【摘要】：“十二五”期間,中國石油管道建設(shè)全面提速,全國范圍的跨區(qū)域的天然氣管網(wǎng)逐漸形成,中國石油開始逐步推行天然氣管網(wǎng)區(qū)域化管理格局。對于多氣源、多通道的管網(wǎng),其氣源流向和通道交錯(cuò)的復(fù)雜性使之與單條管線運(yùn)行的工況差別很大。特別是在區(qū)域化管理的體制下,為基于單管核算的財(cái)務(wù)體制帶來諸多難題,使現(xiàn)行的財(cái)務(wù)管理模式逐漸不能適應(yīng)區(qū)域化運(yùn)營管理的需要。開展該項(xiàng)研究,旨在對較好的解決管網(wǎng)區(qū)域化管輸價(jià)格制定、地區(qū)公司之間財(cái)務(wù)預(yù)算分割和結(jié)算方式、協(xié)調(diào)稅收分配機(jī)制等問題提供依據(jù),有效指導(dǎo)財(cái)務(wù)管理實(shí)踐,使之適應(yīng)區(qū)域化管理的需要,提升管道系統(tǒng)的財(cái)務(wù)管理水平。進(jìn)入21世紀(jì),面臨中國天然氣產(chǎn)業(yè)快速發(fā)展的新格局,現(xiàn)行的國家控制下供應(yīng)推動型順價(jià)機(jī)制的天然氣價(jià)格體制不能夠有效運(yùn)行。其中供氣主體多元化和供應(yīng)系統(tǒng)的網(wǎng)絡(luò)化是其最為重要的影響因素。相關(guān)專家指出,天然氣發(fā)展必須盡早走出天然氣價(jià)格的困局,天然氣價(jià)格體制所需的絕不是簡單的完善,而是要進(jìn)行根本性的改革天然氣產(chǎn)業(yè)新格局呼喚新的天然氣價(jià)格體制。其中,具有50%比重的管輸費(fèi)用將是形成天然氣價(jià)差的重要因子,也是協(xié)調(diào)全國市場一體化的重要舉措。因此,對于天然氣管道網(wǎng)絡(luò)化條件下的定價(jià)機(jī)制研究,必須充分認(rèn)識和結(jié)合天然氣價(jià)格體系的困境與未來的發(fā)展方向,才能適應(yīng)整個(gè)天然氣產(chǎn)業(yè)發(fā)展形勢的需要。天然氣管道網(wǎng)絡(luò)定價(jià)相比成品油管道復(fù)雜得多,面臨著更多的“公平與效率”的雙向兩難問題,在借鑒了國外經(jīng)驗(yàn)和思想上,備選方案依舊需要結(jié)合實(shí)際,通過的大量適用性評價(jià)及實(shí)際數(shù)據(jù)去驗(yàn)證,才能具有說服力。要真正解決區(qū)域化管理格局、供銷一體化、多氣源聯(lián)網(wǎng)供氣條件下我國現(xiàn)有天然氣價(jià)格機(jī)制中面臨的諸多問題,還需要持續(xù)深入的研究工作,同時(shí)借助天然氣價(jià)格改革和國家發(fā)改委積極推進(jìn)價(jià)格標(biāo)準(zhǔn)化的契機(jī),使該項(xiàng)研究工作落到實(shí)處。
[Abstract]:During the "12th Five-Year Plan" period, the construction of Chinese oil pipelines was speeded up in an all-round way, and a nationwide cross-regional natural gas pipeline network was gradually formed. PetroChina began to gradually implement the regional management pattern of the natural gas pipeline network. For multi-gas sources and multi-channel pipelines, The complexity of the flow direction of gas source and the staggered channel makes it very different from the operating condition of single pipeline, especially in the system of regionalization management, it brings many difficulties for the financial system based on single pipe accounting. The current financial management mode is gradually unable to meet the needs of regionalized operation and management. The purpose of this study is to solve the problem of regional pipeline transportation price formulation, financial budget division and settlement among regional companies. Coordination of tax distribution mechanism and other issues to provide basis, effectively guide the practice of financial management, make it adapt to the needs of regionalization management, improve the level of financial management of pipeline system. Facing a new pattern of rapid development of China's natural gas industry, The current natural gas price system under the control of the state can not operate effectively, among which the diversification of gas suppliers and the networking of supply systems are the most important factors. The development of natural gas must get out of the dilemma of natural gas price as soon as possible. What is needed for the natural gas price system is not simply to perfect it, but to carry out a fundamental reform of the new pattern of natural gas industry and call for a new natural gas price system. The pipeline transportation fee with a proportion of 50% will be an important factor to form the price difference of natural gas, and also an important measure to coordinate the integration of the national market. Therefore, the pricing mechanism under the condition of the network of natural gas pipeline is studied. It is necessary to fully understand and combine the dilemma of the natural gas price system and the future development direction in order to meet the needs of the development situation of the whole natural gas industry. The network pricing of natural gas pipelines is much more complicated than that of refined oil pipelines. Facing more bidirectional dilemma of "fairness and efficiency", the alternative scheme still needs to be verified by a large amount of applicability evaluation and actual data in light of foreign experience and ideas. In order to truly solve the problems in the regional management pattern, the integration of supply and marketing, and the multi-source network gas supply system, the existing natural gas price mechanism in China still needs to be studied in depth and continuously. At the same time, with the help of the opportunity of natural gas price reform and the National Development and Reform Commission to actively promote the price standardization, the research work can be carried out.
