【摘要】：石油石化行業(yè)是我國的支柱性行業(yè)，石油企業(yè)在國有企業(yè)中具有舉足輕重的地位，其經(jīng)營業(yè)績和發(fā)展態(tài)勢一直是人們關(guān)注的焦點。EVA以突出價值考核為導(dǎo)向，是評價企業(yè)業(yè)績的一個重要方法。近年來，我國學(xué)者對EVA有效性的研究較多，但由于EVA引入我國較晚，對其應(yīng)用于業(yè)績評價體系的研究并不深入。為適應(yīng)激烈競爭的國內(nèi)外市場環(huán)境，我國亟待建立統(tǒng)一、規(guī)范的同行業(yè)業(yè)績評價標準。因此，研究基于EVA的石油企業(yè)業(yè)績評價指標體系具有重要的理論意義和使用價值。 本文運用理論分析和案例分析相結(jié)合的方法，在分析業(yè)績評價和EVA相關(guān)理論的基礎(chǔ)上，，改進了國資委對EVA的計算方法，并參考現(xiàn)行石油企業(yè)的現(xiàn)有績效考核標準，將經(jīng)濟效益和社會效益相結(jié)合，從財務(wù)與非財務(wù)角度選定評價指標十六項。通過建立以實現(xiàn)股東價值最大化為目標的層次結(jié)構(gòu)模型，構(gòu)造判斷矩陣，經(jīng)過一致性檢驗后確定指標權(quán)重，最終構(gòu)建了一套基于EVA的適用于石油企業(yè)的業(yè)績評價指標體系。本文將其嘗試性的應(yīng)用于中國石油天然氣股份有限公司，選取2010年至2012年年報和社會責(zé)任報告做為數(shù)據(jù)支持，通過計算分析評價結(jié)果，探究指標體系的有效性和必要性。 根據(jù)研究結(jié)果，得出相關(guān)結(jié)論：改進后的EVA比凈利潤指標更能真實反映企業(yè)所創(chuàng)造的價值；中石油依照構(gòu)建的指標體系評價企業(yè)的業(yè)績具有可行性，評價結(jié)果為一級。本文最后針對結(jié)論提出進一步強化價值導(dǎo)向作用、改進配套EVA的管理模式等相關(guān)建議，保障基于EVA的業(yè)績評價指標體系在石油企業(yè)有效實施。
[Abstract]:Petroleum and petrochemical industry is a pillar industry in China. Oil companies play a decisive role in state-owned enterprises. Their business performance and development trend have always been the focus of attention. EVA is an important way to evaluate the performance of the enterprise, which is guided by the evaluation of the value. In recent years, scholars in China have studied more about the effectiveness of EVA, but because EVA has been introduced to our country late, the research on its application to performance evaluation system is not thorough. In order to adapt to the fierce competition in the domestic and foreign market environment, China needs to establish a unified and standardized performance evaluation standard for the same industry. Therefore, it is of great theoretical significance and use value to study the performance evaluation index system of oil enterprises based on EVA.
