【摘要】：作為中國(guó)的經(jīng)濟(jì)大省,高新技術(shù)產(chǎn)業(yè)是保障山東省經(jīng)濟(jì)穩(wěn)健快速發(fā)展的支柱產(chǎn)業(yè),而技術(shù)創(chuàng)新又是高新技術(shù)產(chǎn)業(yè)平穩(wěn)發(fā)展的必要條件之一。所以,為了進(jìn)一步增強(qiáng)高新技術(shù)產(chǎn)業(yè)綜合實(shí)力并獲取地區(qū)經(jīng)濟(jì)競(jìng)爭(zhēng)優(yōu)勢(shì),山東省需要在提升山東省高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力的同時(shí),改善當(dāng)前技術(shù)創(chuàng)新效率偏低的粗放型高新技術(shù)產(chǎn)業(yè)發(fā)展現(xiàn)狀,并加快山東省經(jīng)濟(jì)體制和經(jīng)濟(jì)增長(zhǎng)方式轉(zhuǎn)變速度。本文首先從高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新的理論出發(fā),發(fā)現(xiàn)對(duì)高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力產(chǎn)生重要影響的主要因素,并由此構(gòu)建高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力評(píng)價(jià)指標(biāo)體系。在整理相關(guān)指標(biāo)數(shù)據(jù)之后,運(yùn)用因子分析方法對(duì)山東省高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力進(jìn)行評(píng)價(jià)研究,根據(jù)在全國(guó)范圍內(nèi)的評(píng)分,發(fā)現(xiàn)山東省高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力在發(fā)展過(guò)程中存在的一些不足。最后根據(jù)山東省17地市之間的高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力評(píng)分情況,以及其技術(shù)創(chuàng)新效率的DEA模型分析,從山東省17地市的現(xiàn)實(shí)狀況出發(fā),因地制宜,提出能夠有效提升山東省高新技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力的具有針對(duì)性和可行性的對(duì)策建議,對(duì)提升山東省高新技術(shù)產(chǎn)業(yè)在全國(guó)范圍內(nèi)的綜合實(shí)力具有深刻意義。
[Abstract]:As a major economic province in China, high-tech industry is the pillar industry to ensure the steady and rapid economic development of Shandong Province, and technological innovation is one of the necessary conditions for the steady development of high-tech industry. Therefore, in order to further enhance the comprehensive strength of high-tech industries and obtain regional economic competitive advantages, Shandong Province needs to upgrade the technological innovation capability of high-tech industries in Shandong Province at the same time. To improve the present development situation of extensive high-tech industry with low efficiency of technological innovation, and to speed up the transformation of economic system and mode of economic growth in Shandong Province. Based on the theory of technological innovation of high-tech industry, this paper finds out the main factors that have important influence on the technological innovation ability of high-tech industry, and constructs the evaluation index system of technological innovation ability of high-tech industry. After sorting out the relevant index data, using factor analysis method to evaluate the technological innovation ability of high-tech industries in Shandong Province, according to the national score, It is found that the technological innovation ability of high-tech industry in Shandong Province has some shortcomings in the process of development. Finally, according to the score of technological innovation ability of high-tech industry in 17 cities of Shandong Province, and the DEA model analysis of its technological innovation efficiency, according to the reality of 17 cities in Shandong Province, according to the local conditions, It is of great significance to promote the comprehensive strength of high-tech industry in Shandong Province in the whole country by putting forward some countermeasures and suggestions which can effectively promote the technological innovation ability of high-tech industry in Shandong Province.
