【摘要】：我國建筑節(jié)能工作的開展，從最初的主要在北方地區(qū)開展建筑節(jié)能，到建筑節(jié)能工作在全國范圍逐步展開，再到目前進入建筑節(jié)能全面啟動階段。當前，我國建筑節(jié)能管理制度尚存在一些問題，諸如建筑節(jié)能通過市場機制推動較慢、新建建筑節(jié)能設計的執(zhí)行率仍然偏低、既有建筑的節(jié)能改造覆蓋面較窄、節(jié)能技術和材料產(chǎn)品不能滿足市場需求，，建筑節(jié)能的經(jīng)濟激勵政策沒有建立，建筑節(jié)能服務市場還處于萌芽狀態(tài)，以及可再生能源在建筑中的利用率較低等。 建筑節(jié)能管理工作實際上是一個綜合項目管理的問題，基于上述認識，本文側重以系統(tǒng)管理的視角看建筑節(jié)能，對建筑節(jié)能的重要意義、我國建筑節(jié)能工作的現(xiàn)狀、存在的問題及原因進行了分析，提出了對我國建筑節(jié)能工作的開展的合理化的建議，主要包括：健全建筑節(jié)能管理體制，完善建筑節(jié)能法律法規(guī)及建筑節(jié)能標準，制定配套的經(jīng)濟激勵政策，培育我國建筑節(jié)能服務市場，并要因地制宜制定我國建筑節(jié)能政策，力圖探索一條適合我國國情的建筑節(jié)能之路。
[Abstract]:The development of building energy saving work in our country, from the initial development of building energy conservation in the northern region, to the gradual development of building energy conservation work in the whole country, and then to the stage of building energy conservation comprehensive start-up. At present, There are still some problems in the management system of building energy conservation in our country, such as the slow promotion of building energy efficiency through the market mechanism, the low implementation rate of new building energy-saving design, and the narrow coverage of energy-saving reconstruction of existing buildings. Energy saving technology and material products can not meet the market demand, the economic incentive policy for building energy conservation has not been established, the building energy saving service market is still in its infancy, and the utilization rate of renewable energy in buildings is low. The management of building energy conservation is actually a problem of comprehensive project management. Based on the above understanding, this paper focuses on the importance of building energy conservation from the perspective of system management, and the present situation of building energy conservation work in China. This paper analyzes the existing problems and causes, and puts forward some reasonable suggestions for the development of building energy conservation in China, including: perfecting the management system of building energy conservation, perfecting the laws and regulations of building energy conservation and building energy conservation standards. It is necessary to formulate the supporting economic incentive policy, cultivate the building energy saving service market of our country, and formulate the building energy saving policy according to the local conditions, and try hard to explore a way of building energy saving suitable for our country's national conditions.
