福建省進(jìn)口食品檢驗(yàn)檢疫風(fēng)險(xiǎn)管理研究

【摘要】:保障食品安全是維持社會(huì)和諧穩(wěn)定的基本要求之一,隨著當(dāng)前國內(nèi)民眾對(duì)食品安全問題的日益重視和進(jìn)出口貿(mào)易的高速發(fā)展,傳統(tǒng)進(jìn)口食品安全監(jiān)管模式出現(xiàn)了各種弊端,越來越難以適應(yīng)嚴(yán)格把關(guān)和快速放行的雙重要求,因此進(jìn)口食品安全的潛在風(fēng)險(xiǎn)也在逐漸加大。如何對(duì)進(jìn)口食品安全風(fēng)險(xiǎn)進(jìn)行更準(zhǔn)確的預(yù)判,更高效地進(jìn)行檢驗(yàn)檢疫把關(guān),是值得關(guān)注并亟待研究的問題。 風(fēng)險(xiǎn)管理作為金融領(lǐng)域的傳統(tǒng)管理工具,近年來為政府部門所重視,通過在公共事務(wù)中引入風(fēng)險(xiǎn)管理,可以對(duì)潛在的危害進(jìn)行確認(rèn)、評(píng)估和應(yīng)對(duì),從而避免損失,提高公共服務(wù)質(zhì)量。福建檢驗(yàn)檢疫局對(duì)風(fēng)險(xiǎn)管理理論進(jìn)行了一定程度的探索和應(yīng)用,理論轉(zhuǎn)化和實(shí)踐都走在質(zhì)檢部門前列,但仍存在針對(duì)性不強(qiáng)、標(biāo)準(zhǔn)化程度不足等問題。 基于以上背景,本文嘗試將進(jìn)口食品檢驗(yàn)檢疫實(shí)務(wù)與風(fēng)險(xiǎn)管理標(biāo)準(zhǔn)化體系相結(jié)合,建立完整、規(guī)范、具有可操作性的檢驗(yàn)檢疫風(fēng)險(xiǎn)管理過程,對(duì)進(jìn)口食品各階段發(fā)生危害的可能性加以應(yīng)對(duì)。 本文主要分為四個(gè)部分:首先在收集整理國內(nèi)外關(guān)于風(fēng)險(xiǎn)管理理論的相關(guān)資料的基礎(chǔ)上,對(duì)檢驗(yàn)檢疫風(fēng)險(xiǎn)及檢驗(yàn)檢疫風(fēng)險(xiǎn)管理等概念進(jìn)行梳理和界定。其次,從進(jìn)口食品檢驗(yàn)檢疫業(yè)務(wù)概況出發(fā),提出引入風(fēng)險(xiǎn)管理的必要性,并對(duì)福建省進(jìn)口食品檢驗(yàn)檢疫部門應(yīng)用風(fēng)險(xiǎn)管理的情況開展調(diào)查,歸納和分析現(xiàn)階段風(fēng)險(xiǎn)管理存在的問題。然后以福建省進(jìn)口水產(chǎn)品為例,通過頭腦風(fēng)暴法、風(fēng)險(xiǎn)矩陣法,按風(fēng)險(xiǎn)管理標(biāo)準(zhǔn)化體系建構(gòu)福建省進(jìn)口食品檢驗(yàn)檢疫風(fēng)險(xiǎn)管理過程。最后,根據(jù)之前的分析結(jié)果,對(duì)如何保障福建省進(jìn)口食品檢驗(yàn)檢疫風(fēng)險(xiǎn)管理的實(shí)施進(jìn)行設(shè)想。
[Abstract]:To ensure food safety is one of the basic requirements for maintaining social harmony and stability. With the increasing attention to food safety problems and the rapid development of import and export trade, the traditional mode of supervision and control of imported food safety has appeared various drawbacks. It is becoming more and more difficult to adapt to the dual requirements of strict control and rapid release, so the potential risks of import food safety are gradually increasing. How to make a more accurate prediction of the risks of import food safety, and how to conduct inspection and quarantine checks more efficiently, It is a problem that deserves attention and needs to be studied. Risk management, as a traditional management tool in the field of finance, has been emphasized by government departments in recent years. By introducing risk management into public affairs, potential hazards can be identified, assessed and dealt with, thus avoiding losses. Fujian Inspection and Quarantine Bureau has explored and applied the theory of risk management to a certain extent. The theory transformation and practice are in the forefront of the quality inspection department, but there are still some problems such as weak pertinence and insufficient standardization. Based on the above background, this paper attempts to combine the practice of import food inspection and quarantine with the risk management standardization system to establish a complete, standardized and operable process of inspection and quarantine risk management. The possibility of harming the imported food at all stages shall be dealt with. This paper is divided into four parts: firstly, on the basis of collecting and collating the relevant information about risk management theory at home and abroad, the author sorts out and defines the concepts of inspection and quarantine risk and inspection and quarantine risk management. Starting from the general situation of import food inspection and quarantine business, this paper puts forward the necessity of introducing risk management, and carries out an investigation on the application of risk management in Fujian import food inspection and quarantine department. The problems existing in risk management at present stage are summarized and analyzed. Then, taking imported aquatic products in Fujian Province as an example, through brainstorming method, risk matrix method, According to the risk management standardization system, this paper constructs the risk management process of import food inspection and quarantine in Fujian Province. Finally, according to the previous analysis results, how to guarantee the implementation of Fujian import food inspection and quarantine risk management is envisaged.
