【摘要】：為深入細(xì)致分析陜西高技術(shù)產(chǎn)業(yè)的效率,采用兩階段DEA模型分別計(jì)量分析其知識(shí)創(chuàng)造效率與知識(shí)利用效率。結(jié)果表明,陜西高技術(shù)產(chǎn)業(yè)的知識(shí)創(chuàng)造效率和知識(shí)利用效率處于雙低狀態(tài)。導(dǎo)致這樣狀態(tài)的原因有,首先是占陜西省高技術(shù)產(chǎn)業(yè)總量接近1/3的航空航天設(shè)備制造屬于國(guó)家戰(zhàn)略性產(chǎn)業(yè),它在市場(chǎng)上很難完全反映出來(lái)。其次是陜西高技術(shù)產(chǎn)業(yè)的最小有效規(guī)模較高,這使陜西高技術(shù)企業(yè)的現(xiàn)實(shí)規(guī)模仍處于偏小的不合理規(guī)模上。而在知識(shí)創(chuàng)造階段,RD的相對(duì)投入不足不僅導(dǎo)致其產(chǎn)出數(shù)量不足和質(zhì)量偏低,這又進(jìn)一步影響其知識(shí)利用階段低效率。最后,陜西高技術(shù)產(chǎn)業(yè)內(nèi)部市場(chǎng)交易不活躍、分工協(xié)作水平低和一般市場(chǎng)化程度低是導(dǎo)致其效率雙低的重要外部根源。
[Abstract]:In order to analyze the efficiency of Shaanxi high-tech industry in depth and in detail, two-stage DEA model is used to measure and analyze the efficiency of knowledge creation and knowledge utilization respectively. The results show that the knowledge creation efficiency and knowledge utilization efficiency of Shaanxi high-tech industry are in a double low state. The reasons for this state are as follows: firstly, the manufacturing of aerospace equipment, which accounts for nearly 1 / 3 of the total high-tech industry in Shaanxi Province, belongs to the national strategic industry, which is difficult to be fully reflected in the market. Secondly, the minimum effective scale of Shaanxi high-tech industry is higher, which makes the actual scale of Shaanxi high-tech enterprises still on the small unreasonable scale. In the stage of knowledge creation, the insufficient relative input of RD not only leads to the shortage of output quantity and low quality, but also affects the low efficiency of knowledge utilization stage. Finally, the internal market transactions of Shaanxi high-tech industry are not active, the low level of division of labor and cooperation and the low degree of general marketization are the important external causes leading to the double low efficiency of Shaanxi high-tech industry.
