【摘要】：在國家啟動(dòng)?xùn)|北經(jīng)濟(jì)再振興戰(zhàn)略背景下,東北地區(qū)高技術(shù)產(chǎn)業(yè)也迎來了新的發(fā)展機(jī)遇。東北地區(qū)應(yīng)該把握政策契機(jī),強(qiáng)化與周邊地區(qū)的經(jīng)濟(jì)合作,構(gòu)建風(fēng)險(xiǎn)資本投資機(jī)制,增強(qiáng)金融市場的深度與廣度,積極推進(jìn)市場化改革、簡政放權(quán),進(jìn)一步減少政府對于高技術(shù)企業(yè)經(jīng)營的干預(yù),從而推動(dòng)高技術(shù)產(chǎn)業(yè)的轉(zhuǎn)型升級與融合式發(fā)展。還應(yīng)該針對高技術(shù)產(chǎn)業(yè)的特性,鼓勵(lì)自主技術(shù)創(chuàng)新,加強(qiáng)技術(shù)創(chuàng)新服務(wù)體系與高技術(shù)產(chǎn)業(yè)園區(qū)建設(shè),并深入落實(shí)人才培育與激勵(lì)措施。只有這樣,高技術(shù)產(chǎn)業(yè)才能擺脫內(nèi)外在制約因素的束縛,成為帶動(dòng)經(jīng)濟(jì)騰飛的新動(dòng)力。
[Abstract]:Under the background of the national strategy of revitalizing the northeast economy, the high-tech industry in the northeast region has also ushered in a new development opportunity. The Northeast region should seize the opportunity of policy, strengthen economic cooperation with the surrounding areas, construct a venture capital investment mechanism, strengthen the depth and breadth of the financial market, actively promote market-oriented reform, and simplify the decentralization of power. Further reduce the government's intervention in the operation of high-tech enterprises, thus promoting the transformation and upgrading of high-tech industries and integrated development. According to the characteristics of high-tech industry, we should encourage independent technological innovation, strengthen the service system of technological innovation and the construction of high-tech industrial park, and carry out the measures of talent cultivation and incentive in depth. Only in this way, the high-tech industry can get rid of the restriction factor inside and outside, and become the new motive force to drive the economy to take off.
