【摘要】：我國(guó)服務(wù)外包理論研究是通過(guò)研究降低企業(yè)成本、提高企業(yè)核心競(jìng)爭(zhēng)力、保證企業(yè)健康發(fā)展的角度，對(duì)影響企業(yè)發(fā)展、外包服務(wù)質(zhì)量的因素進(jìn)行分析，一方面強(qiáng)調(diào)非核心業(yè)務(wù)進(jìn)行外包，另一方面強(qiáng)調(diào)對(duì)服務(wù)外包的質(zhì)量及效果進(jìn)行評(píng)估，從而保證整個(gè)外包管理的有效性，達(dá)到提高競(jìng)爭(zhēng)力的目的。大慶油田礦區(qū)服務(wù)事業(yè)部作為油田后勤部、大本營(yíng)，為油田礦區(qū)居民提供高質(zhì)量的服務(wù)是事業(yè)部發(fā)展的根本所在，隨著用工矛盾日益突出，新增工作量的逐年增加，事業(yè)部工作任務(wù)外包勢(shì)必逐漸興起，但仍然存在準(zhǔn)入衡量標(biāo)準(zhǔn)缺失，服務(wù)質(zhì)量監(jiān)督不到位，，外包單位管理存在監(jiān)管盲區(qū)。本文通過(guò)對(duì)大慶油田礦區(qū)服務(wù)事業(yè)部工作任務(wù)外包管理體系進(jìn)行設(shè)計(jì)，可以為大慶油田礦區(qū)服務(wù)事業(yè)部業(yè)務(wù)工作任務(wù)外包的健康發(fā)展具有指導(dǎo)意義。 本文首先對(duì)事業(yè)部的基本情況、工作任務(wù)外包開(kāi)展情況進(jìn)行了敘述，從中找出在實(shí)施工作任務(wù)外包過(guò)程中存在的主要問(wèn)題，通過(guò)分析，得出了外包單位管理水平較低，工作任務(wù)外包管理體制不暢，沒(méi)有統(tǒng)一規(guī)范的外包任務(wù)管理體制等原因。結(jié)合事業(yè)部開(kāi)展工作任務(wù)外包的實(shí)際，介紹了構(gòu)建事業(yè)部工作任務(wù)外包管理體系的目標(biāo)和內(nèi)容，通過(guò)外包工作任務(wù)的確定、招標(biāo)選定外包單位、服務(wù)標(biāo)準(zhǔn)的制訂及考核評(píng)價(jià)體系的建立，初步構(gòu)建了事業(yè)部工作任務(wù)外包管理體系，以規(guī)范工作任務(wù)外包管理，提高工作任務(wù)外包管理水平。通過(guò)優(yōu)化人力資源配置、加強(qiáng)企業(yè)文化建設(shè)、加強(qiáng)過(guò)程監(jiān)管等工作，為保障工作任務(wù)管理體系的有效實(shí)施奠定基礎(chǔ)，同時(shí)，通過(guò)加強(qiáng)審計(jì)監(jiān)察、加強(qiáng)監(jiān)管機(jī)構(gòu)建設(shè)、加強(qiáng)外包單位的風(fēng)險(xiǎn)識(shí)別、對(duì)管理體系進(jìn)行效果評(píng)價(jià)等方面保證事業(yè)部工作任務(wù)外包體系有效運(yùn)行。
[Abstract]:The theoretical study of service outsourcing in China is to analyze the factors that affect the development of enterprises and the quality of outsourcing services from the perspective of reducing the cost of enterprises, improving the core competitiveness of enterprises and ensuring the healthy development of enterprises. Emphasizing, on the one hand, outsourcing non-core business and, on the other hand, assessing the quality and effectiveness of service outsourcing, thereby ensuring the effectiveness of the overall outsourcing management, The Daqing Oilfield Mining area Service Division, as the oil field logistics department and base camp, provides high-quality service to the residents of the oilfield mining area is the root of the development of the division, and with the increasingly prominent contradiction of employment, With the increase of the new workload year by year, the outsourcing of the work tasks of the Division is bound to rise gradually, but there is still a lack of access measurement standards, and the supervision of service quality is not in place. There are supervision blind areas in the management of outsourced units. This paper designs the outsourcing management system of the service department of Daqing Oilfield mining area. It has guiding significance for the healthy development of the outsourcing of the business tasks of Daqing Oilfield Mining area Service Division. This paper first describes the basic situation of the business department and the development of the work task outsourcing, and finds out the main problems in the process of implementing the work task outsourcing. Through the analysis, it concludes that the management level of the outsourcing unit is relatively low. The management system of work task outsourcing is not smooth, and there is no unified and standardized outsourcing task management system. The purpose and content of constructing the work task outsourcing management system are introduced. Through the determination of outsourcing work tasks, the selection of outsourcing units by bidding, the establishment of service standards and the establishment of evaluation system, the outsourcing management system of work tasks of the Division is preliminarily constructed in order to standardize the outsourcing management of work tasks. To improve the management level of task outsourcing. By optimizing the allocation of human resources, strengthening the construction of corporate culture, strengthening the process supervision and so on, laying the foundation for ensuring the effective implementation of the work task management system, at the same time, by strengthening the audit supervision, Strengthen the construction of supervision organization, strengthen the risk identification of outsourcing units, and evaluate the effect of management system to ensure the effective operation of the outsourcing system.
