【摘要】：CEC(中山)基地是中山火炬高技術(shù)產(chǎn)業(yè)開發(fā)區(qū)最早專業(yè)化的工業(yè)園區(qū),經(jīng)20余年的發(fā)展,形成了一定的經(jīng)濟(jì)規(guī)模。但隨著人民幣不斷升值,勞動(dòng)力成本不斷攀升以及土地資源日益稀缺等問題,電子基地的優(yōu)勢越來越小。發(fā)展空間、產(chǎn)業(yè)可持續(xù)發(fā)展能力以及城市化等問題嚴(yán)重困擾著電子基地的快速發(fā)展。隨著《珠三角地區(qū)改革發(fā)展規(guī)劃綱要(2008-2020年)》面世,中山火炬開發(fā)區(qū)就像拿到了汽車的啟動(dòng)鑰匙,能夠在深化改革的高速路上繼續(xù)馳騁。由于電子基地已經(jīng)發(fā)展了20余年,想在新一輪的改革浪潮中迎風(fēng)破浪,那就必須突破自身的發(fā)展瓶頸。論文對(duì)國內(nèi)外產(chǎn)城相融問題的相關(guān)研究進(jìn)行了梳理,對(duì)產(chǎn)城相融的發(fā)展模式、評(píng)價(jià)方法等進(jìn)行了理論研究。然后對(duì)電子基地的產(chǎn)業(yè)發(fā)展和城市化發(fā)展的現(xiàn)狀和面臨的問題進(jìn)行了深入的分析,并在分析的基礎(chǔ)上提出了電子基地產(chǎn)城相融發(fā)展的必要性。之后通過比較蘇州和南海兩地產(chǎn)城相融的不同發(fā)展模式,確定了電子基地產(chǎn)城相融的發(fā)展模式,接著利用系統(tǒng)分析法、層次分析法構(gòu)建了電子基地產(chǎn)城相融現(xiàn)狀的測評(píng)體系,并通過專家咨詢法和層次分析法確定了各指標(biāo)體系的權(quán)重比例,為下一步電子基地產(chǎn)城相融現(xiàn)狀的評(píng)價(jià)和分析奠定了基礎(chǔ)。在相關(guān)評(píng)價(jià)模型和指標(biāo)體系的基礎(chǔ)上,對(duì)電子基地產(chǎn)城相融的情況進(jìn)行了深入的分析和研究,找到了電子基地產(chǎn)城相融不理想的關(guān)鍵要素。最后根據(jù)電子基地產(chǎn)城相融的測評(píng)體系提出了產(chǎn)城相融提升的策略建議。本文對(duì)產(chǎn)城相融的相關(guān)理論進(jìn)行了深入的研究,屬于產(chǎn)業(yè)集群研究的新領(lǐng)域,根據(jù)電子基地的特點(diǎn)建立了電子基地產(chǎn)城相融的測評(píng)體系,豐富了產(chǎn)城相融的相關(guān)理論體系和相關(guān)研究領(lǐng)域。本文的研究為提升電子基地產(chǎn)城相融提供了理論指導(dǎo),為中山火炬開發(fā)區(qū)乃至全中山市的地區(qū)經(jīng)濟(jì)發(fā)展戰(zhàn)略的制定提供科學(xué)依據(jù),具有很強(qiáng)的現(xiàn)實(shí)意義。
[Abstract]:CEC (Zhongshan) base is the earliest specialized industrial park in Zhongshan Torch High-tech Industrial Development Zone. After more than 20 years of development, it has formed a certain economic scale, but with the continuous appreciation of RMB. With the rising labor cost and the increasing scarcity of land resources, the advantages of e-base are becoming smaller and smaller. The problems of sustainable development of industry and urbanization are seriously perplexing the rapid development of electronic base. Along with the introduction of "the outline of Reform and Development Plan of Pearl River Delta region 2008-2020)". Zhongshan Torch Development Zone is like getting the starting key of the car, and can continue to ride on the highway of deepening the reform. Since the electronic base has been developed for more than 20 years, it wants to break the waves in the new wave of reform. It is necessary to break through the bottleneck of its own development. The thesis combs the related research on the integration of production and city at home and abroad, and the development model of the integration of industry and city. The evaluation method and so on have carried on the theory research. Then has carried on the thorough analysis to the electronic base industry development and the urbanization development present situation and the question which faces. On the basis of the analysis, the author puts forward the necessity of the integration and development of electronic base production city. Then, by comparing the different development models of Suzhou and South China Sea real estate cities, the author determines the development mode of electronic base industry city integration. Then using the system analysis method, analytic hierarchy process (AHP) to construct the evaluation system of the integration of electronic base cities, and through the expert consultation method and AHP to determine the weight ratio of each index system. It lays a foundation for the evaluation and analysis of the current situation of e-base integration. On the basis of relevant evaluation model and index system, this paper makes a deep analysis and research on the situation of e-base integration. Finally, according to the evaluation system of the integration of the electronic base, the paper puts forward some suggestions for the promotion of the integration of the industry and the city. This paper makes a deep research on the related theory of the integration of the industry and the city. Research. It belongs to the new field of industrial cluster research. According to the characteristics of electronic base, the evaluation system of the integration of electronic base production city is established. It enriches the related theoretical system and related research fields. The research in this paper provides theoretical guidance for improving the integration of electronic base. It is of great practical significance to provide scientific basis for the formulation of regional economic development strategy in Zhongshan Torch Development Zone and even Zhongshan City.
