【摘要】：企業(yè)集團(tuán)是當(dāng)今國(guó)有企業(yè)向現(xiàn)代企業(yè)制度發(fā)展過程中的一個(gè)重要組織形式,而集團(tuán)總部作為整個(gè)企業(yè)的核心和樞紐,管控模式、組織結(jié)構(gòu)及流程的完善與否,直接影響著整個(gè)企業(yè)的管理水平和運(yùn)轉(zhuǎn)效率。在國(guó)有企業(yè)X集團(tuán)公司中,集團(tuán)辦公室作為綜合性管理機(jī)構(gòu),是整個(gè)企業(yè)集團(tuán)中樞中的中樞,具有承上啟下,聯(lián)系左右,協(xié)調(diào)內(nèi)外,溝通四方的特殊地位,承擔(dān)著為企業(yè)規(guī)范制度、完善流程、為企業(yè)發(fā)展決策發(fā)揮參謀輔助作用以及監(jiān)察決策順利實(shí)施服務(wù)的重要職責(zé)。隨著集團(tuán)的不斷發(fā)展,公司規(guī)模不斷擴(kuò)大,日益精簡(jiǎn)的總部機(jī)關(guān)需要科學(xué)有效的管理方式和管理工具來保障企業(yè)的高效運(yùn)轉(zhuǎn)。同時(shí),公司治理方式和管控模式也隨著企業(yè)發(fā)展在進(jìn)行著調(diào)整,面對(duì)當(dāng)前集團(tuán)實(shí)行的集團(tuán)母子公司戰(zhàn)略管控加財(cái)務(wù)服務(wù)管控模式,綜合管理也需要在組織結(jié)構(gòu)、組織流程等方面進(jìn)行完善調(diào)整;同時(shí)為適應(yīng)全球化和信息化的需求,辦公室在整個(gè)集團(tuán)管理信息化方面要進(jìn)行信息系統(tǒng)的構(gòu)建,以服務(wù)集團(tuán)戰(zhàn)略管控和財(cái)務(wù)服務(wù)的需求為出發(fā)點(diǎn),進(jìn)行基礎(chǔ)信息的收集和業(yè)務(wù)流程的信息化處理,為不斷提高集團(tuán)決策水平和服務(wù)質(zhì)量提供保障。本文根據(jù)X集團(tuán)總部的戰(zhàn)略管控模式,在集團(tuán)總部組織結(jié)構(gòu)分析、業(yè)務(wù)流程分析和辦公室管理體系存在問題的分析基礎(chǔ)上,按照管理信息系統(tǒng)的基本原理,遵循戰(zhàn)略導(dǎo)向,總部核心和職能流程最優(yōu)化的設(shè)計(jì)方針,對(duì)集團(tuán)總部辦公室管理系統(tǒng)進(jìn)行設(shè)計(jì)和研究。并對(duì)目前集團(tuán)正在推進(jìn)的協(xié)同辦公系統(tǒng),綜合服務(wù)一體化平臺(tái)等應(yīng)用進(jìn)行分析和評(píng)價(jià),同時(shí)對(duì)下一步將要推進(jìn)的大數(shù)據(jù)信息港系統(tǒng)進(jìn)行規(guī)劃和展望。
[Abstract]:Enterprise group is an important organizational form in the process of the development of state-owned enterprises to modern enterprise system. As the core and hub of the whole enterprise, the management and control mode, organizational structure and process of the group headquarters are perfect or not. Directly affects the management level and operation efficiency of the whole enterprise. In the state-owned enterprise X group company, the group office, as a comprehensive management organization, is the center of the whole enterprise group. Contact left and right, internal and external coordination, communication of the special position of the Quartet, undertake to standardize the system for the enterprise, improve the process. It plays an important role in advising and assisting the enterprise development decision and supervising the smooth implementation of the decision. With the continuous development of the group, the scale of the company continues to expand. The increasingly streamlined headquarters organs need scientific and effective management methods and management tools to ensure the efficient operation of enterprises. At the same time, corporate governance and control mode are also being adjusted with the development of enterprises. In the face of the current group of parent-subsidiary strategic control and financial services control mode, comprehensive management also needs to be in the organizational structure, organizational processes and other aspects of improvement and adjustment; At the same time, in order to adapt to the needs of globalization and information, the office has to construct information system in the whole group management information, taking the strategic control and financial service needs of the service group as the starting point. The collection of basic information and the information processing of business process provide guarantee for improving the level of decision-making and quality of service. This paper is based on the strategic management and control model of the headquarters of X Group. On the basis of the analysis of the organizational structure, business process analysis and the existing problems of the office management system, according to the basic principles of the management information system, we follow the strategic direction. The design policy of optimization of headquarters core and function flow, the design and research of the office management system of the group headquarters, and the collaborative office system which is being promoted by the group at present. The integrated service integration platform and other applications are analyzed and evaluated. At the same time, the big data information port system which will be promoted next is planned and prospected.
