【摘要】:人力資源是社會(huì)生產(chǎn)四大要素中最關(guān)鍵、最活躍的因素,隨著信息和知識(shí)經(jīng)濟(jì)時(shí)代的到來,人力資源作為知識(shí)和技能的承載者,已成為形成企業(yè)核心競(jìng)爭(zhēng)力的重要因素,是企業(yè)生存和發(fā)展的戰(zhàn)略性、關(guān)鍵性資源。人力資源規(guī)劃著眼于對(duì)企業(yè)未來的生產(chǎn)活動(dòng)進(jìn)行規(guī)劃,對(duì)企業(yè)在不斷變化中的人力資源情況進(jìn)行系統(tǒng)的分析和研究,從保證企業(yè)戰(zhàn)略成功的角度出發(fā),預(yù)測(cè)未來人力資源需求,并制定出有效的、結(jié)合實(shí)際的人事管理政策。良好的人力資源規(guī)劃可以使企業(yè)人力資源適應(yīng)企業(yè)現(xiàn)代管理技術(shù)的需要,同時(shí)為企業(yè)重要的人事政策提供依據(jù),對(duì)企業(yè)人力資源管理起到綱領(lǐng)性指導(dǎo)作用,促進(jìn)企業(yè)建立現(xiàn)代管理制度。電力行業(yè)作為關(guān)系國(guó)計(jì)民生的重要基礎(chǔ)性行業(yè)和知識(shí)、技術(shù)密集型行業(yè),更需要優(yōu)良的人力資源。隨著電力體制改革的不斷深入和電力市場(chǎng)競(jìng)爭(zhēng)的不斷加劇,供電企業(yè)要想適應(yīng)未來的發(fā)展,需要從企業(yè)發(fā)展戰(zhàn)略高度認(rèn)識(shí)到人力資源規(guī)劃的重要性,分析、預(yù)測(cè)并制定合理有效的人力資源規(guī)劃方案,解決企業(yè)對(duì)人力資源的需求,只有這樣供電企業(yè)才能實(shí)現(xiàn)可持續(xù)發(fā)展。本文首先介紹了人力資源規(guī)劃在國(guó)內(nèi)外發(fā)展的歷程和研究現(xiàn)狀,詳細(xì)闡述了人力資源規(guī)劃的原則、人力資源規(guī)劃的功能、特點(diǎn)及分類和人力資源規(guī)劃的實(shí)施過程等理論。介紹了人力資源需求預(yù)測(cè)的方法,包括德爾菲法、微觀集成法、神經(jīng)網(wǎng)絡(luò)預(yù)測(cè)法、灰色預(yù)測(cè)法等;介紹了人力資源供給預(yù)測(cè)的方法,包括:現(xiàn)狀核查法、人員替代圖法、馬爾可夫法等。然后本文分析了全國(guó)電力行業(yè)的發(fā)展前景、A供電公司的發(fā)展戰(zhàn)略以及A供電公司的人力資源現(xiàn)狀,重點(diǎn)研究了A供電公司人力資源的內(nèi)部環(huán)境,包括A供電公司全民員工隊(duì)伍現(xiàn)狀分析、農(nóng)電工隊(duì)伍現(xiàn)狀分析、主業(yè)員工隊(duì)伍現(xiàn)狀分析等。然后根據(jù)A供電公司過去幾年人力資源的歷史數(shù)據(jù),分析了影響A供電公司人力資源供需情況的主要因素,對(duì)A供電公司的人力資源需求情況進(jìn)行了預(yù)測(cè),包括管理崗位需求預(yù)測(cè)、生產(chǎn)營(yíng)銷單位需求預(yù)測(cè)和直屬供電局需求預(yù)測(cè)等;采用現(xiàn)狀核查法和馬爾可夫模型對(duì)A供電公司的供給情況進(jìn)行了預(yù)測(cè),并分析了A供電公司人力資源的供需平衡情況。最后提出了人力資源規(guī)劃實(shí)施的保障方案,包括組織保障和制度保障等。
[Abstract]:Human resources is the key of social production of the four elements, the most active factors, along with the information era and the advent of knowledge economy, human resources as the carrier of knowledge and skills, has become an important factor in the formation of the core competitiveness of enterprises, is the strategy of the survival and development of enterprises, the key resources focus on human resource planning. Planning for the future of the production activities of enterprises, the systematic analysis and Research on enterprises in the continuous changes in the situation of human resources, to ensure the success of starting from the angle of enterprise strategy, predict the future demand of human resources, and to develop effective, combined with the actual personnel management policies. Human resource planning the enterprise human resources to meet the needs of modern enterprise management technology, and provide the basis for the enterprise important personnel policy, to programmatic guidance for enterprise human resources management, promote The establishment of a modern enterprise management system. The electric power industry as an important foundation of the relationship beneficial to the people's livelihood industries and knowledge and technology intensive industries, need more excellent human resources. With the deepening of the power system and the increasing competition in electricity market, power supply enterprises to adapt to the future development, need to know from the enterprise development strategic importance human resource planning, analysis, forecast and develop human resource plan reasonably and effectively solve the needs of corporate human resources, so that the power supply enterprise to achieve sustainable development. This paper first introduces the history and current situation of the development of human resources planning at home and abroad, expounds the principle of human resource planning, human resource planning the function, characteristics and classification of human resources planning and implementation process of the theory. This paper introduces the human resource demand forecast. Method, including Delphi method, micro integration method, neural network forecasting method and grey prediction method; introduces the method of forecasting the human resource supply include: status checking method, personnel replacement graph method, Markov method. Then this paper analyzes the development prospect of the electric power industry, A power supply company development strategy and A the power supply company's human resources situation, focus on the A power supply company human resources of the internal environment, including the analysis of current situation of national staff of A power supply company, analysis of the current situation of rural electrician team, business staff status quo analysis. Then according to the A power supply company over the past few years human resources of historical data, analyzes the main factors affecting the supply and demand situation A power supply company, human resources, human resources demand of A power supply company is forecasted, including management demand forecasting, demand forecasting and production and marketing units directly under the Power Supply Bureau Demand forecasting; the status of verification method and Markov model for the A power supply company supply were predicted and analyzed the balance of supply and demand situation of A power supply company human resources. Finally the paper presents the protection scheme of human resources planning implementation, including organizational guarantee and system guarantee.
