【摘要】：通過與世界各大汽車企業(yè)集團(tuán)三十多年的合資、合作,我國汽車產(chǎn)業(yè)得到了長足發(fā)展,產(chǎn)銷量近年來一直呈快速上漲趨勢,可以說,外資車企來華投資為我國汽車產(chǎn)業(yè)的發(fā)展起到了巨大的推動作用,其中,外商直接投資(FDI)的技術(shù)外溢尤為重要。但是,與世界上各大汽車企業(yè)集團(tuán)相比,我國汽車產(chǎn)業(yè)的差距是全方位的,主要表現(xiàn)在技術(shù)、創(chuàng)新能力、管理經(jīng)驗(yàn)、人才等方面。2013年,“兩會”的召開也給了我國汽車產(chǎn)業(yè)一些啟示：面臨居民消費(fèi)結(jié)構(gòu)的升級,我們既要認(rèn)識到我國汽車產(chǎn)業(yè)的不足,又要想辦法加速我國汽車產(chǎn)業(yè)的發(fā)展。就汽車產(chǎn)業(yè)引進(jìn)外資而言,“以市場換技術(shù)”的動機(jī)和策略已經(jīng)歷了30年實(shí)踐和檢驗(yàn),外資企業(yè)到底經(jīng)由示范、競爭、產(chǎn)業(yè)關(guān)聯(lián)和人員流動等渠道給我國汽車產(chǎn)業(yè)帶來了什么?或者說,其技術(shù)溢出效應(yīng)究竟對中國汽車產(chǎn)業(yè)的發(fā)展起到多大的作用?對這些問題的進(jìn)一步研究,仍有著重要的理論和現(xiàn)實(shí)意義。本文基于文獻(xiàn)綜述梳理出基本研究思路：首先,從全球及我國汽車產(chǎn)業(yè)發(fā)展?fàn)顩r的全景式描述入手,分析了其發(fā)展的顯著特征,即FDI占有越來越大的份額,2012年以來更呈現(xiàn)加倍增長之勢。從我國汽車業(yè)利用外資持股比例的限制(50%以下)政策出發(fā),充分發(fā)揮其技術(shù)外溢效應(yīng)更加重要。從理論和實(shí)踐的角度看,FDI對中國汽車產(chǎn)業(yè)的技術(shù)溢出效應(yīng)是全方位的,分析表明：示范效應(yīng)、競爭效應(yīng)、關(guān)聯(lián)效應(yīng)和人員流動效應(yīng)的技術(shù)外溢都是重要的。在實(shí)證研究方面,通過構(gòu)造技術(shù)溢出的基本模型,運(yùn)用計(jì)量統(tǒng)計(jì)軟件進(jìn)行統(tǒng)計(jì)分析,得出結(jié)論較為可靠和穩(wěn)健的結(jié)論,即外國汽車企業(yè)對我國汽車產(chǎn)業(yè)的FDI確實(shí)存在明顯的技術(shù)溢出效應(yīng),對我國汽車產(chǎn)業(yè)的發(fā)展起到了重要的推動作用。最后,基于外商對我國汽車產(chǎn)業(yè)投資的特性,以及FDI技術(shù)外溢的特征,就我國汽車產(chǎn)業(yè)如何在與外資的合作中繼續(xù)發(fā)展壯大提出了政策建議。
[Abstract]:Through more than 30 years of joint venture and cooperation with the major automobile enterprise groups in the world, the automobile industry of our country has been greatly developed, and the production and sales volume has been rising rapidly in recent years, it can be said. Foreign auto enterprises to invest in China have played a huge role in promoting the development of China's auto industry, among which, foreign direct investment (FDI) technology spillover is particularly important. Compared with the major automobile enterprise groups in the world, the gap of automobile industry in our country is omni-directional, mainly manifested in the aspects of technology, innovation ability, management experience, talent and so on. 2013. The convening of the "two sessions" has also given some enlightenment to the automobile industry of our country: facing the upgrading of the consumption structure of the residents, we should recognize the insufficiency of the automobile industry of our country. With regard to the introduction of foreign capital into the automobile industry, the motivation and strategy of "exchanging markets for technology" has gone through 30 years of practice and testing, and foreign-funded enterprises have been demonstrating and competing in the end. What does the industry association and personnel flow channel bring to China's automobile industry? In other words, how much effect does the technology spillover effect play on the development of China's automobile industry? The further study of these problems still has important theoretical and practical significance. This paper combed out the basic research ideas based on the literature review: first, from the global and China automotive industry development status of the panoramic description. The remarkable characteristic of its development is analyzed, that is, FDI occupies more and more share. Since 2012, there has been a tendency to double the growth. Based on the policy of limiting the proportion of foreign ownership in China's automobile industry by less than 50%. It is more important to give full play to its technology spillover effect. From the perspective of theory and practice, FDI's technology spillover effect on China's automobile industry is all-around. The analysis shows that: demonstration effect, competitive effect. In the empirical research, we construct the basic model of technology spillover and use the econometric statistical software to carry on the statistical analysis. The conclusion is more reliable and robust, that is, foreign automobile enterprises do have obvious technology spillover effect on the FDI of China's automobile industry. Finally, based on the characteristics of foreign investment in China's automobile industry, as well as the characteristics of FDI technology spillover. This paper puts forward some policy suggestions on how to continue to develop and strengthen China's automobile industry in cooperation with foreign capital.
