【摘要】：產(chǎn)業(yè)政策是否引致我國(guó)產(chǎn)能過(guò)剩備受爭(zhēng)議,利用中國(guó)2001-2011年省級(jí)面板數(shù)據(jù),實(shí)證結(jié)果發(fā)現(xiàn),產(chǎn)業(yè)政策對(duì)產(chǎn)能過(guò)剩的形成具有顯著的正向影響效應(yīng),究其機(jī)理,盡管產(chǎn)業(yè)政策提高了工業(yè)部門的技術(shù)效率,但產(chǎn)業(yè)政策引發(fā)的產(chǎn)能擴(kuò)張卻顯著降低了行業(yè)的設(shè)備利用率;在經(jīng)濟(jì)發(fā)展水平較低的地區(qū),地方政府越有可能發(fā)生激勵(lì)扭曲,產(chǎn)業(yè)政策引致產(chǎn)能過(guò)剩的可能性更大;市場(chǎng)化水平的提高有利于弱化地方政府落實(shí)產(chǎn)業(yè)政策的激勵(lì)扭曲,降低政策資源錯(cuò)配的程度,進(jìn)而緩解產(chǎn)業(yè)政策對(duì)產(chǎn)能過(guò)剩的正向影響。
[Abstract]:Whether industrial policy leads to overcapacity in China is controversial. Using provincial panel data from 2001 to 2011, the empirical results show that industrial policy has a significant positive effect on the formation of overcapacity, and its mechanism is investigated. Although industrial policies have improved the technical efficiency of the industrial sector, the expansion of capacity triggered by industrial policies has significantly reduced the utilization of equipment in the industry; in areas with low levels of economic development, local governments are more likely to have incentives and distortions. The higher level of marketization can weaken the incentive distortion of local government to implement industrial policy, reduce the degree of mismatch of policy resources, and then alleviate the positive effect of industrial policy on overcapacity.
