    前言：發(fā)展中國(guó)家能否獲得經(jīng)濟(jì)增長(zhǎng)和環(huán)境改善的雙贏一直存在爭(zhēng)議。作者從理論和實(shí)踐上探討實(shí)現(xiàn)這一雙贏的可能性。理論研究中,通過引入"生態(tài)效率"這一概念,將"IPAT"方程轉(zhuǎn)化成新的"ISE方程"形式。在ISE方程中,某一系統(tǒng)的環(huán)境負(fù)荷等于該系統(tǒng)所提供的服務(wù)量除以該系統(tǒng)的生態(tài)效率。針對(duì)經(jīng)濟(jì)系統(tǒng),假定經(jīng)濟(jì)和生態(tài)效率指數(shù)增長(zhǎng),量化了環(huán)境負(fù)荷與經(jīng)濟(jì)增長(zhǎng)的關(guān)系。結(jié)果表明,只有在生態(tài)效率的增長(zhǎng)速度高于經(jīng)濟(jì)增長(zhǎng)速度的情況下,環(huán)境負(fù)荷才可能下降。應(yīng)用中,分析了中國(guó)1992—2002年間,工業(yè)經(jīng)濟(jì)增長(zhǎng)與工業(yè)廢水、廢氣、固體廢物和其他幾種污染物等環(huán)境負(fù)荷的定量關(guān)系。結(jié)果表明,除了工業(yè)廢氣排放總量這項(xiàng)指標(biāo)外,其他各項(xiàng)相關(guān)的環(huán)境效率均比同期內(nèi)的工業(yè)增加值的增長(zhǎng)更快,從而在工業(yè)經(jīng)濟(jì)增長(zhǎng)情況下,這些方面的環(huán)境負(fù)荷仍然持續(xù)下降。表明研究期間內(nèi),中國(guó)工業(yè)經(jīng)濟(jì)增長(zhǎng)與環(huán)境的關(guān)系正在逐步改善。
