【摘要】:進(jìn)入21世紀(jì)以來(lái),我國(guó)施工企業(yè)面臨的內(nèi)外部環(huán)境發(fā)生了巨大變化:雖然科技發(fā)展迅速,高端設(shè)備日新月異,但世界經(jīng)濟(jì)總體徘徊不前,國(guó)內(nèi)經(jīng)濟(jì)增長(zhǎng)放緩,面臨轉(zhuǎn)型調(diào)整關(guān)鍵時(shí)期,這將使施工企業(yè)面臨更加激烈復(fù)雜的國(guó)際國(guó)內(nèi)競(jìng)爭(zhēng)趨勢(shì)。現(xiàn)代企業(yè)的競(jìng)爭(zhēng)歸根結(jié)底是人才的競(jìng)爭(zhēng),因此,我國(guó)施工企業(yè)能否采取有效的戰(zhàn)略性人力資源管理來(lái)提高企業(yè)競(jìng)爭(zhēng)能力是在激烈的國(guó)際、國(guó)內(nèi)競(jìng)爭(zhēng)環(huán)境中穎而出,占領(lǐng)市場(chǎng)獲得優(yōu)勢(shì)的關(guān)鍵。目前,我國(guó)施工隊(duì)伍整體素質(zhì)不高,與施工業(yè)發(fā)展的需要還存在很大的差距。融入國(guó)際市場(chǎng)后,施工企業(yè)將顯露出隊(duì)伍層次青黃不接、知識(shí)面狹窄、整體素質(zhì)較低、缺乏復(fù)合型人才的弊端。而國(guó)外施工企業(yè)在許多領(lǐng)域具有明顯的技術(shù)優(yōu)勢(shì),其人才使用機(jī)制合理,薪酬待遇高,將吸引大批國(guó)內(nèi)企業(yè)優(yōu)秀人才加入,使本就人才匱乏的國(guó)內(nèi)施工企業(yè)面臨人才流失的嚴(yán)峻考驗(yàn)。從國(guó)內(nèi)外施工企業(yè)人力資源管理現(xiàn)狀出發(fā),結(jié)合現(xiàn)代項(xiàng)目管理理論和人力資源管理的基本內(nèi)容,應(yīng)用理論和實(shí)踐相結(jié)合、定性分析和定量分析相結(jié)合等研究方法,對(duì)朔神大道東延線高速公路工程項(xiàng)目人力資源管理進(jìn)行研究,找出如何提高該項(xiàng)目人力資源配置、管理有效途徑,把公路項(xiàng)目人力資源管理分為項(xiàng)目人力資源規(guī)劃、項(xiàng)目組建、項(xiàng)目建設(shè)和項(xiàng)目團(tuán)隊(duì)管理四個(gè)部分。在人力資源規(guī)劃方面從項(xiàng)目組織形式、職位編制、人員配備和招募等方面研究;項(xiàng)目組建包括決策層、管理層、操作層的獲得及他們要符合的條件;項(xiàng)目團(tuán)隊(duì)建設(shè)主要分析了項(xiàng)目各個(gè)成員的責(zé)任、創(chuàng)建團(tuán)隊(duì)的文化建設(shè),從績(jī)效考評(píng)的角度來(lái)評(píng)價(jià)項(xiàng)目團(tuán)隊(duì)建設(shè)。這項(xiàng)研究一定程度上為同類項(xiàng)目研究類似問(wèn)題參考思路和方法,因此具有典型的理論意義和實(shí)踐意義。
[Abstract]:Since 21th century, great changes have taken place in the internal and external environment faced by Chinese construction enterprises: although science and technology are developing rapidly and high-end equipment is changing with each passing day, the world economy is generally stagnant and the domestic economic growth is slowing down. Faced with the key period of transformation and adjustment, construction enterprises will face a more intense and complex international and domestic competition trend. The competition of modern enterprises is ultimately the competition of talents, so. Whether our construction enterprises can take effective strategic human resource management to improve the competitiveness of enterprises is the key to gain the advantage in the fierce international and domestic competitive environment and occupy the market. The overall quality of our construction team is not high, and there is still a big gap with the needs of the development of construction industry. After entering the international market, the construction enterprises will reveal the ranks of the ranks, narrow knowledge, low overall quality. Foreign construction enterprises have obvious technical advantages in many fields, their talents use mechanism is reasonable, the salary treatment is high, will attract a large number of domestic enterprises excellent talents to join. From the current situation of human resource management in domestic and foreign construction enterprises, combined with the modern project management theory and the basic content of human resources management. With the combination of theory and practice, qualitative analysis and quantitative analysis, this paper studies the human resource management of Shuoshen Avenue East Yancheng Expressway Project. Find out how to improve the project human resources allocation, management of effective ways, the highway project human resources management is divided into project human resources planning, project formation. Four parts of project construction and project team management. Human resource planning from the project form of organization, post establishment, staffing and recruitment; Project formation includes the acquisition of decision makers, management, operations, and the conditions they need to meet; The project team construction mainly analyzes the responsibility of each member of the project and creates the cultural construction of the team. From the point of view of performance evaluation, this study is used to evaluate the construction of project team. To some extent, this study is a reference for similar projects, so it has typical theoretical and practical significance.
