中部地區(qū)人才競爭力與高技術(shù)產(chǎn)業(yè)增長關(guān)系研究

【摘要】:隨著知識經(jīng)濟(jì)的興起,“發(fā)展高科技,推進(jìn)產(chǎn)業(yè)化”成為當(dāng)今時代最響亮的口號,世界范圍內(nèi)經(jīng)濟(jì)發(fā)展方式的重大變革也要求經(jīng)濟(jì)發(fā)展動力實(shí)現(xiàn)由資源高消耗向科技進(jìn)步轉(zhuǎn)變。此時具有知識密集和技術(shù)密集雙重特征的高技術(shù)產(chǎn)業(yè)應(yīng)運(yùn)而生并迅猛發(fā)展?萍嫉陌l(fā)展在很大程度上所依賴的是人才的進(jìn)步,科技水平的差距也極大表現(xiàn)為人才的差距。目前,無論發(fā)展中國家還是發(fā)達(dá)國家都把高技術(shù)產(chǎn)業(yè)發(fā)展緩慢的問題歸結(jié)為人才資源不足,為此紛紛制定各種人才的引進(jìn)、培養(yǎng)和激勵政策。在國家提出“中部崛起”這一戰(zhàn)略口號后,我國中部各省份均把發(fā)展高技術(shù)產(chǎn)業(yè)作為轉(zhuǎn)變經(jīng)濟(jì)增長方式的一大重點(diǎn),因此,研究中部地區(qū)人才競爭力對高技術(shù)產(chǎn)業(yè)發(fā)展所起的作用,進(jìn)而基于人才競爭力提出推進(jìn)高技術(shù)產(chǎn)業(yè)發(fā)展的對策建議,對促進(jìn)中部崛起這一戰(zhàn)略目標(biāo)的早日實(shí)現(xiàn)具有極重要的現(xiàn)實(shí)意義;诖,本文主要采用計量經(jīng)濟(jì)分析方法,構(gòu)建人才競爭力對高技術(shù)產(chǎn)業(yè)增長的實(shí)證模型,測度2000—2013年中部六省高技術(shù)產(chǎn)業(yè)和人才發(fā)展水平,試圖發(fā)現(xiàn)人才競爭力對高技術(shù)產(chǎn)業(yè)產(chǎn)值的貢獻(xiàn)程度及其內(nèi)在規(guī)律,以期更好利用人才資源來促進(jìn)高技術(shù)產(chǎn)業(yè)發(fā)展。本文研究內(nèi)容具體從以下四個部分展開:第一部分:闡述本文的研究背景和意義,國內(nèi)外文獻(xiàn)綜述,研究思路和方法等。對本文高技術(shù)產(chǎn)業(yè)和人才競爭力等研究術(shù)語加以界定。對人才競爭力與高技術(shù)產(chǎn)業(yè)的基本理論和人力資本對經(jīng)濟(jì)增長貢獻(xiàn)的基本理論進(jìn)行了回顧,闡述人才競爭力對高技術(shù)產(chǎn)業(yè)發(fā)展的影響機(jī)理。第二部分:中部六省高技術(shù)產(chǎn)業(yè)與人才競爭力的發(fā)展現(xiàn)狀概述。通過圖表描述統(tǒng)計和比較分析等方法說明近年來中部各省份高技術(shù)產(chǎn)業(yè)和人才資源的發(fā)展現(xiàn)狀,比較東中西部的發(fā)展差距。提出本研究的主要方向:中部各省人才競爭力對高技術(shù)產(chǎn)業(yè)增長的貢獻(xiàn)研究。第三部分:實(shí)證研究。首先,在結(jié)合前人研究的基礎(chǔ)上選取人才競爭力評價指標(biāo)體系,基于人才規(guī)模、人才投入、人才產(chǎn)出、人才環(huán)境四個二級指標(biāo)選取9個具有代表性的具體指標(biāo)作為解釋變量,使用高技術(shù)產(chǎn)業(yè)和人才競爭力的中部六省面板數(shù)據(jù),構(gòu)造人才競爭力對高技術(shù)產(chǎn)業(yè)增長貢獻(xiàn)的計量模型進(jìn)行實(shí)證分析。第四部分:總結(jié)全文的研究結(jié)論,并就實(shí)證研究結(jié)果提出對策建議。本文認(rèn)為,基于人才競爭力的高技術(shù)產(chǎn)業(yè)發(fā)展戰(zhàn)略應(yīng)從幾個方面著手,包括進(jìn)一步深化改革與創(chuàng)新,促進(jìn)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)的良性發(fā)展;大力發(fā)展教育,增加教育投入,深化高等學(xué)校教育體制改革;提高人才產(chǎn)出水平和人才資源利用效率,充份發(fā)揮人才作用;制定合理人才吸引政策,防止人才流失等。
[Abstract]:With the rise of knowledge economy, "developing high technology and promoting industrialization" has become the most resounding slogan of the times. The major changes in the mode of economic development in the world also require the power of economic development to change from high consumption of resources to scientific and technological progress. At this time, knowledge-intensive and technology-intensive high-tech industry emerged as the times require and rapid development. The development of science and technology depends on the progress of talents to a great extent. At present, both developing countries and developed countries attribute the slow development of high-tech industry to the shortage of human resources. After the country put forward the strategic slogan "the rise of Central China", all provinces in the central part of our country have taken the development of high-tech industries as a major focus in transforming the mode of economic growth. This paper studies the role of talent competitiveness in the development of high-tech industry in the central region, and then puts forward countermeasures and suggestions to promote the development of high-tech industry based on talent competitiveness. It is of great practical significance to promote the early realization of the strategic goal of the rise of the central region. Based on this, this paper mainly adopts econometric analysis method to construct the empirical model of talent competitiveness on the growth of high-tech industry, and measures the development level of high-tech industry and talent in six provinces of central China from 2000 to 2013. This paper attempts to find out the degree of contribution of talent competitiveness to the output value of high-tech industry and its inherent law in order to make better use of human resources to promote the development of high-tech industry. The main contents of this paper are as follows: the first part describes the background and significance of this paper, literature review at home and abroad, research ideas and methods. In this paper, the high-tech industry and talent competitiveness and other research terms are defined. This paper reviews the basic theories of talent competitiveness and high-tech industry and the contribution of human capital to economic growth, and expounds the influence mechanism of talent competitiveness on the development of high-tech industry. The second part: the development status quo of high-tech industry and talent competitiveness in six central provinces. The development status of high-tech industries and human resources in central provinces in recent years is illustrated by means of chart description, statistics and comparative analysis, and the development gap between the east and the west is compared. The main direction of this study is: the contribution of talent competitiveness to the growth of high-tech industry in central provinces. The third part: empirical research. First of all, on the basis of previous studies, select the talent competitiveness evaluation index system, based on the talent scale, talent input, talent output, talent environment four indicators selected nine representative specific indicators as explanatory variables. Based on the panel data of six provinces in the middle of China, this paper constructs an econometric model of the contribution of talent competitiveness to the growth of high-tech industry. The fourth part: summarize the conclusion of the research, and put forward the countermeasures and suggestions on the empirical research results. This paper holds that the development strategy of high-tech industry based on talent competitiveness should be carried out from several aspects, including further deepening reform and innovation, promoting the benign development of regional industrial structure, vigorously developing education and increasing educational investment. Deepening the reform of higher education system, improving the level of talent output and the utilization efficiency of talent resources, giving full play to the role of talents, formulating rational policies to attract talents and preventing the brain drain, etc.
