【摘要】：隨著企業(yè)風(fēng)險管理重要性的日益凸顯,全球眾多知名公司、跨國企業(yè)空前重視全面風(fēng)險管理工作,各國政府、監(jiān)管機構(gòu)也對企業(yè)的風(fēng)險控制能力與防范體系提出了更高的要求。在這樣的大背景下,企業(yè)為了實現(xiàn)穩(wěn)定、快速、健康的發(fā)展,實施全面風(fēng)險管理就變得越來越迫切。再者,隨著我國企業(yè)管理進一步的發(fā)展完善和全面風(fēng)險管理在企業(yè)的廣泛使用,全面風(fēng)險管理將成為企業(yè)管理過程的骨干力量。國家電網(wǎng)公司在維護、加強國家能源安全及發(fā)展國民經(jīng)濟中所突顯著重要的地位,與此同時,國家電網(wǎng)公司一直高度重視全面風(fēng)險管理工作。因此,論文從風(fēng)險、風(fēng)險管理、及全面風(fēng)險管理的基本理論入手,結(jié)合我國企業(yè)全面風(fēng)險管理體系的構(gòu)建,以COSO-ERM框架和風(fēng)險管理指引為基礎(chǔ),論述了全面風(fēng)險管理的目標設(shè)定、組織體系、風(fēng)險管理信息系統(tǒng)、企業(yè)的風(fēng)險管理文化及全而風(fēng)險管理的基本流程以及有效性的檢測。寧夏電力公司作為國家電網(wǎng)公司全資子公司,為寧夏經(jīng)濟社會的發(fā)展提供了電力供應(yīng)和服務(wù),論文以寧夏電力公司為載體,通過對寧夏電力公司的分析,結(jié)合寧夏電力公司主要的風(fēng)險現(xiàn)狀、公司企業(yè)全面風(fēng)險管理存在的問題及實際情況進行全面風(fēng)險管理體系的構(gòu)建,對寧夏電力公司進行了全面風(fēng)險管理的實例研究。論文通過COSO-ERM框架及相關(guān)理論,為寧夏電力公司設(shè)立了適合該企業(yè)的目標設(shè)定、組織體系、風(fēng)險管理信息系統(tǒng)、企業(yè)的風(fēng)險管理文化及全面風(fēng)險管理的基本流程,其中,在全面風(fēng)險管理的基本流程中,對風(fēng)險管理初始信息的采集、風(fēng)險評估、風(fēng)險應(yīng)對及監(jiān)督做了詳細的描述。在此基礎(chǔ)上,通過對寧夏電力公司全面風(fēng)險管理的實施,提出了相應(yīng)的改進建議。同時,通過實施全面風(fēng)險管理,對寧夏電力公司在全面風(fēng)險管理應(yīng)用過程中存在的問題,采取了相應(yīng)的策略和措施,以此來提高風(fēng)險管控能力,保持企業(yè)健康持續(xù)地發(fā)展。最后,論文對全面風(fēng)險管理理論在寧夏電力公司全面風(fēng)險管理的實施所取得的成就進行了總結(jié),并對電力企業(yè)未來的進一步全面風(fēng)險管理進行展望。
[Abstract]:With the increasing importance of enterprise risk management, many well-known companies in the world, multinational enterprises attach unprecedented importance to comprehensive risk management, governments, Regulators also put forward higher requirements for the risk control ability and prevention system of enterprises. In such a background, in order to achieve stable, rapid and healthy development, the implementation of comprehensive risk management becomes more and more urgent. With the further development and improvement of enterprise management in our country and the extensive use of comprehensive risk management in enterprises, comprehensive risk management will become the backbone of the enterprise management process. Strengthening the national energy security and developing the national economy highlights the important position, at the same time, the State Grid Company has always attached great importance to the overall risk management. Starting with the basic theory of comprehensive risk management, combined with the construction of comprehensive risk management system in China, based on the framework of COSO-ERM and the guidance of risk management, this paper discusses the goal setting, organization system and risk management information system of comprehensive risk management. As a wholly-owned subsidiary of State Grid Company, Ningxia Electric Power Company provides power supply and service for the economic and social development of Ningxia. This paper takes Ningxia Electric Power Company as the carrier, through the analysis of Ningxia Electric Power Company, combined with the main risk situation of Ningxia Electric Power Company, the existing problems and actual situation of the overall risk management of the company to construct the overall risk management system. Through the framework of COSO-ERM and related theories, the paper sets up the target setting, organization system and risk management information system for Ningxia Electric Power Company. The culture of risk management and the basic process of overall risk management, in which, in the basic process of overall risk management, the collection of initial information of risk management, risk assessment, The risk response and supervision are described in detail. On this basis, through the implementation of overall risk management in Ningxia Electric Power Company, the corresponding improvement suggestions are put forward. At the same time, through the implementation of comprehensive risk management, In order to improve the ability of risk control and maintain the healthy and sustainable development of the enterprise, the paper adopts the corresponding strategies and measures to solve the problems existing in the application of comprehensive risk management in Ningxia Electric Power Company. This paper summarizes the achievements of the implementation of the comprehensive risk management theory in Ningxia Electric Power Company, and looks forward to the future comprehensive risk management of the electric power enterprises.
