【摘要】：改革開放以來,我國國民經(jīng)濟在保持了30多年快速增長的情況下,過去的粗放式增長已不可持續(xù),經(jīng)濟增速開始放緩,進入中高速增長的“新常態(tài)”時期。為此,國家提出要推進供給側(cè)結(jié)構(gòu)性改革,以創(chuàng)新引領(lǐng)經(jīng)濟增長,及時適應(yīng)“新常態(tài)”,把握經(jīng)濟發(fā)展新機遇。伴隨著中國經(jīng)濟的快速增長,江蘇省經(jīng)濟也取得了長足發(fā)展。然而在經(jīng)濟發(fā)展中產(chǎn)業(yè)結(jié)構(gòu)不合理問題逐漸顯現(xiàn),制約著江蘇省經(jīng)濟可持續(xù)發(fā)展。江蘇省能否在這樣一個重要戰(zhàn)略機遇期,實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與升級,鑄就經(jīng)濟可持續(xù)發(fā)展的“綠色引擎”,正成為江蘇省戰(zhàn)略機遇的重要內(nèi)涵。國務(wù)院頒布的《關(guān)于金融支持經(jīng)濟結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級的指導(dǎo)意見》明確了供給側(cè)結(jié)構(gòu)性改革背景下金融在經(jīng)濟發(fā)展中的重要角色。金融在資源配置,政策導(dǎo)向中發(fā)揮重要作用,是實現(xiàn)政策導(dǎo)向和經(jīng)濟發(fā)展的重要核心資源,也是實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)升級的重要因素。因此,研究如何發(fā)揮金融支持對江蘇省產(chǎn)業(yè)結(jié)構(gòu)升級的促進作用具有現(xiàn)實意義。以此為背景,本文首先對產(chǎn)業(yè)結(jié)構(gòu)升級以及金融支持的相關(guān)理論進行歸納總結(jié)并界定其含義,接著分析了江蘇省產(chǎn)業(yè)結(jié)構(gòu)變動情況和金融發(fā)展?fàn)顩r。在實證分析部分,首先,通過建立計量經(jīng)濟學(xué)模型,對金融支持江蘇省產(chǎn)業(yè)結(jié)構(gòu)升級的影響進行實證分析。其次,建立動態(tài)面板模型,對江蘇省蘇北地區(qū)、蘇南地區(qū)產(chǎn)業(yè)結(jié)構(gòu)升級的金融支持作用進行對比研究。再次,從微觀角度,以在產(chǎn)業(yè)結(jié)構(gòu)升級中扮演重要角色的高新技術(shù)產(chǎn)業(yè)為研究對象,分析金融支持在高新技術(shù)產(chǎn)業(yè)發(fā)展中的作用,從促進高新技術(shù)產(chǎn)業(yè)發(fā)展的途徑實現(xiàn)金融支持江蘇省產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級的目標(biāo)。最后,根據(jù)理論歸納總結(jié)和實證結(jié)論,從金融環(huán)境、直接融資、間接融資、金融政策四個角度提出發(fā)揮金融支持作用,推動江蘇省產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級的政策建議。
[Abstract]:Since the reform and opening up, China's national economy has maintained a rapid growth for more than 30 years, the past extensive growth has become unsustainable, the economic growth rate has begun to slow down and entered the "new normal" period of medium and high speed growth. Therefore, the state proposes to promote supply-side structural reform, to lead economic growth by innovation, to adapt to the "new normal" in time, and to grasp new opportunities for economic development. With the rapid growth of China's economy, Jiangsu's economy has also made great progress. However, in the economic development, the irrational industrial structure appears gradually, which restricts the sustainable development of Jiangsu economy. Whether Jiangsu Province can realize the adjustment and upgrading of industrial structure and create the "green engine" of sustainable economic development in such an important strategic opportunity period is becoming an important connotation of Jiangsu strategic opportunity. The guidance on Financial support for Economic restructuring and Transformation issued by the State Council clarifies the important role of finance in economic development under the background of supply-side structural reform. Finance plays an important role in resource allocation and policy direction. It is an important core resource to realize policy orientation and economic development, and also an important factor to realize the upgrading of industrial structure. Therefore, it is of practical significance to study how to give full play to financial support to promote the upgrading of industrial structure in Jiangsu Province. Against this background, this paper first summarizes and defines the relevant theories of industrial structure upgrading and financial support, and then analyzes the changes of industrial structure and financial development in Jiangsu Province. In the part of empirical analysis, first of all, through the establishment of econometric model, the impact of financial support to the upgrading of industrial structure in Jiangsu Province is analyzed empirically. Secondly, a dynamic panel model is established to compare the financial support effect of industrial structure upgrading in northern Jiangsu and southern Jiangsu. Thirdly, from the micro point of view, taking the high-tech industry, which plays an important role in the upgrading of industrial structure, as the research object, this paper analyzes the role of financial support in the development of high-tech industry. The aim of financial support for the transformation and upgrading of Jiangsu's industrial structure is realized through promoting the development of high and new technology industries. Finally, according to the theoretical summary and empirical conclusions, from the financial environment, direct financing, indirect financing, financial policy four angles to give play to the role of financial support to promote the transformation and upgrading of Jiangsu Province industrial structure policy recommendations.
