【摘要】：改革開放以來，我國經(jīng)濟(jì)得到了快速發(fā)展，人民生活也得到了大幅度的提高，但是經(jīng)濟(jì)的發(fā)展與民生問題出現(xiàn)沖突。人民的生活水平有了很大的提高，但是醫(yī)患關(guān)系緊張，使得國民幸福指數(shù)降低，引起此現(xiàn)象的原因主要是中國藥品費(fèi)用持續(xù)上漲、藥價(jià)虛高、藥品市場秩序混亂等。醫(yī)藥行業(yè)的健康發(fā)展與國民生活密切相關(guān)，醫(yī)藥價(jià)格是否合理不僅關(guān)系到居民的身體健康與根本利益，而且影響到社會的和諧與穩(wěn)定，是一項(xiàng)事關(guān)國計(jì)民生的大事。針對這些問題，政府也曾先后出臺了一系列藥品價(jià)格規(guī)制政策來規(guī)范藥品市場。從建國初期的全面藥品價(jià)格規(guī)制到改革開放初期的放松藥品價(jià)格規(guī)制再到近年來逐步加強(qiáng)的藥品價(jià)格規(guī)制措施，可以說藥品價(jià)格規(guī)制經(jīng)歷了由緊到松，再由松到緊的歷程，但都沒有改善藥品價(jià)格虛高與藥價(jià)混亂的問題。本文試圖從藥品價(jià)格規(guī)制理論與中國藥品價(jià)格規(guī)制實(shí)踐兩方面，通過定量和定性分析，找出我國藥品價(jià)格規(guī)制中存在的問題，即藥品價(jià)格規(guī)制失靈的根本原因，，從而對完善我國藥品價(jià)格的規(guī)制提出合理的對策，為改善我國醫(yī)藥行業(yè)做出貢獻(xiàn)。 本文共分為六章，第一章主要介紹問題的研究背景、意義、研究技術(shù)路線和可能的創(chuàng)新之處，并收集、梳理了國內(nèi)外的相關(guān)文獻(xiàn)；第二部分主要介紹了有關(guān)價(jià)格規(guī)制的一些理論基礎(chǔ)，并探究了藥品市場的特殊性和對其進(jìn)行規(guī)制的必要性；第三部分闡述了我國藥品價(jià)格規(guī)制的發(fā)展歷程和國外幾種主要的價(jià)格規(guī)制模式，并對其進(jìn)行簡要評析；第四部分從定量和定性兩方面對我國藥品價(jià)格規(guī)制的政策效果進(jìn)行評析；第五部分探究我國藥品價(jià)格規(guī)制政策失靈的主要原因；第六部分，基于我國藥品規(guī)制的現(xiàn)狀與國外經(jīng)驗(yàn)的借鑒，提出完善我國藥品價(jià)格規(guī)制的對策建議。
[Abstract]:Since the reform and opening up, China's economy has developed rapidly, and the people's living standards have been greatly improved, but the economic development has come into conflict with people's livelihood problems. The people's living standards have been greatly improved, but the doctor-patient relationship is tense. The main causes of this phenomenon are the continuous rise in drug costs in China, the false high drug prices, the disorder in the pharmaceutical market, and so on. The healthy development of the pharmaceutical industry is closely related to the life of the people. Whether the price of medicine is reasonable or not is not only related to the health and fundamental interests of the residents, but also to the harmony and stability of the society. It is a matter of great concern to the national economy and the people's livelihood. In view of these problems, The government has also issued a series of drug price regulation policies successively to regulate the drug market. From the comprehensive drug price regulation in the early years of the founding of the people's Republic of China to the relaxation of the drug price regulation in the early stage of reform and opening up, to the drug price regulation measures that have been gradually strengthened in recent years. It can be said that drug price regulation has experienced the course from tight to loose, then from loose to tight, but none of them has improved the problem of false high drug price and chaotic drug price. This paper attempts to study the theory of drug price regulation and the practice of Chinese drug price regulation. Through quantitative and qualitative analysis, this paper finds out the problems existing in the regulation of drug price in China, that is, the root cause of the failure of drug price regulation, and puts forward reasonable countermeasures to perfect the regulation of drug price in China. To improve the pharmaceutical industry in China to make contributions. This paper is divided into six chapters. The first chapter mainly introduces the research background, significance, research technical route and possible innovations, and collects and combs the relevant literature at home and abroad. The second part mainly introduces some theoretical basis of price regulation, and probes into the particularity of drug market and the necessity of regulating it. The third part expounds the development course of drug price regulation in China and several main foreign price regulation modes, and makes a brief evaluation on it. Part 4th evaluates the policy effect of drug price regulation in China from quantitative and qualitative aspects. Part 5th explores the main reasons for the failure of the policy of drug price regulation in China, and part 6th, based on the current situation of drug regulation in China and the experience of foreign countries, puts forward some countermeasures and suggestions to perfect the regulation of drug price in China.
