【摘要】：隨著經(jīng)濟(jì)全球化和貿(mào)易自由化的發(fā)展，關(guān)稅、進(jìn)出口配額和許可證等措施由于其顯著的貿(mào)易歧視性不斷弱化，，而技術(shù)貿(mào)易壁壘卻因?yàn)榫哂徐`活性、隱蔽性以及合理性等特點(diǎn)而逐漸成為當(dāng)前國(guó)際貿(mào)易壁壘的主體。歐盟作為我國(guó)第一大貿(mào)易伙伴，利用其技術(shù)優(yōu)勢(shì)和經(jīng)濟(jì)優(yōu)勢(shì)對(duì)我國(guó)輸歐商品設(shè)置技術(shù)性貿(mào)易限制，已經(jīng)成為影響中歐貿(mào)易正常發(fā)展的重要因素。對(duì)于我國(guó)對(duì)歐貿(mào)易主力軍的機(jī)電產(chǎn)品來(lái)說(shuō)，由于歐盟技術(shù)貿(mào)易壁壘的存在，已經(jīng)嚴(yán)重影響了我國(guó)機(jī)電產(chǎn)品對(duì)歐盟的出口競(jìng)爭(zhēng)力，因此針對(duì)我國(guó)機(jī)電產(chǎn)品出口遭遇歐盟技術(shù)貿(mào)易壁壘問(wèn)題進(jìn)行深入研究，具有重大的理論和現(xiàn)實(shí)意義。 本文首先回顧以往國(guó)內(nèi)外學(xué)者關(guān)于技術(shù)貿(mào)易壁壘特別是針對(duì)歐盟技術(shù)貿(mào)易壁壘研究文獻(xiàn)，其次在界定技術(shù)貿(mào)易壁壘的概念并對(duì)其形成原因進(jìn)行博弈分析的基礎(chǔ)上，對(duì)歐盟技術(shù)貿(mào)易壁壘的相關(guān)內(nèi)容進(jìn)行歸納和描述；然后結(jié)合我國(guó)機(jī)電產(chǎn)品出口歐盟的現(xiàn)狀以及我國(guó)機(jī)電產(chǎn)品出口屢遭歐盟技術(shù)貿(mào)易壁壘的具體情況及趨勢(shì)，詳細(xì)分析了歐盟技術(shù)貿(mào)易壁壘對(duì)我國(guó)機(jī)電產(chǎn)品出口產(chǎn)生的影響，即在短期內(nèi)可能對(duì)我國(guó)機(jī)電產(chǎn)品出口產(chǎn)生負(fù)面影響，在長(zhǎng)期內(nèi)可能產(chǎn)生正面影響；在此基礎(chǔ)上，建立貿(mào)易引力模型，對(duì)歐盟技術(shù)貿(mào)易壁壘對(duì)我國(guó)機(jī)電產(chǎn)品出口產(chǎn)生的影響進(jìn)行了實(shí)證檢驗(yàn)，得出結(jié)果，現(xiàn)階段歐盟技術(shù)貿(mào)易壁壘將對(duì)我國(guó)包括車輛、航空器、船舶及有關(guān)運(yùn)輸設(shè)備等在內(nèi)的第十七類機(jī)電產(chǎn)品出口產(chǎn)生負(fù)面影響，給我國(guó)第十七類機(jī)電產(chǎn)品的出口造成了損失，在一定程度上阻礙了我國(guó)第十七類機(jī)電產(chǎn)品出口貿(mào)易的發(fā)展；最后通過(guò)分析我國(guó)機(jī)電產(chǎn)品屢遭歐盟技術(shù)貿(mào)易壁壘的原因，進(jìn)一步結(jié)合我國(guó)實(shí)際情況，從政府、行業(yè)和企業(yè)的角度，提出了我國(guó)機(jī)電產(chǎn)品出口應(yīng)對(duì)歐盟技術(shù)貿(mào)易壁壘的策略。
[Abstract]:With the development of economic globalization and trade liberalization, tariff, import and export quotas and licenses and other measures because of its significant discriminatory trade continues to weaken, and technical barriers to trade, but because of the flexibility, concealment and rationality and other characteristics have gradually become the main body of the current international trade barriers. The EU is China's largest trading partner to set up technical trade restrictions, China's imports from the technical and economic advantages, has become an important factor affecting the normal development of Sino EU trade for trade to Europe. The main force of China's mechanical and electrical products, since the EU technical barriers to trade, has a serious impact on China's mechanical and electrical products export to EU therefore, to conduct a thorough study on the competitiveness of China's export of electromechanical products by EU technical barriers to trade, it is of great theoretical and practical significance.
This paper first reviews the previous domestic and foreign scholars on technical barriers to trade, especially for the study of EU technical trade barriers, in the definition of technical barriers to trade and its cause of formation based on the game analysis, the content related to the EU technical barriers to trade are summarized and described; then combined with the specific circumstances of the status and trends of China's mechanical and electrical products exported to the EU and China's export of electromechanical products from the EU technical barriers to trade, the impact of the EU technical trade barriers on China's export of electromechanical products is analyzed in detail, which may have a negative impact on China's export of electromechanical products in the short term, in the long term may have a positive impact; on this basis, the establishment of trade the gravity model, influence of EU technical trade barriers on China's export of electromechanical products in the empirical test, the result is. Stage of EU technical barriers to trade to China including vehicles, aircraft, ships have a negative impact and related transportation equipment such as the seventeenth class of the export of electromechanical products, resulting in a loss to the seventeenth types of China's export of electromechanical products, to some extent hindered the development of China's seventeenth types of Mechanical and electrical products export trade; the reason analysis of China's mechanical and electrical products from the EU technical barriers to trade, further combined with the actual situation of our country from the government, industry and enterprise perspective, put forward our country's export of electromechanical products in the EU technical barriers to trade strategy.
