【摘要】：國家發(fā)展和改革委員會等7部委發(fā)布《推進藥品價格改革的意見》提示了此次藥品價格改革是逐步建立以市場為主導的藥品價格形成機制,最大限度減少政府對藥品價格的直接干預;機制轉變是此次藥品價格改革的內涵;政府作為市場參與主體,利用采購機制、醫(yī)保支付機制和談判機制實施市場干預,并通過醫(yī)療行為和價格行為監(jiān)管實施綜合管控,實現(xiàn)了藥品價格形成機制從政府控制向市場主導的轉變,而這一轉變有賴于醫(yī)療保險與醫(yī)療服務相關政策的協(xié)同才能實現(xiàn)其最大效能。
[Abstract]:The National Development and Reform Commission and other seven ministries and commissions have issued "opinions on promoting Drug Price Reform", suggesting that this drug price reform is gradually establishing a market-oriented drug price formation mechanism. Minimizing direct government intervention in drug prices; The change of mechanism is the connotation of the drug price reform; As the main body of market participation, the government makes use of purchasing mechanism, medical insurance payment mechanism and negotiation mechanism to implement market intervention, and implements comprehensive control through medical behavior and price behavior supervision. The mechanism of drug price formation has changed from government control to market leading, which depends on the coordination of medical insurance and medical service related policies to achieve its maximum effectiveness.
