張家界市食品產(chǎn)業(yè)發(fā)展現(xiàn)狀分析與對(duì)策研究

【摘要】:食品產(chǎn)業(yè)是我國(guó)的支柱產(chǎn)業(yè)和基礎(chǔ)性產(chǎn)業(yè),是國(guó)計(jì)民生的大事。國(guó)家食物結(jié)構(gòu)發(fā)生深刻變化,我國(guó)深層次的食品安全問題非常突出。從2014年以來,中國(guó)37607家規(guī)模以上企業(yè)的食品工業(yè)產(chǎn)值為10.89萬(wàn)億元,增長(zhǎng)速度為8.0%,低于全國(guó)工業(yè)產(chǎn)值增加值0.3%,是近幾年來首次增幅低于兩位數(shù)。中國(guó)食品工業(yè)已經(jīng)連續(xù)三年增速下降!懊褚允碁樘,食以安為先”確!吧嗉馍系陌踩笔钦念^等大事。在2016年初,習(xí)近平總書記關(guān)于我國(guó)經(jīng)濟(jì)結(jié)構(gòu)改革怎么改、如何去改的問題下達(dá)了“整治”建議書,即供給側(cè)結(jié)構(gòu)性改革。而后又為供給側(cè)改革明確了改革的方向,及著力提高供給側(cè)體系的質(zhì)量和效率,增強(qiáng)經(jīng)濟(jì)持續(xù)增長(zhǎng)動(dòng)力。那么具體我我國(guó)的食品產(chǎn)業(yè)就應(yīng)該從兩個(gè)大的方面去做:一是升級(jí)產(chǎn)品,切實(shí)做好食品安全,做到貨好價(jià)實(shí);二是進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)升級(jí)提質(zhì),向高附加值的兩端或全產(chǎn)業(yè)鏈發(fā)展。張家界作為旅游城市,其中國(guó)家級(jí)4A景區(qū)就有八處。食品產(chǎn)業(yè)作為旅游景區(qū)特色產(chǎn)品宣傳窗口。聯(lián)系張家界實(shí)際,本文從發(fā)展戰(zhàn)略的角度來研究張家界食品產(chǎn)業(yè),即張家界市的食品產(chǎn)業(yè)戰(zhàn)略調(diào)查。而所謂產(chǎn)業(yè)戰(zhàn)略也就是所謂的產(chǎn)業(yè)發(fā)展戰(zhàn)略,就是分析構(gòu)成產(chǎn)業(yè)發(fā)展全局的各個(gè)局部、因子之間的關(guān)系,找出影響并決定其產(chǎn)業(yè)經(jīng)濟(jì)全局發(fā)展的局部或因素,而相應(yīng)做出的戰(zhàn)略部署或決策。首先,本文詳細(xì)闡述國(guó)內(nèi)外食品產(chǎn)業(yè)發(fā)展過程中學(xué)者專家發(fā)表的相關(guān)理論和重要思想;其次從張家界食品產(chǎn)業(yè)發(fā)展的現(xiàn)狀出發(fā),總結(jié)2010年—2014年間張家界市食品產(chǎn)業(yè)發(fā)展歷程,探討食品產(chǎn)業(yè)發(fā)展的一般特征和原因,剖析其存在的問題:再次在簡(jiǎn)要介紹SWOT分析方法的基礎(chǔ)上,系統(tǒng)地論述張家界市在食品產(chǎn)業(yè)發(fā)展方面存在的優(yōu)勢(shì)和劣勢(shì)、面臨的機(jī)遇和威脅。最后,本文在明確張家界市食品產(chǎn)業(yè)發(fā)展目標(biāo)和思路的基礎(chǔ)上,提出了集群發(fā)展、綠色有機(jī)、高標(biāo)準(zhǔn)高質(zhì)量、地方特色、龍頭企業(yè)帶動(dòng)、區(qū)域品牌等六大發(fā)展舉措,寄望“六大舉措”的實(shí)施能促進(jìn)張家界市食品產(chǎn)業(yè)的穩(wěn)健、高效、可持續(xù)發(fā)展。
[Abstract]:Food industry is our country's pillar industry and basic industry, is a major event of the national economy and people's livelihood. Profound changes have taken place in the national food structure, and the deep-level food safety problem in China is very prominent. Since 2014, the food industry output value of 37607 enterprises in China has reached 10.89 trillion yuan, a growth rate of 8.0 yuan, which is lower than the national industrial output value of 0.3%, which is the first time in recent years that the growth rate is lower than the double-digit figure. China's food industry has fallen for three consecutive years. It is the government's top priority to ensure the safety of the tongue. In early 2016, President Xi Jinping issued a "fix" proposal on how and how to reform China's economic structure, namely supply-side structural reform. Then it clarifies the direction of the reform for the supply-side reform and focuses on improving the quality and efficiency of the supply-side system to enhance the driving force of sustained economic growth. Then the specific food industry of our country should do from two big aspects: first, to upgrade the product, to do a good job of food safety, and to make the goods good in price; second, to upgrade the industrial structure and raise the quality, and to develop to both ends of the high value-added industry or the whole industrial chain. Zhangjiajie as a tourist city, one of the national 4A scenic spot has eight. The food industry serves as the tourist spot characteristic product propaganda window. According to the reality of Zhangjiajie, this paper studies the food industry in Zhangjiajie from the perspective of development strategy, that is, the survey of the food industry strategy in Zhangjiajie. And the so-called industrial strategy is the so-called industrial development strategy, which is to analyze the relationship between the various parts and factors that constitute the overall situation of industrial development, to find out the parts or factors that affect and determine the overall development of its industrial economy. And the corresponding strategic deployment or decision. First of all, this paper describes the development of food industry at home and abroad in the process of scholars and experts published related theories and important ideas; Secondly, from the current situation of Zhangjiajie food industry development, this paper summarizes the development course of Zhangjiajie food industry from 2010 to 2014, and probes into the general characteristics and reasons of the food industry development. On the basis of brief introduction of SWOT analysis methods, the advantages and disadvantages of Zhangjiajie in the development of food industry, the opportunities and threats faced by Zhangjiajie City are systematically discussed. Finally, on the basis of clarifying the development goals and ideas of the food industry in Zhangjiajie City, this paper puts forward six development measures, such as cluster development, green organic, high standard and high quality, local characteristics, leading enterprises, regional brands, etc. It is hoped that the implementation of the six measures will promote the steady, efficient and sustainable development of the food industry in Zhangjiajie City.
