【摘要】：“油城”大慶曾經(jīng)是共和國工業(yè)元勛,但資源枯竭的不可逆,城市經(jīng)濟(jì)的不平衡發(fā)展,以及世界油價(jià)的動蕩的形勢時刻都威脅到可持續(xù)發(fā)展的目標(biāo)。高新區(qū)是大慶的經(jīng)濟(jì)心臟,蓬勃發(fā)展做大做強(qiáng)的態(tài)勢喜人。但金融產(chǎn)業(yè)是經(jīng)濟(jì)的先導(dǎo),后臺和關(guān)鍵構(gòu)成部分,無論從城市自身還是高新區(qū)的發(fā)展角度,戰(zhàn)略來說,高新區(qū)都需要更加成熟完備的金融產(chǎn)業(yè)�，F(xiàn)有文獻(xiàn)研究重點(diǎn)是金融產(chǎn)業(yè)聚集區(qū)的成因,競爭力比較,北上廣深和江浙滬地帶備受關(guān)注。而缺乏對偏遠(yuǎn)地區(qū)轉(zhuǎn)型城市中,某個特定區(qū)域金融產(chǎn)業(yè)的規(guī)劃和發(fā)展模式和例證,追溯驗(yàn)證選題后,作者將作出嘗試,對大慶高新區(qū)金融產(chǎn)業(yè)的需求和規(guī)劃提出定位論證分析。本文中將呈現(xiàn)基于SWOT態(tài)勢分析研究的模型和依據(jù),高新區(qū)現(xiàn)在區(qū)域經(jīng)濟(jì)實(shí)力,產(chǎn)業(yè)規(guī)模、產(chǎn)業(yè)能級以及產(chǎn)業(yè)關(guān)聯(lián)性都具備優(yōu)勢,也同時面臨金融軟硬件的滯后,和服務(wù)不配套的弱勢,在有利的全球產(chǎn)業(yè)環(huán)境和新時期國家對高新區(qū)的政策傾斜這樣的有利機(jī)遇下,通過橫向比較同級別競爭對手,總結(jié)其戰(zhàn)略側(cè)重,結(jié)合高新區(qū)具體條件,作者確定了高新區(qū)金融產(chǎn)業(yè)定位應(yīng)為重點(diǎn)發(fā)展產(chǎn)業(yè)金融,既包括發(fā)揮科技金融推動高新科技研發(fā),成果轉(zhuǎn)化的作用,又調(diào)整所在地區(qū)的經(jīng)濟(jì)結(jié)構(gòu),使新興的經(jīng)濟(jì)實(shí)體與產(chǎn)業(yè)相匹配,推動其他產(chǎn)業(yè)升級和完善。基于上述定性分析,作者將提出具體的發(fā)展戰(zhàn)略:借鑒張江和北交所成功模式,吸取經(jīng)驗(yàn);在產(chǎn)業(yè)結(jié)構(gòu)上同時推動銀行業(yè)和非銀行金融機(jī)構(gòu)快速發(fā)展,完善現(xiàn)代金融體系;繼續(xù)推進(jìn)企業(yè)上市融資,發(fā)揮金融融通功能;發(fā)展自身優(yōu)勢,在政府的引導(dǎo)下構(gòu)建區(qū)域金融服務(wù)平臺,發(fā)展金融服務(wù)外包產(chǎn)業(yè)并辟建現(xiàn)貨期貨交易平臺。希望本文能為經(jīng)濟(jì)下行的大慶,為大慶高新區(qū)金融產(chǎn)業(yè)的協(xié)調(diào)和活力發(fā)展提供有用的參考。
[Abstract]:Daqing was an industrial leader of the Republic, but the irreversibility of the depletion of resources, the unbalanced development of the urban economy and the volatile situation of the world oil price all threatened the goal of sustainable development. High-tech zone is the economic heart of Daqing, vigorous development of the situation of big and strong. However, the financial industry is the leader of the economy, backstage and key components, whether from the perspective of the city itself or the development of high-tech zones, strategic, high-tech zones need more mature and complete financial industry. At present, the focus of literature research is on the cause of formation of financial industry agglomeration area and the comparison of competitiveness, and the North Shanghai, Guangshen and Jiangsu, Zhejiang and Shanghai regions have been paid close attention to. Lack of planning and development patterns and examples of financial industry in a particular region in remote transitional cities, the author will try to analyze the demand and planning of the financial industry in Daqing High-tech Zone after retroactive verification of the selected topic and the analysis of the positioning and analysis of the demand and planning of the financial industry in Daqing High-tech Zone will be put forward. In this paper, the model and basis based on SWOT situation analysis will be presented. High-tech zones now have advantages in regional economic strength, industrial scale, industrial energy level and industrial relevance, but also face the lag of financial hardware and software. Under the favorable global industrial environment and favorable national policies for high-tech zones in the new era, and through horizontal comparison of competitors at the same level, summed up their strategic emphasis, and combined with the specific conditions of the high-tech zones, The author has determined that the orientation of the financial industry in the high-tech zone should be focused on the development of industrial finance, which includes not only giving full play to the role of science and technology finance in promoting R & D of high-tech technology, transforming achievements, but also adjusting the economic structure of the region So that emerging economic entities and industries to match, promote the upgrading and improvement of other industries. Based on the above-mentioned qualitative analysis, the author will put forward specific development strategies: draw lessons from the successful model of Zhangjiang and Beibei Stock Exchange, promote the rapid development of banking and non-bank financial institutions in the industrial structure, and perfect the modern financial system; We will continue to promote the listed financing of enterprises, give full play to the function of financial financing, develop their own advantages, build regional financial service platforms under the guidance of the government, develop the outsourcing industry of financial services and build spot futures trading platforms. I hope this paper can provide a useful reference for the economic downside of Daqing and for the coordination and dynamic development of the financial industry in Daqing High-tech Zone.
