【摘要】：農(nóng)村供電所是電力企業(yè)生產(chǎn)經(jīng)營(yíng)服務(wù)活動(dòng)的基層單位,直接承擔(dān)著農(nóng)網(wǎng)建設(shè)改造、運(yùn)行維護(hù)、用電服務(wù)等職責(zé),撐起了供電企業(yè)的半過(guò)天,是安全生產(chǎn)和優(yōu)質(zhì)服務(wù)的最前沿。隨著經(jīng)濟(jì)的發(fā)展,農(nóng)電體制改革進(jìn)一步的深化,需要電力企業(yè)大力加強(qiáng)供電所標(biāo)準(zhǔn)化管理,理順標(biāo)準(zhǔn)化流程,強(qiáng)化對(duì)員工績(jī)效管理,才能更好提升供電所管理水平和供電服務(wù)品質(zhì),從而更好地服務(wù)黨和國(guó)家工作大局、服務(wù)電力客戶(hù)、服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展。本文以標(biāo)準(zhǔn)化理論、組織機(jī)構(gòu)理論、流程管理理論、精益管理理論和績(jī)效管理理論為基礎(chǔ),以L(fǎng)Y電業(yè)局農(nóng)村供電所為調(diào)查研究對(duì)象,深入分析了供電所組織機(jī)構(gòu)、人力資源、業(yè)務(wù)管理和員工績(jī)效管理現(xiàn)狀,深刻剖析了供電所管理存在的問(wèn)題,對(duì)LY電業(yè)局農(nóng)村供電所的管理系統(tǒng)進(jìn)行設(shè)計(jì)和改進(jìn),提出通過(guò)梳理供電所工作職責(zé)和日常業(yè)務(wù)量,建立一個(gè)標(biāo)準(zhǔn)化的組織結(jié)構(gòu)模型；通過(guò)統(tǒng)一規(guī)范配置供電所和辦公場(chǎng)所設(shè)置,規(guī)范各供電所名稱(chēng),建立標(biāo)準(zhǔn)化VI視覺(jué)識(shí)別系統(tǒng)；通過(guò)工作分析、整合優(yōu)化作業(yè)流程,建立一個(gè)規(guī)范高效的業(yè)務(wù)管理模式；通過(guò)強(qiáng)化安全管控,加強(qiáng)對(duì)人員配置、薪酬、培訓(xùn)和績(jī)效管理,建立一個(gè)有效的安全管理體系和人力資源評(píng)價(jià)體系；從而實(shí)現(xiàn)對(duì)供電所的人、財(cái)、物合理組織、有效利用,形成一個(gè)標(biāo)準(zhǔn)化管理系統(tǒng)。本文通過(guò)LY電業(yè)局農(nóng)村供電所標(biāo)準(zhǔn)化管理系統(tǒng)的研究,不僅為L(zhǎng)Y電業(yè)局進(jìn)一步消除農(nóng)村供電所管理薄弱環(huán)節(jié),夯實(shí)管理基礎(chǔ)提供了借鑒,并將為該企業(yè)乃至其他電網(wǎng)企業(yè)有效建立農(nóng)村供電所標(biāo)準(zhǔn)化管理系統(tǒng),全面提升供電所管理水平提供有益的指導(dǎo)和幫助。
[Abstract]:The rural power supply station is the grass-roots unit of the production, management and service activities of the electric power enterprises. It directly undertakes the duties of rural power network construction and transformation, operation and maintenance, and electricity service, thus supporting the power supply enterprises half way through the day. With the development of economy and the deepening of the reform of agricultural power system, it is necessary for electric power enterprises to strengthen the standardized management of power supply stations, straighten out the standardization process, and strengthen the performance management of employees. In order to improve the management level and power supply service quality of power supply station, and serve the overall situation of party and state work, serve electric power customers, and serve economic and social development, this paper uses standardization theory, organization theory, flow management theory, etc. Based on the lean management theory and the performance management theory, taking the rural power supply station of LY electric power bureau as the research object, the paper deeply analyzes the current situation of the organization, human resources, business management and employee performance management of the power supply station. This paper deeply analyzes the problems existing in the management of the power supply station, designs and improves the management system of the rural power supply station in LY electric power bureau, and puts forward a standardized organizational structure model by combing the responsibilities and daily business volume of the power supply station. Through the unified and standardized allocation of power supply stations and office premises, the establishment of standardized VI visual identification system, the establishment of standardized VI visual identification system, through job analysis, integration and optimization of work flow, establish a standardized and efficient business management model. By strengthening safety control, strengthening staffing, compensation, training and performance management, establishing an effective safety management system and human resource evaluation system, so as to realize the rational organization and effective utilization of the people, money and property of the power supply station, Through the research of the standardized management system of LY electric power bureau rural power supply station, this paper not only provides a reference for LY electric power bureau to eliminate the weak link of rural power supply station management, but also to consolidate the management foundation. It will provide useful guidance and help for the enterprise and other power grid enterprises to effectively establish the standardized management system of rural power supply stations and improve the management level of power supply stations in an all-round way.
