【摘要】：隨著我國經(jīng)濟發(fā)展方式的轉(zhuǎn)換,從原有的高污染發(fā)展方式轉(zhuǎn)變?yōu)榈吞辑h(huán)保的發(fā)展方式,對天然氣等清潔能源需求越來越大,對天然氣利用也日益重視,然而,天然氣資源具有稀缺性,因此,要實現(xiàn)天然氣資源的優(yōu)化配置,需要系統(tǒng)深入研究天然氣資源優(yōu)化配置的理論與方法,再結(jié)合川渝地區(qū)實際情況,找到川渝地區(qū)天然氣資源優(yōu)化配置方式。本文采用定性與定量研究結(jié)合的方法,結(jié)合管制理論,價格理論、資源配置理論,提出了天然氣資源配置的原則與目標。分析了川渝地區(qū)天然氣資源配置方式現(xiàn)狀,認為川渝地區(qū)天然氣資源配置已經(jīng)取得了一定的成效,但是資源配置方式以計劃配置為主,存在價格扭曲,供求缺口不斷增加,資源配置效率低下等問題。在對資源配置現(xiàn)狀分析基礎(chǔ)上,分析了影響天然氣資源配置的六大影響因素。并根據(jù)對川渝地區(qū)天然氣產(chǎn)業(yè)鏈發(fā)展的長期展望及價格改革的趨勢,分析了對天然氣資源配置的影響,提出了天然氣資源優(yōu)化配置方案。經(jīng)過上述研究,論文取得了兩項研究成果:第一、本文從勘探開發(fā),天然氣價格,天然氣利用政策等六方面系統(tǒng)的分析了川渝地區(qū)資源配置效率的影響因素,其中,價格為核心影響因素;第二、可從總量均衡、產(chǎn)業(yè)鏈協(xié)調(diào)發(fā)展、用戶結(jié)構(gòu)優(yōu)化三個層面提出了川渝地區(qū)天然氣資源優(yōu)化配置方案。
[Abstract]:With the transformation of economic development mode in our country, from the original high-pollution development mode to the low-carbon environmental protection development mode, the demand for clean energy such as natural gas is increasing, and the use of natural gas is also paid more and more attention to, however, Natural gas resources are scarce. Therefore, in order to realize the optimal allocation of natural gas resources, it is necessary to systematically and deeply study the theory and method of the optimal allocation of natural gas resources, and combine with the actual situation in Sichuan and Chongqing regions. To find out the optimal allocation of natural gas resources in Sichuan and Chongqing areas, this paper adopts the method of combining qualitative and quantitative research, combined with regulation theory, price theory, resource allocation theory, This paper puts forward the principles and objectives of natural gas resource allocation, analyzes the present situation of natural gas resource allocation in Sichuan and Chongqing areas, and thinks that the natural gas resource allocation in Sichuan and Chongqing areas has achieved certain results, but the main way of resource allocation is to plan allocation. There are some problems such as price distortion, increasing gap between supply and demand, low efficiency of resource allocation and so on. This paper analyzes the six influential factors affecting the allocation of natural gas resources. According to the long-term prospect of the development of natural gas industry chain in Sichuan and Chongqing and the trend of price reform, the influence on the allocation of natural gas resources is analyzed. Through the above research, the thesis has obtained two research results: first, this paper from the exploration and development, natural gas price, This paper systematically analyzes the influencing factors of resource allocation efficiency in Sichuan and Chongqing areas from six aspects, such as natural gas utilization policy, among which price is the core factor. Secondly, it can be developed from the balance of total amount and coordinated development of industrial chain. The optimal allocation scheme of natural gas resources in Sichuan and Chongqing areas is put forward in three aspects of user structure optimization.
