【摘要】：外資企業(yè)為主體的加工貿(mào)易是我國外貿(mào)出口蓬勃發(fā)展的重要組成部分。本文關(guān)注漸進式開放戰(zhàn)略下,以政策引導(dǎo)為主要推力的產(chǎn)業(yè)集聚對出口企業(yè)貿(mào)易方式的影響。對產(chǎn)業(yè)集聚進行多指標(biāo)、多層次的度量后,以大樣本的企業(yè)面板數(shù)據(jù)進行實證研究,發(fā)現(xiàn)產(chǎn)業(yè)集聚并未促進企業(yè)由加工貿(mào)易向產(chǎn)業(yè)鏈分工位置更高的一般貿(mào)易轉(zhuǎn)型,產(chǎn)業(yè)政策加劇了集聚對貿(mào)易方式升級的阻礙作用。由政府制定主導(dǎo)產(chǎn)業(yè)目錄,通過招商引資吸引企業(yè)在開發(fā)區(qū)內(nèi)大量集聚的發(fā)展方式,雖然對區(qū)域經(jīng)濟增長和外貿(mào)發(fā)展起到了巨大的推動作用,但卻不利于集聚正外部性的發(fā)揮。促進我國對外貿(mào)易競爭力提升和可持續(xù)發(fā)展,需要從根本上改變對外資的依賴和產(chǎn)業(yè)政策的過度干預(yù),為國內(nèi)企業(yè)創(chuàng)造參與國際競爭的良好環(huán)境和自發(fā)集聚條件。
[Abstract]:The processing trade with foreign enterprises as the main body is an important part of the vigorous development of China's foreign trade export. This paper focuses on the impact of industrial agglomeration with policy guidance on the trade mode of export enterprises under the gradual opening strategy. After the multi-index and multi-level measurement of industrial agglomeration, the empirical research with large sample enterprise panel data shows that industrial agglomeration has not promoted the transition from processing trade to a higher division of labor in the industrial chain. The industrial policy has intensified the agglomeration to the trade way upgrades the barrier function. The way that the government formulates the catalogue of leading industries and attracts enterprises to gather a large amount of investment in the development zone plays a great role in promoting the regional economic growth and the development of foreign trade, but it is not conducive to the positive externality of agglomeration. To promote the competitiveness and sustainable development of China's foreign trade, it is necessary to fundamentally change the dependence on foreign capital and excessive intervention of industrial policies, so as to create a good environment and spontaneous agglomeration conditions for domestic enterprises to participate in international competition.
