【摘要】：全球價(jià)值鏈和產(chǎn)業(yè)集群是經(jīng)濟(jì)全球化在世界范圍內(nèi)的兩種影響,前者反映的是經(jīng)濟(jì)全球化對(duì)世界范圍的影響,后者反映的是經(jīng)濟(jì)全球化對(duì)地方或區(qū)域的影響。全球價(jià)值鏈視角下實(shí)現(xiàn)地方產(chǎn)業(yè)集群升級(jí)是集群發(fā)展必經(jīng)之路,這是地方產(chǎn)業(yè)集群規(guī)避“路徑鎖定”、應(yīng)對(duì)外部風(fēng)險(xiǎn),實(shí)現(xiàn)發(fā)展的需要。全球經(jīng)濟(jì)一體化導(dǎo)致的國(guó)際社會(huì)分工和本地專(zhuān)業(yè)化生產(chǎn)下,安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)憑借廉價(jià)的勞動(dòng)力和低成本的產(chǎn)品融入全球價(jià)值鏈。隨著全球經(jīng)濟(jì)下行,外部市場(chǎng)的萎縮以及后進(jìn)國(guó)家的競(jìng)爭(zhēng)優(yōu)勢(shì),安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)必須要改變當(dāng)前產(chǎn)業(yè)機(jī)構(gòu),否則會(huì)長(zhǎng)期嵌入價(jià)值鏈的低端鎖定的加工和制造環(huán)節(jié),甚至被排除全球價(jià)值鏈,這就要求安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)必須以開(kāi)放的姿態(tài)融入全球價(jià)值鏈,沿著全球價(jià)值鏈向高附加值環(huán)節(jié)攀升,才能實(shí)現(xiàn)安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)發(fā)展。本文首先介紹了研究背景和意義,并且對(duì)全球價(jià)值鏈下安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)發(fā)展的研究現(xiàn)狀進(jìn)行了梳理。其次分析了安徽省產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)發(fā)展的現(xiàn)狀與問(wèn)題進(jìn)行研究,肯定了安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)發(fā)展過(guò)程中取得成就、同時(shí)只指出存在的不足。接著介紹了全球價(jià)值鏈下安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)發(fā)展過(guò)程中的影響因素。這些影響因素主要是全球價(jià)值鏈的動(dòng)力機(jī)制和治理模式,國(guó)際產(chǎn)業(yè)轉(zhuǎn)移,區(qū)位因素、硬環(huán)境和軟環(huán)境。然后用三個(gè)案例具體分析了這些因素是如何實(shí)際發(fā)揮作用的以及發(fā)揮作用的大小,并接著指出專(zhuān)業(yè)鎮(zhèn)升級(jí)路徑。最后結(jié)合安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)發(fā)展中的問(wèn)題,影響因素和案例的分析結(jié)果,給出了一些促進(jìn)安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)發(fā)展的政策建議。本文的創(chuàng)新之處在于以下幾點(diǎn):一是研究對(duì)象是安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn),將研究范圍縮小在GVC下安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)上,因此就只需要考慮全球價(jià)值鏈背景下進(jìn)行安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)研究,發(fā)現(xiàn)全球價(jià)值鏈的動(dòng)力機(jī)制和治理模式,區(qū)位因素、國(guó)際產(chǎn)業(yè)轉(zhuǎn)移及政府、企業(yè)和中介組織對(duì)產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)的影響是不同的;二是通過(guò)研究分析得出安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)在全球價(jià)值鏈的地位是處于低端環(huán)節(jié),GVC治理模式為俘獲型,不斷上漲的勞動(dòng)力、原材料價(jià)格,日漸萎縮的國(guó)內(nèi)市場(chǎng),明顯不足的創(chuàng)新能力等都制約著安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)的升級(jí)發(fā)展;三是引入全球價(jià)值鏈這一工具來(lái)分析安徽產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)發(fā)展,提出了實(shí)現(xiàn)產(chǎn)業(yè)集群專(zhuān)業(yè)鎮(zhèn)升級(jí)的路徑選擇以及推手的對(duì)策建議。升級(jí)發(fā)展需要政府、企業(yè)、行業(yè)協(xié)會(huì)層面等的共同努力,如創(chuàng)造良好的法律和融資環(huán)境,培育本土的龍頭企業(yè)、加強(qiáng)集群專(zhuān)業(yè)鎮(zhèn)內(nèi)各單位和機(jī)構(gòu)的合作等。
[Abstract]:Global value chain and industrial cluster are two kinds of influences of economic globalization in the world. The former reflects the influence of economic globalization on the world scope, and the latter reflects the impact of economic globalization on local or regional areas. From the perspective of global value chain, the upgrading of local industrial clusters is the only way to cluster development, which is the need for local industrial clusters to avoid "path locking", to deal with external risks and to realize development. Due to the international social division of labor and local specialized production due to the global economic integration, the specialized towns of Anhui industrial cluster integrate into the global value chain by virtue of cheap labor and low-cost products. With the global economic downturn, the contraction of the external market and the competitive advantage of the backward countries, the specialized towns of Anhui industrial clusters must change the current industrial institutions, otherwise they will be embedded in the low-end locked processing and manufacturing links of the value chain for a long time. Even being excluded from the global value chain, this requires Anhui industrial cluster specialized town to integrate into the global value chain with an open attitude and climb along the global value chain to a high value-added link, in order to realize the upgrading and development of Anhui industrial cluster specialized town. Firstly, this paper introduces the background and significance of the research, and combs the current situation of the development of Anhui industrial cluster specialty town under the global value chain. Secondly, this paper analyzes the current situation and problems of the development of the specialized towns of industrial clusters in Anhui Province, affirms the achievements in the development process of the specialized towns of industrial clusters in Anhui Province, and points out only the shortcomings. Then it introduces the influencing factors in the development of Anhui industrial cluster specialty town under the global value chain. These factors are mainly the dynamic mechanism and governance model of global value chain, international industrial transfer, location factors, hard environment and soft environment. Then three cases are used to analyze how these factors actually work and how to play a role, and then points out the upgrading path of professional town. Finally, combined with the problems in the development of specialized towns of Anhui industrial cluster, the influencing factors and the results of case analysis, some policy suggestions are given to promote the upgrading and development of specialized towns of Anhui industrial clusters. The innovation of this paper lies in the following points: first, the research object is Anhui Industrial Cluster specialized Town, and the research scope is narrowed down to Anhui Industrial Cluster specialized Town under GVC. Therefore, we only need to consider the background of global value chain to study the upgrading of Anhui industrial cluster specialized towns, and find out the dynamic mechanism and governance model of global value chain, location factors, international industrial transfer and government. The influence of enterprises and intermediary organizations on the upgrading of specialized towns in industrial clusters is different; Second, through the research and analysis, it is concluded that the status of Anhui Industrial Cluster specialized Town in the global value chain is at the low end, the GVC governance model is capture type, rising labor force, raw material price, shrinking domestic market. The obvious shortage of innovation ability restricts the upgrading and development of Anhui industrial cluster specialized towns; The third is to introduce the global value chain as a tool to analyze the upgrading and development of specialized towns in industrial clusters in Anhui Province, and put forward the path selection and suggestions to promote the upgrading of specialized towns in industrial clusters. Upgrading and development requires the joint efforts of the government, enterprises and trade associations, such as creating a good legal and financing environment, cultivating local leading enterprises, and strengthening the cooperation of various units and institutions in the specialized towns of clusters, etc.
