【摘要】：中國(guó)經(jīng)濟(jì)的發(fā)展和人類對(duì)飲食安全的重視，推動(dòng)了食品工業(yè)的進(jìn)一步改革，地溝油事件、蘇丹紅事件、注水豬肉事件、三鹿奶粉事件等的出現(xiàn)，讓當(dāng)代人對(duì)飲食健康和飲食文化的追求有了新的標(biāo)準(zhǔn)，食品安全問(wèn)題成為當(dāng)前食品發(fā)展較為熱門(mén)的話題。就當(dāng)前市場(chǎng)的食品發(fā)展來(lái)看，隨著當(dāng)前社會(huì)對(duì)食品安全衛(wèi)生問(wèn)題的日益重視，食用油作為食品的重要調(diào)劑，在直接影響食品安全的同時(shí)，也日漸成為一個(gè)重要的社會(huì)公共研究問(wèn)題。以當(dāng)前市場(chǎng)上食用油的質(zhì)量情況來(lái)看，價(jià)格和質(zhì)量不成比例，食用油的質(zhì)量參差不齊，各種“以次充好”的食用油在我國(guó)特殊國(guó)情的前提下，被默認(rèn)流入市場(chǎng)，而食用油市場(chǎng)缺乏基本審核標(biāo)準(zhǔn)和監(jiān)督機(jī)構(gòu)的前提下，食用油的“潛在規(guī)則”普遍存在，私自制造和回收再利用等的行為無(wú)法受到公共監(jiān)督，“地溝油事件”時(shí)有發(fā)生。 本文以筆者所在單位的清遠(yuǎn)市質(zhì)量技術(shù)監(jiān)督局就食用油質(zhì)量安全方面的質(zhì)檢行為和質(zhì)監(jiān)標(biāo)準(zhǔn)為基礎(chǔ)，結(jié)合現(xiàn)實(shí)實(shí)踐來(lái)對(duì)清遠(yuǎn)市的食用油質(zhì)量安全問(wèn)題進(jìn)行分析，并以政府監(jiān)管作用的切實(shí)應(yīng)用為主要的研究對(duì)象，，結(jié)合前人理論中對(duì)“食用油”的探究成果、對(duì)“政府質(zhì)量安全監(jiān)管”等理念的現(xiàn)有分析為基礎(chǔ)，將政府監(jiān)管理論融合到筆者對(duì)清遠(yuǎn)市食用油使用和研究現(xiàn)狀的分析中來(lái)，對(duì)當(dāng)前的食用油質(zhì)量嚴(yán)峻形勢(shì)進(jìn)行分析，并找出問(wèn)題存在的主要原因。 在清遠(yuǎn)市食用油質(zhì)量安全的研究過(guò)程中，筆者搜索了國(guó)內(nèi)外關(guān)于食用油質(zhì)量研究的大量文獻(xiàn)和相關(guān)資料，并運(yùn)用了文獻(xiàn)綜合法、對(duì)比分析法、定性分析法和圖表解析法等，在結(jié)合國(guó)外先進(jìn)的管理經(jīng)驗(yàn)的同時(shí)，提煉出我國(guó)食用油質(zhì)量安全監(jiān)管的新思路。此外，針對(duì)我國(guó)食用油發(fā)展中存在問(wèn)題的嚴(yán)峻性，提出建立食用油新的標(biāo)準(zhǔn)檢測(cè)體系、構(gòu)建健全的食用油整體監(jiān)管體制、以市場(chǎng)為導(dǎo)向，建立起以食用油制造商、經(jīng)銷商為主體的產(chǎn)品責(zé)任制度和產(chǎn)品質(zhì)量監(jiān)督和管理體系、建議政府調(diào)整資金投入力度，加大對(duì)食用油質(zhì)量安全的科研投入等，最后，從法律保護(hù)和監(jiān)管角度出發(fā)，建議擴(kuò)大宣傳來(lái)提升消費(fèi)群體的維權(quán)意識(shí)。
[Abstract]:China's economic development and human attention to food safety have promoted the further reform of the food industry, the gutter oil incident, the Sudan Red incident, the incident of water injection of pork, Sanlu milk powder incident and so on. Food safety has become a hot topic in the current food development. In view of the food development in the current market, there are new standards for people to pursue diet health and diet culture. With the increasing attention paid to food safety and hygiene in the current society, edible oil, as an important food dispenser, has a direct impact on food safety at the same time. The price and quality of edible oil are out of proportion, and the quality of edible oil is not uniform. Under the premise of special national conditions of our country, all kinds of edible oils which are "subdued" have been entered into the market by default, while the edible oil market lacks the basic auditing standard and the premise of supervising institutions. The "potential rules" of cooking oil are widespread, and private production and recycling cannot be subject to public scrutiny, and gutter oil incidents occur from time to time. This paper is based on the quality inspection behavior and quality supervision standards of Qingyuan Municipal Bureau of quality and Technology Supervision of the author's unit on the quality and safety of edible oil. Combined with the practical practice to analyze the quality and safety of edible oil in Qingyuan City, and take the practical application of the role of government supervision as the main research object, combined with the previous theory of "edible oil" research results. On the basis of the existing analysis of the concept of "government quality and safety supervision", the author integrates the theory of government supervision into the analysis of the present situation of edible oil use and research in Qingyuan City. The austere situation of edible oil quality is analyzed and the main reasons are found out. In the research process of edible oil quality and safety in Qingyuan City, the author searched a large number of literature and related materials about edible oil quality research at home and abroad, and used the method of literature synthesis and comparative analysis. Qualitative analysis method and chart analysis method, combined with foreign advanced management experience, at the same time, extract the new ideas of quality and safety supervision of edible oil in our country. In addition, in view of the serious problems existing in the development of edible oil in China. A new standard detection system for edible oil is proposed, and a sound whole supervision system of edible oil is set up, and the manufacturer of edible oil is established based on the market orientation. Dealers as the main product responsibility system and product quality supervision and management system, it is suggested that the government adjust the investment, increase the quality and safety of edible oil scientific research investment, and finally. From the perspective of legal protection and supervision, it is suggested to expand publicity to enhance the awareness of consumer rights.
