【摘要】：新農(nóng)村建設(shè)的難點(diǎn)在于如何可持續(xù)的發(fā)展農(nóng)村經(jīng)濟(jì),如何提高農(nóng)民“造血”能力,如何培育新形勢(shì)下的新型農(nóng)民。而發(fā)展特色經(jīng)濟(jì)是優(yōu)化產(chǎn)業(yè)布局,轉(zhuǎn)變農(nóng)業(yè)發(fā)展方向的重要手段。特色農(nóng)業(yè)產(chǎn)業(yè)化也成為現(xiàn)代農(nóng)業(yè)發(fā)展的一種趨勢(shì)。本文以陵川縣為研究區(qū)域,將其特色農(nóng)業(yè)的發(fā)展作為研究對(duì)象,通過對(duì)陵川縣特色農(nóng)業(yè)基本情況進(jìn)行實(shí)踐調(diào)查,在分析陵川縣農(nóng)業(yè)發(fā)展的歷史與現(xiàn)狀、發(fā)展困境與機(jī)遇以及所面臨的嚴(yán)峻的市場(chǎng)競(jìng)爭(zhēng)之后,發(fā)現(xiàn)陵川縣在發(fā)展中藥材等特色農(nóng)業(yè)方面有著得天獨(dú)厚的自然資源、同時(shí)借助打造中原地區(qū)最具影響力的生態(tài)休閑旅游健康度假中心的契機(jī),旅游產(chǎn)業(yè)也成為帶動(dòng)其經(jīng)濟(jì)發(fā)展的一大亮點(diǎn),加之國家政策的扶持,也為其創(chuàng)造了良好的外部環(huán)境。但是,在其發(fā)展過程中所暴露出來的劣勢(shì)與威脅不容我們忽視。首先,農(nóng)業(yè)基礎(chǔ)設(shè)施薄弱,生態(tài)環(huán)境面臨挑戰(zhàn)。第二,高層次人才缺乏,農(nóng)業(yè)科研了成果少。第三,農(nóng)民觀念相對(duì)落后、農(nóng)業(yè)組織化程度低。第四,農(nóng)業(yè)產(chǎn)業(yè)鏈較短,農(nóng)產(chǎn)品品牌影響力弱。除此之外,生態(tài)環(huán)境的日益惡化以及區(qū)域競(jìng)爭(zhēng)激烈的威脅使得特色農(nóng)業(yè)的發(fā)展任重而道遠(yuǎn)。最后通過SWOT分析法得出了適合陵川縣特色農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的戰(zhàn)略選擇即從培養(yǎng)現(xiàn)代特色農(nóng)業(yè)意識(shí)、發(fā)揮政府的扶持和調(diào)控作用、優(yōu)化特色農(nóng)業(yè)產(chǎn)業(yè)發(fā)展模式、完善利益聯(lián)結(jié)機(jī)制的四個(gè)方面提出對(duì)策建議。以期為陵川縣特色農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展產(chǎn)生一定的指導(dǎo)和借鑒意義,同時(shí)也為與其有相似條件的地區(qū)的特色農(nóng)業(yè)產(chǎn)業(yè)發(fā)展提供一定參考意見。
[Abstract]:The difficulty of new rural construction lies in how to develop rural economy sustainably, how to improve farmers'"hematopoiesis" ability and how to cultivate new peasants under the new situation. The development of characteristic economy is an important means to optimize the industrial layout and change the direction of agricultural development. Characteristic agriculture industrialization also becomes a kind of trend of modern agriculture development. This article takes Lingchuan County as the research area, takes the development of its characteristic agriculture as the research object, through the practice investigation to the Lingchuan County characteristic agriculture basic situation, analyzes the Lingchuan county agriculture development history and the present situation. After the difficulties and opportunities of development and the severe market competition faced, Lingchuan County was found to have unique natural resources in the development of traditional Chinese medicine and other characteristic agriculture. At the same time, with the opportunity of building the most influential eco-leisure tourism health resort center in the Central Plains, the tourism industry has also become a bright spot to drive its economic development, together with the support of national policies, it has also created a good external environment for it. However, in its development process exposed weaknesses and threats can not be ignored. First of all, the agricultural infrastructure is weak and the ecological environment is facing challenges. Second, the lack of high-level personnel, agricultural scientific research has achieved little. Third, the concept of farmers is relatively backward, the degree of agricultural organization is low. Fourth, the agricultural industry chain is short, the influence of agricultural product brand is weak. In addition, the worsening of ecological environment and the threat of fierce regional competition make the development of characteristic agriculture a long way. Finally, through the analysis of SWOT, the paper concludes that the strategic choice for the development of characteristic agricultural industry in Lingchuan County is to cultivate the consciousness of modern characteristic agriculture, to give full play to the role of government support and regulation, and to optimize the development mode of characteristic agricultural industry. Four aspects of perfecting the mechanism of interest association put forward countermeasures and suggestions. In order to produce certain guidance and reference significance for the development of characteristic agricultural industrialization in Lingchuan County, and also to provide some reference suggestions for the development of characteristic agricultural industry in areas with similar conditions.
