance jointly issued "institutions such as <, select the appropriate financial risk evaluation index system, and to determine the index weight. Considering the influence of industrial policy on financial risk. (2) the empirical data of the financial statements of the method of innovation. This paper chooses WN power in 2010 -2012 years of analysis, starting from the characteristics of the company, Select the appropriate financial risk evaluation index system, use the basic principles of AHP to build a financial risk assessment model, and use this model to evaluate the financial risk of WN power.
