【摘要】：食品安全關(guān)系到廣大人民群眾的身體健康和生命安全,關(guān)系到社會(huì)穩(wěn)定和經(jīng)濟(jì)的健康發(fā)展,關(guān)系到政府形象和國(guó)家名聲信譽(yù)。食品安全已成為衡量人民生活質(zhì)量、社會(huì)管理水平和國(guó)家法制建設(shè)的一個(gè)重要方向。特別是近些年來,國(guó)內(nèi)外食品安全問題頻發(fā),在將企業(yè)道德推向風(fēng)口浪尖的同時(shí),公眾對(duì)政府相關(guān)部門的食品安全監(jiān)管表現(xiàn)出極大質(zhì)疑。如何加強(qiáng)食品安全管理,如何保障公眾最基本的利益訴求,成為當(dāng)前政府急需解決的問題。因此,加強(qiáng)和完善我國(guó)的食品安全體系建設(shè),顯得尤為迫切和重要。 本文重點(diǎn)從社會(huì)突發(fā)的食品安全事件和政府監(jiān)管視角出發(fā),闡述了食品安全理論和我國(guó)食品安全監(jiān)管的方式方法以及監(jiān)管的范疇體系；通過對(duì)食品安全監(jiān)管的問題分析,提出我國(guó)食品安全監(jiān)管制度完善的策略方法。重點(diǎn)從我國(guó)食品安全的現(xiàn)狀出發(fā),分析我國(guó)政府食品安全監(jiān)管不力的表現(xiàn)與根源,以及推進(jìn)食品安全監(jiān)管的現(xiàn)狀分析等。通過分析研究發(fā)達(dá)國(guó)家的先進(jìn)經(jīng)驗(yàn),借鑒學(xué)習(xí)食品安全監(jiān)管制度先進(jìn)國(guó)家在解決食品安全問題上的寶貴經(jīng)驗(yàn),從而推出我國(guó)政府部門的食品安全監(jiān)管制度上應(yīng)采取的一系列對(duì)策措施。政府部門通過發(fā)揮食品安全監(jiān)管的領(lǐng)導(dǎo)作用和提高組織協(xié)調(diào)能力,從而健全和規(guī)范相關(guān)法律法規(guī)以及標(biāo)準(zhǔn)體系來達(dá)到完善食品安全的監(jiān)管目的。為突出政府在建立完善食品安全監(jiān)管體系的重要性,建議相關(guān)部門應(yīng)立即加快食品安全監(jiān)管信息化體系建設(shè),建立和完善食品安全監(jiān)管信用體系,建立和完善食品安全的監(jiān)督評(píng)估體系,建立和完善食品安全的應(yīng)急管理體系,建立和完善食品安全監(jiān)管教育宣傳體系和強(qiáng)化行業(yè)協(xié)會(huì)等中介機(jī)構(gòu)以及研究機(jī)構(gòu)的食品安全推動(dòng)體系等,進(jìn)一步推進(jìn)我國(guó)食品安全監(jiān)管制度建設(shè),力從根本上解決食品安全問題頻發(fā)的現(xiàn)狀。
[Abstract]:Food safety is related to the health and safety of the people, social stability and the healthy development of the economy. Food safety has become an important direction to measure people's quality of life, social management level and the construction of national legal system, especially in recent years. Food safety problems occur frequently at home and abroad. At the same time, the public have great doubts about the food safety supervision of relevant government departments. How to strengthen food safety management. How to protect the most basic interests of the public has become a problem that the government urgently needs to solve. Therefore, it is urgent and important to strengthen and perfect the construction of food safety system in China. In this paper, the food safety theory, the ways and methods of food safety supervision in our country and the scope system of supervision are expounded from the perspective of social sudden food safety events and government supervision. Based on the analysis of the problems of food safety supervision, this paper puts forward the strategies and methods to perfect the food safety supervision system in China, focusing on the current situation of food safety in China. This paper analyzes the performance and root causes of our government's inadequate food safety supervision, and analyzes the current situation of promoting food safety supervision. Through the analysis and study of the advanced experience of developed countries. Learn from the study of food safety regulatory system in advanced countries in solving food safety problems valuable experience. Therefore, a series of countermeasures should be taken in the food safety supervision system of government departments in our country. The government departments play a leading role in food safety supervision and improve the ability of organization and coordination. In order to improve and standardize the relevant laws and regulations and standard system to achieve the purpose of improving food safety supervision. In order to highlight the importance of the government in the establishment and improvement of food safety regulatory system. It is suggested that the relevant departments should speed up the construction of the food safety supervision information system, establish and perfect the food safety supervision credit system, and establish and perfect the food safety supervision and evaluation system. Establish and perfect the emergency management system of food safety, establish and perfect the propaganda system of food safety supervision and education and strengthen the food safety promotion system of intermediary organizations such as trade associations and research institutions, etc. To further promote the construction of food safety supervision system and solve the problem of food safety frequently.
